E. JOHNSONj COUNCIL- <br />MEN CRUMBAKER, BOOTH, GODLOVE, SIEGENTHALER; CITY MANAGERj PLANNING CONSULTANTj CITY <br />ATTORNEYj CITY RECORDER AND PARKS SUPERINTENDENT. <br />I <br />I. THE COMMITTEE REVIEWED THE LETTER DATED DECEMBER 10TH FROM THE COUNTY COURT <br />OUTLINING FOUR PRIMARY FEDERAL AID PROJECTS IN THE EUGENE-SPRINGFIELD METROPOLITAN <br />AREA AND,REQUESTING THE OREGON STATE HIGHWAY COMMISSION FOR IMMEDIATE CONSIDERATION <br />IN THE CONSTRUCTION OF THESE PROJECTS LISTED AS FOLLOWS: <br /> <br />I <br /> <br />(I) THE MOHAWK ROAD EXTENSION PARTICULARLY THE PART FROM MILL AND Q STREETS, <br />SPRINGFIELD, TO THE FERRY STREET BRIDGE WAS RATED AS WARRANTING IMMEDIATE <br />SUPPORT FROM THE STATE HIGHWAY COMMISSION. <br /> <br />(2) THE'PLEASANT HILL-JASPER TO SPRINGFIELD STATE SECONDARY WAS BY MANY CON- <br />SIDERED OF PRIME IMPORTANCE BUT FINALLY LISTED AS,SECOND FOR IMPROVEMENT <br />AND IT WAS DESIRED THAT THE PARTICULAR SECTION FROM JASPER BRIDGE TO <br />HIGHWAY 58 BE STRAIGHTENED OUT AND PAVED EVEN IF THE NEW BRIDGE WAS HELD <br />UP BY LACK OF STEEL. <br /> <br />~ <br />. <br /> <br />(3) A COOPERATIVE ARRANGEMENT BETWEEN THE CITY OF EUGENE AND THE STATE <br />HIGHWAY COMMISSION WITH THE USE OF SOME URBAN FEDERAL AID TO BUILD <br />AN OVERHEAD RAILROAD CROSSING LEADING FROM BLAIR 'BLVD. TO RIVER ROAD <br />WAS LISTED AS THIRD. THIS WAS TO RELIEVE THE EXTREME CONGESTION IN <br />TRAFFIC TO AND FROM THE RIVER ROAD AREA CAUSED BY TRAINS BLOCKING THE <br />. <br />PRESENT RAILROAD CROSSING. <br /> <br />: (4) ANOTHER COOPERATIVE .ARR.4NGEMENT BETWEEN THE CITY OF EUGENE AND THE <br />SUTE HI:GHW.4Y COMMISSION WITH THE USE OF URBAN FEDERAL AID W.4S LISTED <br />AS FOURTH, BUT ITS IMPORTANCE WA~ CONSIDERED VERY HIGH. THIS IS THE <br />TRUCK BY PASS ROUTE WESTW.4RD FROM THE MILL STREET OVERHE.4D AND THE <br />FERRY STREET BRIDGE TO FIRST AVENUE .4ND WEST EUGENE BETWEEN SKINNER'S <br />BUTTE AND THE S.P. RAILROAD TRACK. <br /> <br />1 <br /> <br />THE COMMITTEE RECOMMENDED THAT THE MAYOR AND CITY MANAGER ACCOMP.4NY JUDGE <br />BAYLY TO PRESENT THIS PROGRAM TO THE HIGHWAY COMMISSION ON DECEMBER 21ST AT THE <br />IMPER'.4L HOTEL IN PORTLAND. IN .4DDITION TO CONCURRING WITH THE RECOMMENDATIONS OF <br />THE COUNTY COURT RELATIVE TO THESE FOUR PROJECTS, IT WAS SUGGESTED THAT THE HIGHWAY <br />DEPARTMENT BE REQUESTED TO START IMMEDIATE SURVEYS AND ENGINEERING WORK ON THE BL.4IR <br />BOULEV.4RD OVERPASS PROJECT AS WELL AS THE OTHERS. <br /> <br />e <br /> <br />I <br />II <br />I <br />I <br /> <br />I <br /> <br />\ <br />I <br /> <br />2. THE CITY MANAGER PRESENTED THE PROBLEM OF LOCATING THE IB-fNCH TRUNK LINE <br />SANITARY SEWER THROUGH THE BARNARD AND TJADER PROPERTIES AT 24TH AND TYLER STREETS <br />NEXT TO THE EUGENE AIRPARK. IT WAS BROUGHT OUT THAT THIS PROPERTY WAS OPEN LAND NOT <br />YET SUBDIVIDED AND TH.4T IT WOULD NOT STAND ANY KIND OF ASSESSMENT AT THIS TIME. IT <br />WAS SUGGESTED THAT THE CITY INSTALL THIS TRUNK LINE SEWER WITH FUNDS FROM THE TRUNK <br />LINE SEWER FUND AND THAT ASSESSMENTS AGAINST THIS VACANT PROPERTY OF BARNARD'S AND <br />TJADER'S WOULD NOT HAVE TO BE PAID UNTIL THE LAND WAS _SUBDIVIDED AND UTILIZED FOR <br />BUILDING PURPOSES. THE ASSESSMENTS WOULD AMOUNT TO APpROXIMATELY $200 FOR AN ,AVERAGE <br />LOT FOR THE EQUIVALENT OF AN 8-INCH SEWER PLUS THE 1/2i PER SQUARE FOOT FOR TRUNK <br />LINE SEWERS. I:T WAS FELT 'THAT THIS WAS NOT SETTdNG ANY PARTICULAR PRECEDENT AS THE <br />SOUTH WILLAMETTE SEWER WAS INSTALLED IN SOMEWHAT OF A SIMILAR MANNER, AND PROPERTIES <br />ARE BEING ASSESSED AFTER LATERALS HAVE BEEN INSTALLED AND CONNECTIONS MADE. <br /> <br />3. FURTHER STUDY WAS GIVEN TO THE RIVERFRONT AREA BETWEEN THE FERRY STREET BRIDGE <br />AND SKINNER'S BUT~E PARK. THE CITY MANAGER AND PARK SUPERINTENDENT PRESENTED MAPS <br />SHOWING IN D&TAIL THE AREA OWNED BY MR. MCKy AND BY MR. CHASE, ALSO A MAP WAS PRESENTED <br />SHOWING PRESENT PUBLIC OWNERSHIP OF LAND ALONG THE SOUTH BANK OF THE WILLAMETTE RIVER <br />BETWEEN THE FERRY STREET BRIDGE AND POLK STREET. <br /> <br />I <br /> <br />THE COMMITTEE SUGGESTED THAT THE CITY MANAGER AND PARKS SUPERINTENDENT OBTAIN <br />FURTHER INFORMATION ON THE LAND WHICH IS NOT AT PRESENT UNDER PUBLIC OWNERSHIP RELATIVE <br />TO APPRAISALS AND POSSIBLE AVAILABILITY OF ACQUISITON. IT ALSO FELT THAT THE ENTIRE <br />RIVERFRONT AREA SHOULD BE THOROUGHLY STUDIED BEFORE ANY ACTION IS TAKEN RELATIVE TO <br />THE ACQUISITION OF ANY-PART OF LHE MCKy PROPERTY OR TO THE RIVERFRONT .4REAS AT THIS <br />TIME. <br /> <br />e <br /> <br />~~ <br />
