ADVISI~G THAT HEARINGS ON AMAZON CREEK APPROPRIATION WOULD BE HELD BEFORE THE <br />SUB-COMMITTEE OF THE CIVIL FUNCTIONS COMMITTEE OF THE HOUSE OF REPRESENTATIVES ON MAY 15TH <br />AND THAT SENATOR CORDON HAD ARRANGED TO HAVE A HEARING BErORE THE SENATE APPROPRIATIONS <br />COMMITTEE ON MONDAY, MAY 18TH ON AMAZON CREEK IMPROVEMENTS. CONGRESSMAN ELLSWORTH STATED <br />THAT THE SAME PRESENTATION MADE TO THE BUREAU OF THE BUDGET SHOULD BE MADE TO BOTH OF <br />THESE CONGRESSIONAL COMMITTEES AND THE MEMBERS OF THE COMMITTEE RECOMMENDED THAT THE CITY <br />MANAGER BE AUTHORIZED TO ATTEND THESE MEETINGS AND PRESENT THE PARTICULAR FACTS THAT THE <br />CITY OF EUGENE HAD MET ITS OBLIGATIONS IN LOCAL PA'RTICIPATION AS WELL AS THE COUNTY AND <br />AMAZON WATER CONTROL DISTRICT; THAT THE FULFILLMENT OF THE AGREEMENT PREVIOUSLY MADE <br />DEPENDED UPON CONGRESS AUTHORIZING THE COMPLETION OF THIS PROJECT. <br /> <br />11 <br />I <br />II <br />II <br />I <br /> <br />I <br /> <br />7. THE COMMI TTEE AGAIN STUDIED THE REQUEST or THE EUGENE HOSPITAL AND CLINIC TO VACATE <br />THE EAST/WEST ALLEY ADJACENT TO THEIR HOSPI TAL ON THE SOUTH. THIS REQUEST WAS BASED UPON <br />THEIR PLANS TO ENLARGE THEIR HOSPITAL WITH THE NECESSITY OF CONNECTING THE NEW BUILDING <br />ONTO THE OLD BECAUSE OF PROFESSIONAL REASONS RELATED TO THE OPERATION OF THE HOSPITAL. <br /> <br />IT WAS RECOMMENDED BY THE COMMITTEE THAT THIS TWELVE FOOT ALLEY IMMEDIATELY SOUTH <br />OF THE HOSPITAL BE VACATED, PROVIDED THAT A 14 FOOT STRIP BE DEEDED FOR ALLEY PURPOSES <br />AT THE SOUTH END OF THE HOSPITAL PROPERTY. IT WAS ALSO UNDERSTOOD THAT THE EUGENE <br />HOSPITAL AND CLINIC WOULD BE AGREEABLE TO PAYING UP TO AN AMOUNT NOT TO EXCEED $7,000.00 <br />FOR THE ACQUISITION OF THE ADDITIONAL GROUND TO CONTINUE THIS 14 FOOT ALLEY CLEAR THROUGH <br />TO OLIVE STREET. IT WAS FELT THAT THE CITY COUNCIL WOULD BE JUSTIFIED IN VACATING THE <br />ALLEY ADJACENT TO THE HOSPITAL EFFECTING AN OPEN ALLEY FROM WILLAMETTE STREET TO OLIVE <br />STREET TO A 14 FOOT WIDTH WHICH WOULD BENEFIT THE GENERAL PUBLIC MORE THAN THE PRESENT <br />ALLEY NEXT TO THE HOSPITAL. <br /> <br />e <br /> <br />IT WAS ALSO RECOMMENDED THAT THE NORTH/SOUTH ALLEYWAY BEHIND THE EUGENE HOSPITAL BE <br />CLEARED UP AND DEEDED AS A PUBLIC ALLEY TO ASSURE CONTINUED FUTURE ACCESS TO THIS ALLEY. <br />IT WAS RECOMMENDED THAT THE COUNCIL OFFICIALLY ADOPT THESE RECOMMENDATIONS SO THAT THE <br />EUGENE HOSPITAL AND CLINIC MIGHT ~ROCEED WITH THEIR BUILDING PROGRAM IMMEDIATELY. <br /> <br />I <br /> <br />8. FURTHER STUDY WAS MADE OF THE OFF-~TREET PARKING PROGRAM. ALL THOSE PRESENT FAVORED <br />THE CITY'S EMBARKING UPON A DEFINI TE OFF-STREET PARKING PROGRAM AND SUGGESTED THAT THE <br />FOLLOWING RECOMMENDATIONS BE PRESENTED TO THE BUDGET COMMI TTEE FOR AUTHORIZATION OF <br />EXPENDITURE OF FUNDS, FOR THIS PURPOSE. <br /> <br />" <br /> <br />I N 11.1 AL PROGRAM <br /> <br />.' <br /> <br />I. To ESTABLISH FOUR WELL LOCATED PARKING LOTS IN THE DOWNTOWN BUSINESS AREA. <br />THESE LOTS TO BE LOCATED CLOSE ENOUGH IN TO ASSURE ECONOMfC STABILITy AS <br />OUTLINED BY MR. FAUSTMAN IN HIS RECENT OFF-STREET PARKING STUDY. ESTIMATED <br />COST TO BE SOMEWHERE IN THE NEIGHBORHOOD OF $500,000 FOR THE ACQUISITION OF <br />THE GROUND AND THE DEVELOPMENT OF THE LOTS. <br /> <br />2. GENERAL FINANCIAL PROGRAM. <br /> <br />A. . <br /> <br />INCREASE PARKING METER RATES IN THE CENTRAL BUSINESS AREA TO 5~ FOR <br />ALL METERS, 24 MINUTES OR LESS AND 10~ PER HOUR. THE OBJECTIVES OF <br />RAISING THESE METER RATES ARE TO ELIMINATE LONG TIME PARKERS AT THE <br />CURB, TO ENCOURAGE THE DEVELOPMENT OF OFF-STREET PARKING FACILITIES BY <br />PRIVAYE CAPITAL AND TO FACILITATE THE GENERAL OFF-STREET PARKING PROGRAM. <br /> <br />I <br /> <br />B.
