THIS TRIANGULAR SHAPED LOT WAS APPROXIMATELY 94 FEET BY 94 <br />FEET BY 137.55 FEET FACING THE STREET WHICH WOULD NOT AFFORD SUFFICIENT AREA FOR A <br />REGULAR BUILDING SITE. THE POSSIBILITY'OF NARROWING 29TH PLACE FROM 50 TO 40 FEET TO <br />AFFORD ADEQUATE BUILDING LOT WAS DISCUSSED. D. J. <br />FAUSTMAN, PARKING CONSULTANT FROM SACRAMENTO, CALIFORNIA, AS REQUESTED FROM A PREVIOUS <br />MEETING. MR. FAUSTMAN OUTLINED THE OFF-STREET PARKING PROGRAM AND THE PROCEDURES THROUGH <br />WHICH IT WAS SET UP AND OPERATED IN THE CITY OF SACRAMENTO. HE ALSO ILLUSTRATED THE TYPE <br />OF FAC1LITIES'PROVIDED THROUGH SLIDES AND CHARTS. HE OUTLINED THE THREE PRINCIPAL METHODS <br />OF FINANCING OFF-STREET PARKING WHICH WERE REVENUE BONDS, GENERAL OBLIGATION BONDS AND <br />ASSESSMENT DISTRICTS, ADVISING THAT IT WAS UP TO THE LOCAL GOVERNMENT AGENCY OR MERCHANTS <br />AS TO WHAT TYPE OF PROCEDURES THEY WISH TO ESTABLISH IN SETTING UP AND FINANCING OFF- <br />STREET PA~KING FACILITIES. <br /> <br />I <br /> <br />A GREAT DEAL OF INTEREST WAS SHOWN IN THE MEETING AND QUESTIONS RELATIVE TO THE <br />EFFECT OF ADDITIONAL OFF-STREET PARKING IN STABILIZING THE CENTRAL BUSINESS SECTION, <br />INCREASING VOLUMES OF BUSINESS AND POSSIBLE EFFECTS UPON PRESENT PRIVATELY OWNED OFF- <br />STREET PARKING LOTS. IT WAS BROUGHT OUT THAT THE ESTABLISHMENT OF THE PARKING LOTS IN <br />SACRAMENTO HAD DEFINITELY IMPROVED AREAS WHICH PREVIOUSLY WERE DEVELOPING INTO BLIGHTED <br />CbNDIT10NS AND OTHER BUSINESSES WERE MOVING IN TO THE APPROXIMATE AREA NEAR THESE PARK- <br />ING LOTS. ApPARENTLY THE INSTALLATION OF THESE PARK1NG LOTS IN SACRAMENTO DID NOT HAVE <br />ANY ADVERSE EFFECT UPON PRIVATE PARKING LOTS. THEY WERE SO WELL LOCATED IN SACRAMENTO <br />THAT THEIR'REVENUES ARE PRACTICALLY ADEQUATE TO PAY OFF THE REVENUE' BONDS AND EXPENSES <br />IN CONNECTION WITH AMORTIZING THEIR DEBT AND OPERATING THESE LOTS; HOWEVER, UNDER THEIR <br />PROGRAM, IT WAS NECESSARY TO SUBSIDIZE THIS OPERATION THROUGH A VOTE OF THE PEOPLE, <br />AUTHORIZING 25% OF THEIR PARKING METER REVENUES (OR A MINIMUM OF $50;000 A YEAR) WHICH <br />IS DEPOSITED IN A SPECIAL OFF-STREET PARKING FUND AS A CUSHION FOR fUTURE PAYMENT OF <br />PRINCIPAL AND INTEREST ON THE REVENUE BONDS. IF REVENUES FROM THE LOTS ARE SUfFICIENT <br />TO AMORTIZE THE PRINCIPAL AND INTEREST AND PAY FOR OPERATIONS THEN ONE-HALF OR $25,000 <br />OF THIS AMOUNT MAY BE USED FpR ADDITIONAL OfF-STREET PARKING, BUT THE OTHER HALF MUST <br />REMAIN IN THE FUND UNTIL THE BONDS ARE RETIRED. <br /> <br />e <br /> <br />~ <br />
