<br />~8 <br /> <br />e <br /> <br />IT WAS THE OPINION OF THE CONSULTING ENGINEERS PRESENT THAT SKINNER'S BUTTE <br />-PRESENTED MORE FAVORABLE CHARACTERISTICS FOR RADIO AND TELEVISION ~RANSMISSION THAN <br />OTHER SITES IN THIS AREA INCLUDING SPENCER'S BUTTE. THEY WERE SPECIFICALLY ASKED IF <br />THE HIGHER ELEVATlbN ON SPENCER'S BUTTE WOULD NOT SOMETIME IN THE FUTURE BE MORE <br />ATTRACTIVE' FOR TELEVISION THAN SKINNER'S BUTTE. THEfR ANSWER WAS THAT THE'LOCATION <br />OF SKINNER'S BUTTE IN THE CENTER OF THE POPULATED AREA WAS OF MORE BENEFIT THAN THE <br />HIGHER ELEVATION OF SPENCER'S BUTTE WOULD BE FOR LINE OF SITE COVERAGE TO THE MORE <br />THICKLY POPULATED AREAS AND THAT IT WOULD BE MUCH MORE COSTLY TO DEVELOP SPENCER'S <br />BUTTE THAN SKINNER'S BUTTE. <br /> <br />I <br /> <br />THE FUTURE' USE OF THE TOP OF SKINNER'S BUTTE WAS ANALYZED AND THE PARK SUPERIN- <br />TENDENT AND PLANNING CONSULTANT WERE REQUESTED TO WORK WITH THE. CONSULTING RADIO <br />ENGI NEERS I N AN E.NDEAVOR TO WORK OUT THE BEST, OVER-ALL FUTURE PLAN FOR THE USE OF <br />THE TOP OF SKINNER'S BUTTE INCLUDING TELEVISION FACILITIES AND TO PRESENT THESE <br />PLANS BACK TO THE COMMITTEE FOR FURTHER STUDY. <br />1 <br /> <br />THE CITY MANAGER REPORTED THAT EUGENE HAD BEEN TENTATIVELY ALLOCATED ONLY ONE <br />VHF TELEVIS10N CHANNEL WHICH HAD BEEN SPECIFICALLY DESIGNATED TO THE UNIVERSITY OF <br />OREGON FOR EDUCATIONAL PURPOSES AND THAT REPEATED REQUESTS WERE BEING SENT TO THE <br />FEDERAL COMMUNICATIONS COMMISSION FOR ALLOCATION OF EITHER CHANNEL FOUR OR FIVE TO <br />BE TRANSFERRED FROM MEDFORD TO THE EUGENE AREA AND THAT CHANNEL I I FROM YREKA, <br />CALIFORNIA, BE TRANSFERRED TO THE EUGENE AREA WHICH WOULD AFFORD TWO COMMERCIAL VHF <br />TELEVISION CHANNELS FOR THIS AREA. <br /> <br />e <br /> <br />INfORMATION FROM THE FEDERAL COMMUNICATIONS COMMISSION IS THAT THE PRESENT TELE- <br />ViSION FREEZE IS TO BE LIFTED SOMETIME IN FEBRUARY OR MARCH AND TELEVISION CHANNELS <br />WILL BE ALLOCATED AT ~HAT TIME. IT WAS ALSO BROUGHT OUT FROM THE OPINION OF THE CITY <br />ATTORNEY THAT IF THE TOP OF SKINNER'SI BUTTE WAS TO BE UTILIZED FOR COM~~ERCIAL TELEVISION <br />PURPOSES THAT THE BEST METHOD TO OBTAIN SUCH APPROVAL WOULD BE BY A CHARTER AMENDMENT <br />THROUGH A VOTE OF THE PEOPLE AT THE PRIM~RY ELECTION TO BE HELD ON MAY 16TH AND THAT <br />IF SUCH WAS DECIDED UPON, COUNCIL ACTION WOULD BE NECESSARY BY THE 16TH OF MARCH. <br /> <br />1 <br /> <br />F~NAL RECOMMENDATIONS WILL BE MADE UPON FURTHER STUDY BY MEMBERS OF THE CITY <br />COUNCIL AND THE PARK AND RECREATION COMMISSION~" <br /> <br />IT W~S MOVED BY CRUMBAKER, SECONDED BY BOOTH THAT THE REPORT OF THE COMMITTEES BE <br />RECEIVED AND PLACED ON FILE. IN MAKING THIS <br />RECOMMENDATION IT WAS STIPULATED THAT THIS RIGHT OF WAY WOULD BE FOR AN INDEFINITE <br />PERIOD OF TIME AND SUBJECT TO CANCELLAT:ION AT THE PLEASURE OF THE CITY OF EUGENE AT <br />ANY TIME. IT WAS NOTED THAT THERE IS SUfFICIENT ~REA BETWEEN THE BUILDINGS AND THE <br />WEST 80UNDARY LINE OF THE MARINE CORPS. RESERVE AREA FOR A FUTURE ROADWAY TO BE CON- <br />STRUCTED WITHIN THEIR OWN PREMISES IF AND WHEN THIS ROADWAY EASEMENT F~OM THE CITY <br />WAS CANCELLED. <br /> <br />I <br /> <br />e <br /> <br />2. IT WAS RECOMMENDED THAT THE OLD CITY JAIL BUILDING BE, SOLD TO LANE COUNTY FOR A <br />PRICE OF $500.00. THE CITY M~NAGER EXPLAINED THAT IT WAS PLANNED TO UTILIZE THE TWO <br />STEEL DOORS AND LOCKS. IN THE CONSTRUCTION OF, THE NEW JAIL BUT THAT uPON THE REQUEST OF <br />THE COUNTY, THAT THESE DOORS HAVE BEEN LEF[ IN THE OLD JAIL AND THAT THE NEW DOORS <br />AMOUNTED TO APPROXIMATELY $500.00. THIS WAS THE DETERMINING FACTOR OF THE SALE PRICE <br />AS RECOMMENDED ABOVE. <br /> <br />3. IT WAS RECOMMENDED THAT THE INSTALLATION OF TRAFFIC LIGHTS AT THE INTERSECTION OF <br />8TH AVENUE AND MILL STREETS AS APPROVED 8Y THE STATE HIGHWAY COMMISSION AT ITS NOVEM6ER <br />8TH MEETING BE WITHHELD PENDING THE PLANS FOR THE SOUTH CONNECTOR OFF OF THE FERRY <br />STREET BRIDGE TO THE PACIFIC HIGHWAY AT APPROXIMATELY 8TH AND MILL,STREETS. <br /> <br />4.
