WAS_SUBMITTED AND READ AS FOLLOWS: <br /> <br />"PRESENT: MAYOR JOHNSON; COUNCILMEN CRUMBAKER, GODLOVE, KOPPE AND SIEGENTHALER; <br />CITY MANAGER; CITY ATTORNEY; CITY ENGINEER AND ,CIH: RECORDER. <br /> <br />THE PUBLIC WORKS AND PUBLIC SAFETY COMMITTEES MET ON DECEMBER 31, 1953 TO VISIT <br />SITES OF VARIOUS PROJECTS AND PROPOSITIONS SUBMITTED TO THE COUNCIL AND TO MAKE RECOM- <br />MENDATIONS. THE ITEMS CONSIDERED AND THE RECOMMENDATIONS MADE WERE AS FOLLOWS: <br /> <br />I. REQUEST OF SCHOOL DISTRICT NO.4 FOR VACATION OF CERTAIN STREETS AND ALLEYS ON <br />THE EAST SIDE OF PATTERSON STREET BETWEEN 20TH AND 23RD AVENUE - THIS REQUEST OF SCHOOL <br />DISTRICT No.4 WAS CONSIDERED AFTER A VISIT TO THE SITE OF TH~SE PROPOSED VACATIONS. THE <br />VACATIONS WERE REQUESTED FOR THE PURPOSE OF ,PREPARING THE SITE FOR THE ERECTION AND DEVEL- <br />OPMENT Of THE YMCA AND YWCA BUILDINGS. <br /> <br />IT IS THE RECOMMENDATION OF THE PUBLIC WORKS COMMITTEE THAT THE REQUE~T FOR THE <br />VACATION OF 21ST AVENUE FROM PATTERSON STREET EAST TO THE NORTH~SOUTH ALLEY BE DENIED <br />FOR THE REASON THAT 21 ST AVENUE ,THROUGH TO HI LYARD STREEl IS CONSIDERED AN I MP.ORTANT <br />STREET IN THE FUTURE DEVELOPMENT OF THIS AREA. IT IS ALSO RECOMMENDED THAT THE SCHOOL <br />BOARD BE REQUESTED TO PROVIDE SPECIFIC PLANS FOR THE LAND USE OF THAT AREA SHOWING THE <br />PROPOSED LOCATION ON BUILDINGS, ETC., PRIOR TO FURTHER CONSIDERATION OF THE REQUEST FOR <br />THE VAC,ATION OF THE EAST-WEST ALLEYS IN BLOCKS 19,22 AND 29 OF DRI,VERTON ADDITION. <br /> <br />2. REQUEST OF MR. L. C. REI.NERTSON, 2357-1/2 ONYX STREET FOR A BUILDING PERMIT - THE <br />REQUEST OF MR. REINERTSON WAS REVIEWED, AND THE PROPERTY AT 2357-1/2 ONYX STREET WAS <br />INSPECTED BY THE COMMITTEE. IT WAS NOTED BY THE COMMITTEE THAT THE HOUSE IN THE REAR <br />OF THE LOT WAS A SMALL, WELL-BUILT HOUSE AND LOCATED WELL TO THE BACK OF THE LOT. <br /> <br />IT IS THE RECOMMEND)TION OF THE PUBLIC WORKS COMMITTEE THAT THE REQUEST OF MR. <br />REI,NERTSO~ FOR A PERMI T TO CONST,RUCT A DWELLI NG ON THE FRONT OF HI S LOT BE APPROVED <br />PROVIDING THE DWELLING CONFORMS WITH THE SET-BACK REQUIREMENTS. <br /> <br />3. REQUEST OF MR. CLAUDE P. WILLIAMS, 2641 ONYX STREET, FOR PERMISSION FOR COMMERCIAL <br />FOOD PROCESSING IN A RESIDENTIAL AREA - THIS REQUEST WAS DISCUSSED BY THE COMMITTEE AND <br />I T IS THE RECOMMENDATION OF THE COMMITTEE THAT THE REQUEST BE REFERRED TO THE CITY <br />MANAGER'S OFFICE FOR FURTHER INVESTIGATION. <br /> <br />4. COUNCIL BILL 1669 - ASSESSING PROPERTIES ABUTTING ONYX STREET FROM 26TH TO 28TH <br />. ' <br />AVENUE FOR THE PAVING OF ONYX STREET - THIS COMPLETED PROJECT, PAVING OF ONYX STREET <br />FROM 26TH TO 28TH AVENUE, WAS INSPECTE~ BY THE MEMBERS OF THE PUBLIC WORKS COMMITTEE, <br />AND THE VARIOUS COMP~AINTS THAT WERE MADE BY THE PROPERTY OWNERS AT THE DECEMBER 28TH <br />COUNCIL MEETING W[Rf. DISCUSSED ON THE SITE. THE COMMITTEE CONCLUDED THAT THE PAVING <br />PROJECT WAS ~ELL DESIGNED AND WELL CONSTRUCTED, AND IT IS THE COMMITTEE'S RECOMMENDATION <br />THAT COUNCIL BI LL 1669 BE GIVEN FINAL READING AND PASSED. <br /> <br />5. SOUTHERN PACIFIC RAILROAD (ROSSING AT 5TH AND HIGH STREETS AS RELATED TO REQUEST <br />FOR EXTENSION OF FRANCHISE fOR RAILROAD SPUR - AT THE REQUEST OF THE JUDICIARY AND <br />PRINTING COMMITTEE, THE PUBLIC WORKS COMMITTEE INSPECTED THE RAILROAD CROSSINGS AT 5TH <br />AND HIGH STREETS. IT WAS NOTED THAT SOME MAINTENANCE WORK WAS NEEDED IN THE STREET PAVING <br />BETWEEN THE RAILS AND ALONG THE OUTSIDE OF THE RAILS. THIS WORK OF MAINTENA.NCE UNDER THE <br />TERMS OF OUR ,PRESENT FRANCHISE IS TO BE PERFORMED BY THE SOUTHERN PACIFIC COMPANY. <br /> <br />IT IS THE RECOMMENDATION OF THE PUBLIC WORKS COMMITTEE THAT THE FRANCHISE FOR THE <br />, , <br />CONSTRUCTION AND MAINTENANCE OF A SPUR ACROSS HIGH STREET TO SERVE SWIFT AND COMPANY <br />CONTAIN A PROVISION THAT IN THE EVENT THE SOUTHERN PACIFIC. COMPANY DOES NOT PROPERLY <br />MAINTAIN THE SURFACE AT THESE CROSSINGS, THAT THE CITY MAY PROCEED WITH THE MAINTENANCE <br />AND ASSESS THE SOUTHERN PACIFIC COMPANY FOR THE FULL COST THEREOF. IT IS ALSO THE <br />RECOMMENDATION OF THE COMMITTEE THAT PRoviSION BE MADE IN THE FRANCHISE AGREEMENT THAT <br />WILL PROHIBIT THE STANDING OF RA,ILROAD CA~S IN, ON, OR ACROSS HIGH STREET. <br /> <br />6. REQUEST OF THE RICHFIELD OIL CORPORATION FOR A CHANGE IN THE SIGN VARIANCE GRANTED <br />FOR A SERVICE STATION ON THE SOUTHWEST CORNER OF 19TH AND JEFFERSON STREETS - THIS REQUEST <br />AND THE ACCOMPANYING DRAWINGS WERE STUDIED BY THE COMMITTEE. IT IS RECOGNIZED BY THE <br />COMMITTEE THAT THIS CORNER IS ZONED AS C-I LIMITED COMMERCIAL, BUT IT IS ALSO RECOGNI ZED <br />THAT THIS LOT IS LOCATED WITHIN A WELL BUILT-UP RESIDENTIAL DISTRICT. <br /> <br />IT IS THE RECOMMENDATION OF THE PUBLIC SAFETY AND PUBLIC WORKS COMMITTEES THAT <br />I .
