IT IS ALSO UNDERSTOOD IN <br />ACCORDANCE WI TH COUNCIL POLICY, THAT FUTURE ON-STREET PARKING METER FUNDS IN EXCESS <br />OF $75,000 'PER ANNUM WILL BE BUDGETED AND SET ASIDE IN THE OFF-STREET PARKING METER <br />RESERVE FUND. THE <br />PURPOSE OF THESE OBJECTIVES IS TO OUTLINE CERTAIN CONDITIONS, TERMS AND MEASURES WHICH <br />WOULD NOT ONLY ASSIST IN DRAWING UP SUCH AN AGREEMENT, BUT WOULD ALSO ACT AS A GUIDE IN <br />CONSIDERING THE USE OF PARK LAND FOR ANY COMMERCIAL PURPOSE. <br /> <br />THESE FOLLOWING OBJECTIVES ARE RECOMMENDED FOR YOUR CONSIDERATION: <br /> <br />TERM OF LEASE <br /> <br /> I. <br /> 2. <br />;1. 3. <br />I 4. <br /> <br />THAT ANY LEASE ENTERED INTO BE FOR NOT LESS THAN $1,000 FOR THE FIRST YEAR <br />AND NOT LESS THAN $2,500 A YEAR FOR EVERY YEAR THEREAFTER. <br /> <br />THAT ALL REVENUES FROM THISLEASE BE USED FOR PARK AND RECREATION PURPOSES ONLY. <br /> <br />THAT LEASE BE FOR NOT MORE THAN 5 TO 10 YEARS. <br /> <br />THAT SUCH LEASE BE FOR ONE TELEVISION CHANNEL ONLY AND ANY OTHER SUB-LEASE OR <br />ADDI TIONAL TELEVISION OR RADIO CHANNEL OR CHANNELS SHALL CALL FOR ARE-NEGOTIATION <br />OF THE EXISTING LEASE. <br /> <br />5. SHOULD PRESENT LAWS OR REGULATIONS BE AMENDED OR CHANGED WHEREBY PUBLIC <br />PROPERTY IS TAXED, THAT SAID TAXES BE PAID BY THE TELEVISION COMPANY. <br /> <br />e <br /> <br />6. <br /> <br />THAT SAID LEASE, IF FOR 10 YEARS OR MORE, BE OPEN FOR REVIEW AND RENEGOTIATION <br />AFTER 5 YEARS. <br /> <br />7. THAT WHERE TELEVISION RECEPTION IS CONTROLLED AND FOR WHICH A FEE IS CHARGED, <br />THE LEASE SHALL BE REVIEWED AND RENEGOTIATED AT THAT TIME. <br /> <br />8. THAT ALL PHASES OF THE LAND SURVEYS, LOCATION, PLANNING, PREPARATION OF <br />SPEC\FICATIONS, CONSTRUCTION, AND MAINTENANCE OF ALL ROADS, PARKING LOTS, <br />STRUCTURES AND UTILITIES SHALL BE UNDER THE SUPERVISION AND CONTROL OF THE <br />BUREAU OF PARKS AND RECREATION, AND WHERE ADDITIONAL PARK PERSONNEL IS REQUIRED <br />FOR THIS SUPERVISION, THE COST FOR SUCH SUPERVISION SHALL BE BORNE BY THE <br />TELEVISION COMPANY. <br /> <br />9. THAT THE TELEVISION COMPANY B6AR ALL COSTS FOR THE PLANNING AND CONSTRUCTION <br />OF ROADS, UTILI TIES, PARKING AREAS AND STRUCTURES. <br /> <br />I <br /> <br />10. THAT THE TELEVI SI ON COMPANY FURNI SH, "AT NO COST TO THE CI TY OF EUGENE," <br />COMPLETE PLANS AND SPECIFICATIONS AS FOLLOWS: <br /> <br />A. ~LANS, ELEVATIONS AND SPECIFICATIONS OF ALL STRUCTURES. <br /> <br />B.
