MOTION CARRIED. <br /> <br />A REPORT OF THE PUBLIC WORKS COMMITTEE - RE: ' INSTALLATION OFI NTERCONNEC T I NG CABLE <br />FOR TRAFFIC CONTROL LIGHTS; REQUEST FOR ELECTROPLATING SHOP, AND REQUEST FOR VACATION OF <br />SOUTH END OF MILL STREET WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />. "A MEE T I NG OF THE PUBL I C WORKS COMM I THE WAS HELD ON DECEMBER 27TH WITH THE <br />FOLLOWING PRESENT: MAYOR JOHNSON; COUNCILMEN CRUMBAKER, GODLOVE AND KOPPE; CITY <br />MANAGER; CITY RECORDER; AND MESSRS. JOHN CATTRALL, CITY AND COUNTY RELATIONS ENGINEER <br />AND VAL JOHNSON, ASSISTANT TRAFFIC ENGINEER OF THE STATE HIGHWAY COMMISSION. <br /> <br />I ~ THE INSTALLATION. OF THE INTERCONNECTING CABLE FOR TRAFFIC CONTROL LIGHTS ON <br />FRANKLIN BOULEVARD 'WAS FURTHER REVIEWED. THE STATE HIGHWAY REPRESENTATIVES STATED <br />THAT THE TECHNICAL ASPECT OF THIS WORK CONSTITUTING THE TIMING AND CONNECTION OF THE <br />CABLES TO THE PRESENT SIGNAL BOXES WAS THE GREATEST PART OF THE WORK, THAT THE ACTUAL <br />LAYING OF THE CABLE WAS NOT VERY DIFFICUL~. THEY STATED"THAT'EVEN IF THIS WORK WERE <br />CONTRACTED THAT THEIR ENGINEERS WOULD HAVE TO BE ON THE JOB MOST OF THE TIME rN A <br />SUP~RVISORY AND INSPECTING CAPACITY. THEY FE~T THAT THIS TYPE OF WORK, ESTIMATED <br />NOT TO EXCEED $2,000 WOULD BE MORE EFFECTIVELY AND MORE ECONOMICALLY ACCOMPLISHED <br />- IF THE CITY WOULD AGREE TO HAVING THE WORK DONE BY FORCE ACCOUNT WITH STATE HIGHWAY <br />DEPARTMENT PERSONNEL. IT WAS BROUGHT OUT ALSO THAT THIS WORK WOULD CONSTITUTE <br />PROBABLY THREE TO FIVE MEN NOT OVER FOUR OR FIVE DAYS, AND THAT THE CITY'S ONE-HALF <br />($1,000) SHOULD NOT BE EXCEEDED. THE COMMITTEE RECOMMENDED THAT THE COUNCIL AUTHORIZE <br />THE SIGNING Of THE PROPOSED AGREEMENT AUTHORIZING THE STATE HIGHWAY DEPARTMENT TO <br />PROCEED IN THIS MANNER. <br /> <br />2. THE APPLICATION OF MESSRS. ROBERT A. FRANZEN, M. A. METZ AND SAMUEL FRY TO <br />LOCATE AN ELECTROPLATING SHOP AT 640 ADAMS STREET WAS REVIEWED. THIS LOCATION IS A <br />CONCRETE BUILDING WITH AVAILABLE PARKING SPACE FOR.BUSINESS PURPOSES. IT IS LOCATED <br />IN THE C-3, CENTRAL BUSINESS DISTRICT. THIS REQUEST TO LOCATE A 'DECORATIVE PLATING <br />SHOP AT THIS LOCATION WOULD INCLUDE NICKEL, SILVER, CHROME, ,GOLD, COPPER ~ND BRONZE <br />PLATING FOR SUCH ITEMS AS STERLING SILVERWARE, COFFEE AND TEA SETS, TRAYS, ETC. <br />THEY WOULD ALSO DO BUFfiNG, SUCH AS STERLING SILVERWARE, SOLID BRASS AND STAINLESS <br />STEEL. THE COMMITTEE FELT THAT THIS WAS A VERY SUITABLE LOCATION FOR SUCH A <br />BUSINESS AND RECOMMENDED THAT THE COUNCIL GRANT A VARIANCE SO THAT THIS DECORATIVE <br />PLATING SHOP COULD B~ ESTABLISHED AT THIS LOCATION, PROVIDED THAT NO GALVANIZING OR <br />INDUSTRIAL PLATING WOULD BE DONE. IT WAS ALSO ST1PULATED THAT ANY ACID DISPOSALS <br />DETRIMENTAL TO CONCRETE SEWERS NOT BE DISCHARGED INTO T.HE SEWER SYSTEM, AND THAT <br />THE BUSINESS BE CONFINED ENTIRELY TO THE CLASSIFIED TYPES OF DECORATIVE PLATING AS <br />OUTLINED ABOVE. <br /> <br />3. THE REQUEST OF THE EUGENE TRUCK & MACHI NERY COMPANY OF 375 EAST 5TH AVENUE ,FOR <br />THE VACATION OF 40 FEET OF THE SOUTH END OF MILL STREET WHICH DEAD ENDS AT THE ALLEY <br />BETWEEN 4TH AND 5TH AVENUES WAS REVIEWED. THIS 40 BY 66 FOOT STREET AREA DEAD-ENDS <br />IN THE MIDDLE OF THE EUGENE TRUCK AND MACHINERY COMPANY PROPERTY AND COULD AT NO <br />TIME IN THE fUTURE BE UTILIZED AS A THROUGH STREET. INASMUCH AS MILL STREET BETWEEN <br />4TH AVENUE AND TH~ ALLEY TO THE SOUTH WAS OPEN WITH ACCESS FROM MILL STREET THROUGH <br />THE ALLEY TO THE EAST UNDERNEATH THE FERRY STREET OVERPASS TO THE EUGENE WATER & <br />ELECTRIC BOARD PROPERTY WA~ MAINTAINED, THAT THEY COULD SEE NO REASON FOR THE CITY <br />RETAI:NING THIS SMALL PART OF MILL STREET 'PROJECTING INTO THE EUGENE TRUCK & MAC~INERY <br />COMPANY F?R0PERTYI.L Lr;~WAS;-RECOMMENDED BY THE COMMITT,EE T,HAT THIS VACATION BE GRANTED." <br /> <br />IT WAS MOVED BY CRUMBAKER, SECONDED BY BOOTH THAT THE REPORT OF THE COMMITTEE BE <br />ADOPTED.
