THESE WOULD IN- <br />CLUDE THE ACQUISITION OF LAND IN THE AMAZON PAR~ AREA, NEIGHBORHOOD PARKS AND RIVER <br />FRONT ACQUISITION OF PROPERTY BETWEEN THE FERRY STREET BRIDGE AND POLK STREET. <br /> <br />1 <br /> <br />..-- <br /><! <br /> <br />THIS REC~PITULATION BROUGHT O~T THAT APPROXIMATELY $61,450 WOULD BE NEEDED TO <br />.. COMPLETE THE CENTRAL PARK PROGRAM, $69,000 FOR THE CONTEMPLATED NEIGHBORHOOD PARK <br />PROGRAM AND $4,085.75 FORI THE PURCHASE OF THE REMAINING 38 LOTS IN THE SOUTH AMAZON <br />PARK AREA, TOTALING $134,535.75. IT WAS BROUGHT OUT THAT VOTED MILLAGES FOR PARKS <br />AND PLAYGROUND PURPOSES AMOUNTED TO 2~1/2 MILLS WHICH WOULD AFFORD APPROXIMATELY <br />$81,000 PER YEAR FOR THE ENTI RE PARK AND RECREATI ON PROGRAM, AND THAT I T WAS _HOPED <br />THAT THIS COULD BE SUPPLEMENTED BY FUNDS FROM THE GENERAL REVENUES OF THE CITY. THE <br />CHARTER AMENDMENT APPROVED BY THE PEOPLE IN JUNE, 1951 AFFORDED A ONE MILL LEVY FOR <br />TEN YEARS DESIGNATING AN AMOUNT NOT TO ~XCEED $68,900 FOR THE ACQUISITION OF ADDITIONAL <br />PARK AREAS, STIPULATING THAT THE REMAINING $381,000 BE UTILIZED IN THE DEVELOPMENT AND <br />IMPROVEMENT OF THE PRESENT DESIGNATED PARK AREAS. <br /> <br />e <br /> <br />. f <br /> <br />I <br /> <br />IT WAS BROUGHT OUT THAT THIS, IMMEDIATE STUDY OF THE ACQUISITION OF ADDITIONAL <br />PARK PROPERTY WAS BROUGHT ON BY THE RECENT SALE OF THE MCKy PROPERTY ON TH~ ~OUTH <br />BANK OF THE WILLAMETTE RIVER IMMEDIATELY EAST OF SKINNER'S BUTTE PARK TO THE CENTRAL <br />.HEATING CO. AND ~HE FACT THA~ THE CHASE PROPERTY LYING BETWEEN THE MCKy PROPERTY AND <br />THE FERRY STREET BRIDGE WAS NOW BEING OFFERED fOR SALE AT A PRICE OF $10,000. <br /> <br />IT WAS AGREED THAT'TME ACQUISITION OF RIVER FRONT PROPERTY WAS DESIRED, BUT FROM <br />A FINANCIAL VIEWPOINT, IT WAS DIFFICULT TO UUSTIFY THE EXPENDITURE OF SUCH A LARGE <br />AMOUNT OF FUNDS AVAILABLE FOR LAND ACQUISITION FOR RIVER FRONT PROPERTY WITH NEIGHBOR- <br />HOOD PARKS AND' OTHER. CENTRAL PARKS STI LL INCOMPLETE. <br /> <br />. <br />'- <br /> <br />IT WAS SUGGESTED THAT T~E CITY PURCHASE THE CHASE PROP~RTY AND DO NOTH~NG ABOU~ <br />THE MCKy PROPERTY FOR THE PRESENT TIME. IT WAS ALSO SUGGESTED THAT IT MIGHT BE <br />POSSIBLE TO ACQUIRE THE CHASE PROPERTY AND THE WEST PORTION OF THE MCKy PROPERTY AS <br />PREVIOUSLY ARRANGED FOR BETWEEN THE CITY AND GLENN BYRNES OF THE CENTRAL HEATING CO. <br />AND ACQUIRE AN EASEMENT OR NARROW RIGHT OF. WAY BETWEEN THES~ ~ROPERTIES ALONG THE <br />BANK OF THE WILLAMETTE RIVER. IT WAS BROUGHT OUT THAT THE ACQUISITION OF THESE TWO <br />PROPERTIES UNDER THIS PLAN WOULD COST, AT LEAST $25,000; HOWE~ER, THE CITY WOULD HAVE <br />TEN YEARS TO PAY THE $15,000 FOR THE WEST PORTION OF THE MCKy PROPERTY. <br /> <br />IT WAS SUGGESTED THAT THIS REPORT BE DELAYED AND ANY RECOMMENDATIONS IN CON- <br />NECTION WITH THE ACQUISITION OF THESE PROPERTIES BE WITHHELD AT THIS TIME IN ORDER <br />TO AFFORD TIME AND MORE STUDY IN ARRIVING AT THE BEST SOLUTION.
