TRAFFIC VOLUME ON 13TH AVENUE <br />SHOWED A TYPICAL WEEKDAY OF 6,988 VEHICLES OF WHICH ONLY 22% ENTERED FROM SIDE STREETS <br />AND THAT CLOSING OF 13TH AVENUE WOULD CAUSE INCONVENIENCE TO 1,640 DRIVERS DAILY. <br /> <br />THE SIGNALI ZATION OF KINCAID'AND 13TH, UNIVERSITY AND 13TH, AND ONYX AND 13TH, AS <br />ANALYZED IN THIS REPORT SHOWS AN ESTIMATED COST OF SOMEWHERE BETWEEN 13,800 DOLLARS <br />AND $15,200, .AND A REVIEW OF'THE.REPORT CONFIRMED'JHE RECOMMENDATIONS THAT SIGNALIZATION <br />OF~THESE INTERSECTIONS FOR THE DENIAL OF ACCESS TO THE CRITICAL SECTION DURING CLASS <br />PERIODS WOULD NOT BE COMMENSURATE WITH THE COST OF THE INSTALLATION OF THE SIGNALS. <br /> <br />HOWEVER, THE ALTERNATE RECOMMENDATION'OF IMPROVED SIGNING, ALTHOUGH LACKING THE <br />POSITIVE ErFECT OF SIGNALS WOULD DENY ACCESS TO'THE CRITICAL SECTION ON THE CAMPUS AT <br />AN ESTIMATED COST OF $2,500.00. THIS ALTERNATE IMPROVED SIGNING WOULD CONSIST O~ THE <br />INSTALLATION or METAL LNTERIORL1GHTED CABINETS,WITH PLEXI-GLASS FRONTS AND THE SIGN <br />MESSAGES COULD BE SO WORDED WITH DIRECTIONAL ARROWS AS TO ADEQUATELY DIVERT TRAFFIC <br />DURING THE TEN MINUTE PERIODS BETWEEN CLASSES. THE ILLUMINATION or THESE SIGNS CAN <br />BE CONTROLLED BY A PROGRAM TIMING DEVICE THE SAME AS IN THE SIGNAL INSTALLATION AND <br />DURING 50 MINUTES OF THE HOUR THE SIGNS WOULD BE BLANK.
