THE MA TTERS CONSIDERED BY THE COMMITTEE A.ND THE RECOMMENDATIONS OF THE COMMITTEE <br /> ARE AS FOLLOWS: <br /> I. PAVING OF MADISON STREET BETWEEN 13TH AVENUE AND THE F~IRGROUNDS - THE COMMITTEE <br /> I NSPEC TED THE CURB WORK ON THIS PROJECT ABOUT WHICH THERE HAD BEEN SOME COMPLAINT PRE- <br /> VIOUSLY. THE DETERMINATION OF THE COMMI TTEE WAS THAT THE CURB WORK MEETS ACCEPTABLE <br />e STANDARDS, AND THEREFORE ,I T IS THE RECOMMENDATION OF THE COMMI TTEE THAT THE JOB IS <br /> ACCEPTABLE IN THIS RESPECT AND THAT THE FINAL PAYMENT TO THE CENTRAL HEATI NG COMPANY <br /> AS APPROVED;BY THE CITY ENGINEER AND CITY MANAGER BE ALLOWED. <br /> 2. THE VACATION OF THE NORTH 1/2 OF WEST 18TH AVENUE BETW,EEN LAWRENCE AND WASHINGTON <br /> STREET - iHE COMMITTEE AGAIN VIEWED TH IS PROPOSED VACATION AS REQUESTED BY THE COUNCIL <br /> AND GAVE FURTHER CONSIOERATION TO IT. <br />I THE SITUATION AS SUMMARIZED BY THE COMMI TTEE IS THAT THE PRESENT WEST 18TH RUNNING <br /> EAST FROM WASHINGTON STREET IS AN UNIMPROVED STREET WHICH DEAD ENDS ABOUT 150 FEET FROM <br /> WASHINGTON STREET. IT AND A I <br /> IS A STREET THAT HilS BEEN IN THIS CONDITION FOR SOME TIME I <br /> STREET THAT WOULD NOT ORDiNARILY,BE OPENED AND IMPROVED BEYOND ITS PRESENT CONDITION. I <br /> I <br /> THE RECOMMENOATION OF THE COMMITTEE IS THAT THE COUNCIL PROVEED WI TH THE VACATION OF I <br /> THE NORTH 1/2 OF THI S ST'REET, AND PROVIDE AN OUTLET FROM THE EAST END OF THE REMAINING <br /> SOUTH 1/2' TO THE NEW WEST 18TH AVENUE AS PROPOSED. IN THE JUDGMENT OF THE COMMI TTEE <br /> THIS AC~ION WILL BRING ABOUT A MORE DESIRABLE STREET SITUATION WITH RESPECT TO THE <br /> PROPERTY OW N E R S ON THE SOUTH SIDE OF WEST 18TH IN THAT I T WI LL PROVIDE AN OUTLET TO <br /> NEW IMPROVED WEST 18TH AVENUE. <br /> 3. VACATION OF A PORTION OF GRANT STREET BETWEEN 16TH AND 17TH AVENUES - THE COMMI TTEE <br /> CONSIDERED A REQUEST OF MR. CORBIN FOR THE VACATION OF A PORTION OF GRANT STREET BETWEEN <br />8 16TH ANO 17TH AVENUE, AND THE ESTABLI SHMENT OF A TURN-AROUND OR A CULDESAC AT THE SOUTH- <br /> il ERN TERMI NUS OF THE VACATION WHICH WOULD BE APPROXI MATELY 135 FEET NORTH OF THE NORTH <br /> il BOUNDARY OF 17TH AVENUE. THE COMMI TTEE VIEWEO THE PROPOSED CHANGE ON THE GROUND ANO <br /> Ii <br /> TAKES THE POSITION THAT GRANT STREET SHOULO NOT BE TERMI NATED SINCE GRANT STREET MAY <br /> BECOME A RATHER I MPORTA.NT STREET IN THE DEVELOPMENT OF THIS AREA AND SHOULD CONTINUE ON <br /> TO THE NORTH. IT IS THEREFORE THE RECOMMENDATION OF THE COMMI TTEE THAT THE REQUEST OF <br /> MR. CORBI N, BE DENIED. <br /> 4. VACATION OF PUBLIC