THE CITIES OF EUGENE AND SPRINGFIELD EACH SHOULD BEAR THEIR PROPORTIONATE <br /> II SHARE OF ALL COSTS OF SECONDARY SEWAGE TREATMENT IF IT IS REQUIRED IN THE <br /> FUTu-RE. THE STATE; SANI TARY AUTHORI TY HAS ADVISED UNDER DATE OF APRIL 5, 1950, <br /> I THAT IF THE SEWAGE PLANT IS LOCATED CLOSE ENOUGH TO THE CONFLUENCE OF THE <br /> , WILLAMETTE AND McKENZIE RIVERS THAT SECONDARY TREATMENT WILL NOT BE REQUIRED. <br /> I 2 & 3. EUGENE'S ESTIMATES HAVE BEEN BASED UPON 9 C. F . S. TO SERVE A SPRINGFIELD <br /> I POPULATION OF 15,000, THE SAME AS THE PLANNED CAPACITY OF THE PROPOSED PLANT <br /> I FOR SPRINGFIELD. INCREASED SEWAGE FLOWS EMANATING FROM SPRINGFIELD OR ITS <br /> I SURROUNDING AREAS WILL INCREASE THE COST OF SEWAGE TREATMENT REGARDLESS OF <br /> WHETHER A JOINT PLANT IS CONSTRUCTED OR SEPARATE PLANTS. As LONG AS A LARGE <br /> I ENOUGH OUTFALL LINE IS PROVIDED BETWEEN SPRINGFIELD AND EUGENE TO ACCOMMODATE <br /> THE SAME GROWTH AS CONTEMPLATED FOR THE SPRINGFIELD PLANT, THEN IT IS FELT <br /> THAT OUTSIDE DISTRICTS CAUSING GROWTH AND EXPANSION SHOULD BEAR THEIR RELATIVE <br /> PROPORTIONATE SHARE OF FUTURE TRUNK LINES OR INCREASED PLANT FACILITIES. <br /> NEITHER EUGENE NOR SPRINGFIELD COULD AFFORD TO ASSUME LIABILITIES FOR SEWAGE <br /> TREATMENT FOR THE SURROUNDING AREAS UNLESS THEY ARE PAYING THEIR PROPORTIONATE <br /> SHARE. EITHER EUGENE OR THE OUTLYING AREA CONNECTING TO THIS OUTFALL LINE <br />I WOULD REIMBURSE SPRINGFIELD FOR THEIR PROPOR T I ONA TE SHARE OF THE OUTFALL LINE <br /> USED. <br /> 4. IT IS AGREED THAT SPRINGFIELD SHOULD BE REPRESENTED UPON AN ADVISORY BOARD <br /> IN CONNECTION WITH THE OPERATION OF THE SEWAGE DISPOSAL SYSTEM. <br /> WE BELIEVE SPRINGFIELD WOULD BE FULLY PROTECTED RELATIVE TO FUTURE EXPANSION. <br /> IF THE OUTFALL LINE BECOMES INADEQUATE AFTER THREE YEARS, THEN EUGENE WOULD PURCHASE <br /> THE OUTFALL LI NE BETWEEN SPRINGFIELD AND EUGENE UPON CONTRACT TERMS, SATISFACTORY <br /> TO BOTH CITIES. THE EUGENE CITY COUNCIL AGAIN EXPRESSES APPRECIATION FOR THE <br /> ITS COOPERATION SHOW N AND TO ASSURE MEMBERS OF THE SPRINGFIELD UTILITY BOARD THAT <br /> EVERY EFFORT POSSIBLE WILL BE MADE TO SET UP A SATISFACTORY AGREEMENT FOR JOINT <br /> BOTH CITIES IF IT IS ECONOMICALLY FEASIBLE TO DO SO. " <br /> SEWAGE TREATMENT FOR <br /> 6. ApPLICATION FOR REZONING OF PROPERTY AT THE CORNER OF 19TH AND FRIENDLY STREETS <br /> TO C-2, NEIGHBORHOOD COMMERCIAL WAS FUR THER STUDIED AND IT WAS VOTED FOUR TO TWO TO <br /> RECOMMEND THAT THE COUNCIL INDEFINITELY POSTPONE ACTION ON COUNCIL BILL No. 1,140 ON <br /> THE BASIS OF PRESENT FACTS. <br /> 7. THE COMMI TTEE CONCURRED IN THE RECOMMENDATION OF THE CITY MANAGER THAT PARKING <br /> BE ELIMINATED ON THE SOUTH SIDE OF FRANKLIN BOULEVARD FROM THE I I TH AVENUE INTERSECTION <br /> TO THE EAST CITY LIMITS. THE COMM I TTEE ALSO CONCURRED IN THE RECOMMENDATION OF THE <br /> CITY MANAGER THAT ONE-HOUR LIMIT PARKING METERS BE INSTALLED ON THE SOUTH SIDE OF 13TH <br /> AVENUE BETWEEN EMERALD AND ONYX STREET AND ON BOTH SIDES OF UNIVERSITY BETWEEN 13TH <br /> 15TH AVENUE UNIVERSITY OF OREGON UNDER DATE OF JULY I I , 1951.
