HE <br />FELT THIS COULD BE DONE AT A MODEST ADDITIONAL COST AND CREATE A NATURAL TIE BETWEEN THE BUSI- <br />NESS DISTRICT AND HIGHWAY 99. THE COMMITTEE EXPRESSED A FAVORABLE AiTI TUDE mOWARD THIS SUG- <br />GESTION. <br /> <br />MR. BANKS POINTED OUT THAT SOME SPECIFIC ENGINEERING WORK NEEDS TO BE DONE WITH RESPECT <br />TO THE LIGHTING PROGRAM AND REQUESTED THAT THE COMMITTEE RECOMMEND TO THE PLANNING COMMISSION <br />THAT SUCH ENGINEERING BE DONE BY THE EUGENE WATER BOARD. IT WAS ALSO PROPOSED THAT, IF THE <br />PROJECT IS APPROVED BY THE CITY COUNCIL, BIDS BE CALLED FOR THE LIGHTING PROGRAM. <br /> <br />e <br /> <br />DETAILS OF THE BANCROFT TYPE FINANCING WERE DISCUSSED BY MR. KING AND MR. CRUMBAKER AND <br />IT WAS POINTED OUT THAT APPARENTLY THE CITY COULD ENACT A REVENUE PROGRAM IF POSITIVE APPROVAL <br />COULD BE SECURED FROM 50% OF THE PROPERTY OWNERS WITHIN THE AREAS TO BE SERVED BY THE NEW <br />LIGHTS. THEREFORE, MR. KING SAID THAT IT WOULD BE EXTREMELY HELPFUL IF THE CHAMBER OF COMMERCE <br />AND THE RETAI L MERCHANTS GROUPS COULD ASSiSt IN GETTING TANGIBLE PROOF THAT AT LEAST 50% OF THE <br />PROPERTY OWNERS WOULD BE AGREEABLE TO A SPECIAL ASSESSMENT DISTRICT. MR.
