THE ORDINANCE REGULATION
WAS READ. IT WAS THE CONCENSUS pF OPINI,ON THAT THE ORDINANCE BE ENFORCED STRICTLY, AS
WRITTEN.

1>-"

u:.t

IT WAS MOVED ,BY SIEGENTHALER, SECONDED BY SMITH THAT THE REPORT OF ,THE CITY MANAGER BE
ADOPTED. ITWAS RECOMMENDED THAT THE COUNCIL APPROVE THE FOLLOWING PETITIONS FOR PAVING:

A. PAVING OAK FRaM NORTH BOUNDARY OF PLUMMERS ADDITION TO 25TH AVE - 50%.
B. PAVING AL~EY BETWEEN HARRIS & POTTER FROM 20TH TO 21ST - 63.20%.
C. PAVING FERRY FROM 28TH TO 30TH AVENUE - 84.3%.

2. THE REQUEST OF MR. RAY D. WARD TO COMPLETE A THIRD APARTMENT IN HIS RESIDENCE AT
1150 13TH AVENUE WEST WAS REVIEWED. IT WAS RECOMMENDED BY THE COMMITTE~ THAT THIS
REQUEST BE GRANTED IF THERE WERE NO OBJECTIONS FROM ABUTTING AND NEAR-BY PROPERTY OWNERS.

.

3. THE CITY OWNED LOT LOCATED AT 1294 6TH AVENUE WEST WAS INSPECTED. THIS LOT IS
55.7-FEET ON 6TH AVENUE AND 160-FEET ON POLK STREET. IT IS ZONED AS C-I, NEIGHBORHOOD
COMMERCIAL AND HAS AN OLD HOUSE, LOCATED ON THE SITE. IT WAS RECOMMENDED THAT THE
APPRAISAL BE BROUGHT uP TO DATE AND THAT BIDS BE CALLED FOR THE SALE OF THIS PROPERTY
WITH THE STIPULATION THAT THE CITY WOULD RESERVE THE RIGHT TO REJECT ANY AND ALL BIDS.
IT WAS ALSO SUGGE.STED ,THAT IT MIGHT BE POSSIBLE TO TRADE THIS PROPERTY FOR ,THE CHASE
PROPERTY LOCATED ON THE SOUTH BANK OF THE WILLAMETTE RIVER NEAR THE FERRY STREET BRIDGE.

~. THE FOLLOWING LETTER FROM THE CITY OF SPRINGFIELD UTILITY BOARD UNDER DATE ,OF
JANUARY 30TH WAS READ BY THE CITY MANAGER:

I

'WE ARE ENCLOSING A COpy OF THE TOPOGRAPHIC MAP MADE OF THE RENKEN TRACT AND A
STRIP 90-FEET BY 480-FEET' bWNED BY T~E CITY OF EUGENE.'

THIS MAP WAS PREPARED BY JOHN W. CUNNINGHAM AND ASSOCIATES. OUTLINED IN RED
ARE PROPOSED DEVELOPMENT OF THE AREA FOR SEWER DISPOSAL FACILITIES.

e

I BELIEVE THIS MAP IS IN LINE WITH YOUR REQUEST. IT lS HOPED THAT SOME FAVOR-
ABLE PLAN GAN BE DEVELOPED TO PURCHASE THE 90-FOOT BY 480-FOOT STRIP FROM THE
CITY OF EUGENE-IN ORDER THAT THE AREA CAN BE PROPERLY ADAPTED TO OUR NEED.1

THE COMMI'TTEE DROVE TO THE PROPOSED SPRINGFIELD SEWAGE DISPOSAL SITE TO REVIEW THE
TRACT OF GROUND IN QUESTION. IT SEEMED APPARENT THAT IT WOULD BE POSSIBLE FOR SPRING-
FIELD TO LOCATE THEIR SEWAGE DISPOSAL PLANT WITHOUT UTILIZING ANY OF THE CITY OWNED
PROPERTY IN THAT AREA; THAT BY MOVING THEIR PLANT TO THE NORTH, IT WOULD BE ADEQUATE.
IF THIS COULD BE DONE, IT WOULD LEAVE THE CITY OF EUGENE'S PROPERTY INTACT AS WELL AS
RIVER FRONT PROTECTION AND DEVELOPMENT FOR THAT ENTIRE'AREA. IT WAS RECOMMENDED THAT
THE COUNCIL INSTRUCT THE CITY MANAGER TO ADVISE THE ,CITY OF SPRINGFIELD UTILITY BOARD
OF THE ABOVE 'OPINIONS.

I

5. THE COMMITTEE AGAIN REVIEWED THE JOSEPH B. THOMPSON TRACT OF LAND IN THE SOUTH
WILLAMETTE AREA LOCATED ON THE EAST SIDE OF WILLAMETTE ,STREET IN THE 2200 BLOCK. THIS
IS AN AREA CONSISTING OF 2.7 ACRES LYING ACROSS THE AMAZON, AND IS LOCATED ,IN THE MIDDLE
OF THE PROPOS~DAMAZON PARK DEVELOPMENT. HIGHWAY RIGHT OF WAY IS ALSO INCLUDED IN THIS
TRACT FOR THE O~ENING OF P.EARL STREET FROM 19TH AVENUE TO 24TH AVENUE. THE CITY MANAGER
ADVISED THAT TWO APPRAISALS HAD BEEN MADE OF THIS PROPERTY. ONE BY CLARENCE UREY UNDER
DATE OF SEPTEMBER 5, 1951 AND THE OTHER BY MR. C. F. HYDE UNDER DATE OF SEPTEMBER 25,
1951,. THESE APPRAISALS SHOW THE ,FAIR MARKET VALUE OF THIS TRACT OF LAND NOT TO EXCEED
$3,500, DUE TO THE FACT THAT THE LAND IS COMPOSED OF HEAVY BLACK WAPATA OR DAYTON SOIL
WHICH ,IS CRACKED IN SUMMER AND SWAMPY IN WINTER; THAT THE AREA IS POORLY DRAINED, DUE
TO THE HIGH' WATER TABLE; THAT THE PROPERTY I S TRAVERSE FROM NORTH TO SOUTH WI TH AMAZON
CREEK W~ICH AT THIS PLACE IS,APPROXIMATELY 50-FEET WIDE; IN SEPTEMBER, THERE WERE
STAGNANT POOLS ON THE AREA.

e

...illl
