THE APPLICATION FOR A CLASS A DISPENSERS LICENSE FOR ROBERTS DRINK AND ,LUNCH AT <br />147 EAST BROADWAY WAS AGAIN REVIEWED. IT WAS RECOMMENDED THAT THE CITY COUNCIL ENDORSE <br />THIS LICENSE WITH THE UNDERSTANDING THAT IMPROVEMENTS BE COMPLETED AS OUTLI NED IN HIS <br />LETTER OF APPLICATION AND SHOWN ON THE ATTACHED SKETCH. IN MAKING THIS RECOMMENDATION, <br />I T WAS NOTED THAT MORE THAN 50% OF HIS BUSINESS WAS FROM THE CONSUMPTION OF FOOD AND <br />THAT THE DISPENSING OF LIQUOR WOULD BE IN THE REAR AND THE RESTAURANT BUSINESS WOUL6 BE <br />PREVALENT FROM FRONT LOCATION UNDER HIS GRADE A RESTAURANT LICENSE. THIS RECOMMENDATION <br />WAS MADE WITH THE UNDERSTANDING THAT HE WOULD OF NECESSITY HAVE TO COMPLY WI TH STATE <br />LIQUOR CODE REQUIREMENTS. <br /> <br />4. THE COMMI TTEE REVIEWED THE PROPOSED JOINT AGREEMENT BETWEEN THE CITY OF EUGENE <br />AND THE UNITED STATES AIR FORCE FOR THE USE OF MAHLON SWEET AIRPORT AS A FIGHTER <br />INTERCEPTOR RECOVERY BASE. THE CITY MANAGER ADVISED THAT SCHEDULED OPERATORS AT MAHLON <br />SWEET FIELD HAVE BEEN CONTACTED AND HAVE NO OBJECTION TO THE CITY ENTERI NG INTO THIS <br />AGREEMENT. <br /> <br />THE AIRPORT MANAGER STATED THAT IT WOULD PROBABLY CONSTITUTE ONE OR TWO FLIGHTS <br />A MONTH FOR FIGHTER INTERCEPTOR AIRCRAFT BASED AT MCCHORD AIR BASE IN WASHINGTON. <br />IT WAS RECOMMENDED THE CITY APPROVE THIS AGREEMENT FOR A PERIOD OF FIVE Y~ARS WITH THE <br />PROVISION THAT IT MAY BE REVIEWED FOR CONTINUANCE AT THAT TIME UPON MUTUAL AGREEMENT <br />OF BOTH PARTIES. <br /> <br />5. THE COMMITTEE AGAIN REVIEWED THE CONTRACT OF THE LANE COUNTY HUMANE SOCIETY. IT WAS <br />NOTED THAT THEY HAVE STEPPED UP THEIR ENFORCEMENT PROGRAM CONSIDERABLY DURING RECENT <br />MONTHS IN THEIR EFFORTS TO EFFECT BETTER CONTROL OF DOGS WITHIN THE CITY OF EUGENE. <br /> <br />IT WAS RECOMMENDED THIS CONTRACT BE RENEWED FOR THE COMING YEAR, UULY I, 1953 TO <br />JULY I, 1954 UPON THE SA,ME BASI S AS THE PREVIOUS CONTRACT." <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY GODLOVE THAT THE REPORT OF THE PUBLIC SAFETY AND <br />AIRPORT COMMITTEES BE A~OPTED. RHOADS FOR VARIANCE WAS SUBMI TTED AND READ AS FOLLOWS: <br /> <br />"A MEETI NG OF THE P'UBll C WORKS COMMI TTEE WAS HELD ON JUNE 5, 1953 WI TH THE <br />FOLLOWING PRESENT: COUNCilMEN CRUMBAKER, KOPPE AND SIEGENTHALER; CITY MANAGER AND CITY <br />ENGI NEER. <br /> <br />I. THE COMMITTEE REVIEWED THE POSSIBiliTY OF INSTALLING SANITARY SEWERS ON CREST DRIVE. <br />IT WAS NOTEO THAT THIS WOULD BE AN EXPENSIVE JOB WITH RELATIVELY LARGE ASSESSMENTS <br />AGAINST SOME OF THE LARGE TRACTS OF GROUND. MANY OF THE RESIDENTS THERE DESIRE THESE <br />SEWERS AND OTHERS HAVE ADVISED THAT THEY MUST HAVE SANITARY SEWERS IN ORDER TO OBTAIN <br />BUILDING PERMITS; HOWEVER, MANY OF THE ALREADY ESTABLISHED HOMES ARE APPARENTLY NOT IN <br />NEED O~ SANITARY SEWERS OR THE RESIDENTS DO NOT DESIRE THEM AT THIS TIME. <br /> <br />IT WAS SUGGESTED THAT THIS PROJECT BE WITHHELD UNTIL PETITIONS HAD BEEN CIRCULATED <br />TO ASCERTAIN THE PERCENTAGE OF PROPERTY OWNERS REQUESTI NG THE IMPROVEMENT. <br /> <br />2. THE COMMITTEE AGAIN REVIEWED THE REQUEST OF PROPERTY OWNERS TO INSTALL A CONCRETE <br />SIDEWALK ON TYLER STREET FROM 6TH TO 7TH AVENUE. THE PETITION ON THIS PROJECT SHOWS <br />50% INCLUDING TWO PROPERTY OWNERS REQUESTING THE IMPROVEMENT AND 50% INCLUDING THE PROPERTY <br />OWNER WHO DOES NOT WANT THE IMPROVEMENT THIS YEAR. <br /> <br />INASMUCH AS THERE ARE CONCRETE SIDEWALKS WELL ESTABLISHED iN THIS AREA AND IT APPEARS <br />THAT A SIDEWALK AS REQUESTED WOULD BE BENEFICIAL TO ALL CONCERNED, IT WAS RECOMMENDED <br />THAT ORDINANCES BE PASSED AUTHORIZING THIS WORK; HOWEVER, IT IS DUBIOUS IF IT CAN BE <br />I NCLUDED IN THIS YEAR'S WORK. <br /> <br />3. THE REQUEST OF FRANK KINNEY AND PROPERTY OWNERS IN THE SUNNY HOLLOW AREA TO EXTEND <br />THE TRUNK LINE SEWER TO, THE JUNCTION OF EAST HILYARD DRIVE WITH DILLARD ROAD WAS STUDIED. <br />THERE ARE 100% OF THE PROPERTY OWNERS REQUESTING THIS SEWER EXTENSION WHICH WI LL ENABLE A <br />WAIVER TO BE ,EXECUTED WHEREIN THE PRESENT TRUNK LINE SEWER CONSTRUCTION MAY BE EXTENDED <br />TO COVER IT. <br /> <br />NOTING THAT MOST OF THIS AREA WAS STILL VACANT PROPERTY ANO THAT IT WOULD NOT CARRY <br />SUFFICIENT VALUATION TO INSURE BANCROFTING, IT WAS RECOMMENDED THAT THIS PROJECT BE <br />APPROVED, PROVIDED A DEPOSIT OR ASSURANCE BOND BE PLACED IN ESCROW FOR THE PAYMENT OF <br />A?SESSMENTS EQUINALENT TO AN 8-INCH LATERAL SEWER THROUGH THIS AREA, ESTIMATED AT <br />$9,000. <br /> <br />~ <br />