UTILITIES EASEMENT IN BLOCK 3, AMENDED PLAT OF ROSEDA~E ADDITION <br /> THE VA.CATION OF A PUBLIC UTILITIES EASEMENT ON T.HE LOT LINE BETWEEN LOTS 3 AND 4, BLOC K <br />I 3, AMENDED PLAT OF ROSEOALE ADDITION WAS PROPOSED BY THE CITY MANAGER. THE EASEMENT TO <br /> BE I N EXCHANGE FOR A SIMI LAR EASEMENT THROUGH LOT 3 APPROXIMATELY 120 FEET EAST OF THE <br /> EXISTING EASEMENT. THE COMMI TTEE .WAS INFORMED THAT THIS EXCHANGE OF EASEMENTS WAS IN <br /> CONNECTION WITH THE SANI:TARY SEWER PROJECT ON 31ST AVENUE, PORTLAND STREET, AND PR'ALL <br /> :! LANE. <br /> 5. DEED TO MAYER ANO BLACK BUILDING COMP~NY TO ADJUST EASEMENT - IT WAS REPORTED BY <br /> THE CITY MANAGER THA T A REQUEST HAD BEEN RECEIVED FROM MAYER AND BLACK BUILDING COMPANY <br /> FOR THE' AOJUSTMENT OF A SEWER EASEMENT .BETWEE.N LOTS 14 AND 15 I N BLOCK 2 OF NIELSEN-ORR- <br />e COE ADDI TION TO EUGENE. <br /> SINCE THIS ADJUSTMENT OF THE SEWER EASEMENT HAS THE APPROVA.L OF THE CI TY MANAGER, <br /> AND THE CITY ENGINEER IT IS THE RECOMMENDATION OF THE COMMI TTEE THAT THE CITY DEED THE <br /> NORTH FOUR FEET OF THE SOUTH EIGHT FEET OF LOT 15, I N BLOCK 2 OF NIELSEN-ORR-COE PLA T <br /> TO MAYER AND BLACK BUILDING COMPANY IN EXCHANGE FOR AN EASEMENT ALONG THE NORTH FOUR <br /> FEET OF LOT 14 OF BLOCK 2 OF NIELSEN-ORR-COE PLAT. <br /> t <br /> I 6. CONVEYANCE OF STREET RIGHT OF WAY TO SCHOOL DISTRICT #4 - AN OFFER WAS MADE BY <br /> SCHOOL DISTRICT #4 TO THE CI TY OF EUGENE THROUGH MR. HOWARD BUFORD TO CONVEY THE RIGHT <br /> OF WAY FOR A,STREET BETWEEN RIVERVIEW AVENUE AND AUGUSTA STREET TO CONNECT WITH THE <br /> SCHOOL BOAR'D PROPERTY ON AUGUSTA STREET. THE PROPOSAL AS EXPLAINED TO THE CO,MMI TTEE <br /> is THAT THE SCHOOL DISTRICT WHICH OWNS A 60 FOOT STRIP OF LAND BETWEEN RIVERVIEW AND <br /> AUGUSTA STREET OPPOSI TE THE AUGUSTA SCHOOL SITE WILL GRADE AND GRAVEL A STREET ALONG <br /> THIS '60 FobT STRIP AND THEN DEED IT TO THE CITY OF EUGENE FOR STREET PURPOSES PROVIDING <br />I THE CITY OF EUGENE AGREES TO KEEP THE STREET GRADED ANO GRAVELED AND IN PASSABLE CONDITION. <br /> THIS STREET IS TO PROVIDE ACCESS TO THE NEW SCHOOL WHICH WILL BE BUILT ON THIS SI TE IN <br /> THE SPRING OF 1954. <br /> THIS PROPOSAL WAS DISCUSSEO BY THE COMMITTEE ANO IT IS THE RECOMMENDATION OF THE <br /> COMMI TTEE THAT THE SCHOOL DISTRICT BE INFORMED THAT THE CITY WILL ACCEPT THE 60,.'FOOT <br /> STRIP FOR STREET RIGHT OF WAY PURPOSES WHEN GRADED AND GRAVELED SUBJECT TO THE CURRENT <br /> POLICY I N EFFECT WI TH 'RESPECT TO ANY OTHER UNIMPROVED STREET WITHIN THE CI TY OF EUGENE, <br /> WHICH IS NOT TO MAINTAIN THE STREET.
