FURTHER STUDY WAS GIVEN TO THE POSSIBILITY OF AUTHORIZING THE USE OF PARKING <br />METER HOODS FOR THE BUILDING TRADES AND DELIVERY VEHICLES. MEMBERS OF THE PLUMBING, <br />ELECTRICAL AND BUILDING TRADES, AND DELIVERY SERVICES HAD BEEN INVITED TO PARTICIPATE <br />IN THIS STUDY. <br /> <br />REPRESENTATIVES OF THE ELECTRIC.IANS AND PLUMBERS WERE PRESENT AND STATED THEIR <br />OPPOSITION TO THE PROPOSED ORDINANCE AS SUBMITTED, AND THAT THEY WOULD BE GLAD TO TAKE <br />THIS UP WITH THEIR ASSOCIATIONS FOR FUTURE RECOMMENDATIONS TO THE CITY COUNCIL. THE <br />ENT! RE MATTER WAS TABLED FOR FURTHER STUDY." <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY GODLOVE THAT THE REPORT OF THE FINANCE & JUDICIARY <br />COMMITTEE BE ADOPTED. MOTION CARRIED. <br /> <br />A REPORT OF THE PUBLIC SAFETY COMMITTEE - RE: PARKING ON FRANKLIN BOULEVARD AND TRAFFIC <br />SIGNALS WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />"A MEETING OF THE PUBLIC SAFETY COMMITTEE WAS HELD ON WEDNESDAY, MARCH 21, WITH <br />THE FOLLOWING PRESENT: COUNCILMEN ALLEN AND SIEGENTHALER; CITY MANAGER AND PLANNING <br />CONSULTANT. <br /> <br />I. THE COMMITTEE CONCURRED WITH THE RECOMMENDATION BY STATE HIGHWAY OFFICIALS THAT <br />ALL PARKING BE ELIMINATED ON THE NORTH AND SOUTH SIDE OF FRANKLIN BLVD. FROM THE INTER- <br />SECTIONS OF 6TA AND HIGH AND 7TH AND HIGH,CLEAR THROUGH TO THE EAST CITY LIMITS. IT <br />WAS FELT THAT THE INITIAL PURPOSE OF THIS BOULEVARD WAS FOR THE MOVEMENT OF TRAFFIC AND <br />THAT BUSINESSES ON BOTH SIDES WOULD NOT BE IMPAIRED AS A SURVEY OF TH~ .AREA REVEALED <br />THAT MOST OF THE BUSINESSES HAD SUFFICIENT OFF-STREET PARKING FACILITIES AVAILABLE. <br />IT WAS RECOMMENDED THAT THIS MATTER BE REFERRED BACK TO THE COMMITTEE FOR FURTHER STUDY <br />BOTH ON EAST FRANKLIN BOULEVARD AND WEST 6TH AND 7TH AVENUES. <br /> <br />2. THE ATTACHED PROGRAM FOR INSTALLATION OF TRAfFIC SIGNALS WAS REVIEWED BY THE <br />COMMITTEE AND IT WAS RECOMMENDED THAT THIS PROGRAM BE SET UP fOR INSTALLATION DURING <br />THE NEXT TWO YEARS AND THAT THE PROPER AMOUNTS BE INCLUDED IN THE 1951 AND 1952 BUDGETS. <br />THIS PROGRAM CONSTITUTES THE INSTALLATION OF TRAFFIC SIGNALS AT 25 INTERSECTIONS OF <br />WHICH 14 WOULD BE ON STATE HIGHWAYSTHROUGH THE CITY. COSTS ARE ESTIMATED AT $32,400 <br />FOR THE CITY Of EUGENE AND $17,000 FOR THE STATE HIGHWAY DEPARTMENT, BASED UPON 50% <br />PARTICIPATION OF THOSE INTERSECTIONS ON STATE HIGHWAYS WITHIN THE CITY. AN INTER~ <br />SECT10N ANAlY$IS AND TRAFFIC SURVEY HAVE BEEN MADE OF EACH OF THESE INTERSECTIONS <br />SHOWING TRAFfiC ENTERING THE INTERSECTIONS FROM EAST AND WEST AND NORTH AND SOUTH, <br />CONFLICTING MOVEMENTS, LEFT TURNS AND A SUMMARY OF ACCIDENTS AND INJURIES DURING <br />1950. " <br /> <br />IT WAS' MOVED BY SIEGENTHALER, SECONDED BY BOOTH THAT THE REPORT OF THE PUBLI~ SAfETY <br />COMMITTEE BE ADOPTED. MOTION CARRIED. <br /> <br />PETITIONS AND COMMUNICATIONS <br /> <br />AN APPLICATION fOR A BEER LICENSE AS APPROVED BY THE POLICE DEPARTMENT wAS SUBMITTED BY, <br />THE GOLDEN CANARY, 2000 W. 11TH AVENUE. <br /> <br />IT WAS MOVED BY SMITH, SECONDED BY BOOTH THAT THE APPLICATION AS APPROVED BY THE POLICE <br />DEPARTMENT, BE ENDORSED. MOTION CARRIED. <br /> <br />AN APPLICATION fOR A GARBAGE HAULERS LICENSE WAS SUBMITTED BY Gus HANKE. <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY GODLOVE THAT THE APPLICATION BE REFERRED TO THE <br />HEALTH AND RECREATION COMMITTEE. MOTION CARRIED. <br /> <br />PETITION FOR THE PAVING OF THE ALLEY BETWEEN 13TH AND 14TH AVENUE fROM OAK TO PEARL <br />RUNNING NORTH AND SOUTH WAS SUBMITTED. THE REPORT Of THE ENGINEER SHOWED THAT SIGNERS OF <br />THIS PETITION REPRESENTED 68.75% OF THE PROPERTY OWNERS AFfECTED. <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY SMITH THAT THE PETITION BE REFERRED TO THE PUBLIC <br />WORKS COMMITTEE. MOTION CARRIED. <br /> <br />PETITION FOR PAVING THE ALLEY BETWEEN 13TH AND, 14TH fROM OAK TO PEARL RUNNING EAST AND <br />WEST WAS SUBMITTED. THE REPORT Of THE ENGINEER SHOWED THAT SIGNERS OF THIS PETITION <br />REPRESENTED 57.81% OF THE PROPERTY OWNERS AFfECTED. <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY SMITH THAT THE PETITION BE REFERRED TO THE PUBLIC <br />WORKS COMMITTEE. MOTION CARRIED. <br /> <br />PETITION FOR PAVING THE ALLEY BETWEEN 6TH AND 7TH AVENUE fROM BLAIR BLVD. TO VAN <br />BUREN STREET WAS SUBMITTED. THE REPORT Of THE E~GINEER SHOWED THAT SIGNERS Of THIS PETITION <br />REPRESENTED 60.41% OF THE PROPERTY OWNERS AFfECTED. <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY SMITH THAT THE PETITION BE REFERRED TO THE PUBLIC <br />WORKS COMMITTEE.
