<br />WE REQUEST THAT THE EUGENE CITY COUNCIL AND BUDGET COMMITTEE GIVE EVERY POSSIBLE CONSIDERATION TO i
<br />THIS PROBLEM AND NEED. THE EUGENE RECREATION COMMISSION HAS APPOINTED A SPECIAL COMMITTEE TO MAKEI,
<br />A SPECIAL STUDY OF THE PA,RK A.ND RECREATION PROGRA,M OF THE CITY OF EUGENE AS OUTLINED UNDER THE 10-ii
<br />YEAR PROGRAM WHICH HAS EIGHT YEARS TO GO. WE FULLY REALIZED THE SOLUTION TO THE SWIMMING PROBLEM :i

<br />IMMEDIATE PROGRAM UNTIL ADEQUATE SWiMMING FACIITITI[S ARE ADDED, WE RESPECTFULLY SUBMIT AND
<br />RECOMMEND THE FOLLOWI NG:

<br />THAT THE FEE OF $2.50 PER CHILD OUTSIDE THE CITY BE COLLECTED FOR THE SWIMMING
<br />CLASSES AND THAT AMOUNT BE INCLUDED AS PART OF THE ANTICIPATED REVENUE FOR THE
<br />YEAR 1953-54 AND THIS SET AMOUNT BE INCLUDED IN THE 1953-54 PARK AND RECREATION
<br />BUDGET. AT THE RATE OF $2~50 EACH, THIS WOULD BE A TOTAL SUM OF $1,265.00.
<br />THIS AMOUNT TO BE ADDED TO THE SWIMMING POOL PERSONNEL BUDGET.

<br />IT IS FURTHER RECOMMENDED THAT AN APPROVAL BE GIVEN FOR THE BUREAU OF PARKS AND RECREATION
<br />TO RENT THE MEN'S POOL AT THE UNIVERSITY OF OREGON FOR A PERIOD OFIO DAYS AT THE RATE OF $4.00
<br />TO $6.00 PER HOUR. THE TOTAL HOURS REQUIRED IN THE USE OF THIS POOL WOULD BE APPROXIMATELY 40
<br />OR A TOTAL RENTAL COST OF $240.00. IN ADDITION TO THIS, IT WOULD BE NECESSARY TO HIRE AT LEAST
<br />THREE ADDITIONAL SWIMMING INSTRUCTORS FOR THIS TWO-WEEK PERIOD, AT A TOTAL COST OF APPROXIMATELY
<br />$250.00. THE TOTAL INSTRUCTION AND RENTAL OF THE BUILDING WOULD BE APPROXIMATELY $490.00. THE
<br />PRESENT PLANS ARE AS OUTLINED IN THE ATTACHED RECAP TO USE THE MEN'S POOL AT THE UNIVERSITY FOR
<br />ALL THE INTERMEDIATE SWIMMING CLASSES. BY THE USE OF THIS POOL IT WILL BE POSSIBLE TO TAKE CARE
<br />OF THE 1,738 CHILDREN ENROLLED AND STI LL RETAIN A FAIRLY REASONABLE CHILD-INSTRUCTOR RATIO FOR
<br />EACH CLASS. IF THE USE OF THIS FACILI TY IS NOT APPROVED, IT WILL MEAN THE DIFFERENCE BETWEEN
<br />17 OR 18 PER CLASS TO OVER 25 PER CLASS. THEREFORE, WE RECOMMEND THAT THESE TWO REQUESTS BE
<br />APPROVED. THE REMAINING AMOUNT OF THE $1,265.00 MINUS THE $490.00 WOULD BE USED TO DEFRAY
<br />OPERATION EXPENSES AND SWIMMI NG CLASSES AT THE EUGENE MEMORIAL SWIMMING POOL.'

<br />PROGRESS I N THE OPENING UP A 20 FOOT ALLEY AT THE SOUTH END OF THE EUGENE HOSPITAL PROPERTY
<br />TO EFFECT A CONNECTION OF 12TH AVENUE BETWEEN WILLAMETTE STREET AND OLIVE STREET WAS OUTLI NED BY
<br />THE CITY MANAGER. HE ADVISED THAT DEEDS HAVE BEEN PREPARED FOR THIS 20 FOOT STRIP TO BE SIGNED
<br />BY EUGENE HOSPITAL AND BY MR. LEX B. Cox, WITH THE UNDERSTANDING THAT THE CITY OF EUGENE WOULD
<br />PAY MR. Cox $10,000 FOR HIS 20 FOOT STRIP ON OLIVE STREET AS OUTLINED IN HIS OFFER OF MAY 21,
<br />1953, AND WITH THE FURTHER UNDERSTANDING THAT THE EUGENE HOSPITAL IS TO PAY $7,000 OF THIS
<br />AMOUNT. THE EUGENE HOSPITAL AND MR. AND MRS. JULIO SILVA ARE TO SIGN DEEDS DEDICATING TH~ ALLEY
<br />IMMEDIATELY WEST OF THE PRESENT EUGENE HOSPITAL BUILDING FOR PERMANENT USE AS SUCH. THE CITY OF
<br />EUGENE, THROUGH COUNCIL BILL No. 1568 INITIATED PROCEEDINGS TO VACATE THE EAST/WEST ALLEY RUNNING
<br />THROUGH THE EUGENE HOSPITAL PROPERTY ADJACENT AND IMMEDIATELY SOUTH OF THIS BUILDING.

<br />FURTHER STUDY OF THE OFF-STREET PARKING PROGRAM WAS OUTLINED AS FOLLOWS:

<br />FOLLOW IN SETTING UP OUR OFF-STREET PARKING PROGRAM IN A MANNER WHICH WILL BE LEGALLY
<br />CORRECT AND PROVIDE SALEABLE BONDS, THE FOLLOWI NG RECOMMENDATIONS ARE MADE:

<br />I. THAT THE CITY ATTORNEY AND JOHN W. SHULER, CONSULTANT, BE AUTHORIZED TO PREPARE A
<br />PROPOSED CHARTER AMENDMENT PROVIDING FOR THE ESTABLISHMENT OF OFF-STREET PARKING FACILITIES
<br />WITHI N THE CITY OF EUGENE, AND TO PROVIDE THE METHOD FOR REPAYMENT OF THE BONDS WHICH WILL
<br />BE ISSUED TO SECURE THE FUNDS TO CONSTRUCT AND IMPROVE SAID PARKING FACILITIES, WHICH PRO-
<br />POSED CHARTER AMENDMENT SHALL BE SUBMITTED TO THE COMMON COUNCIL FOR STUDY AS SOON AS
