IN THE COUNCIL CHAMBERS. <br />MEETING WAS CALLED TO ORDER BY HIS HONOR, MAYOR V. E. JOHNSON WITH THE FOLLOWING COUNCI L- <br />PRESENT: CRUMBAKER, GODLOVE, KOPPE, SIEGENTHALER, WATSON AND OWEN. COUNCILMEN BOOTH <br />CONE WERE ABSENT. <br /> <br />THE MINUTES OF THE LAST REGULAR MEETING HELD JANUARY 11TH AND ADJOURNED TO JANUARY 25, <br />1954 AND THE SPECIAL MEETING HELD JANUARY 12, 1954 WERE READ AND APPROVED. <br /> <br />REPORTS OF OFFICERS <br /> <br />THE FOLLOWING REPORT WAS GIVEN BY THE CITY MANAGER:' <br /> <br />"THE CITY HAS RECEIVED A GENEROUS DONATION OF $500.00 FROM MR. AND MRS. B. S. COLE <br />TO PURCHASE PLANTS AND GROUND COVER FOR THE RHODODENDRON GARDEN. <br /> <br />MR. HARVEY HILTON AND JAMES RODMAN, JR. HAVE BEEN APPOINTED TO MAKE INDEPENDENT <br />APPRAISALS OF THE CITY PROPERTY UNDER THE FERRY STREET OVERPASS AND IT IS EXPECTED THEIR <br />APPRAISALS WILL BE REPORTED IN TIME FOR THE NEXT MEETING OF THE COUNCIL ON FEBRUARY 8TH. <br /> <br />DUE TO VACATIONS AND THE RUSH OF BUSINESS, A MEETING OF THE AIRPORT AND FINANCE <br />COMMITTEES COULD NOT BE HELD TO CONSIDER THE PROBLEM CONCERNED WITH THE EUGENE AIRPARK. <br /> <br />I FIND THAT THE PRESENT FRANCHISE OF THE OREGON ELECTRIC RAILROAD STILL COVERS THE <br />UNUSED AND UNCOVERED RAILS ON PEARL STRiET BETWEEN 5TH AND 6TH AVENUE. NEGOTIATIONS WILL <br />BE CARRIED ON WITH THE COMPANY TO HAVE THESE TRACKS COVERED THIS SPRING WHEN THEY START <br />WORK ON THEIR TRACKS ON 5TH AVENUE. <br /> <br />IT GAVE ME A GREAT DEAL OF PLEASURE TO CONGRATULATE THE FIRE DEPARTMENT, THE FIRE <br />CHIEF AND ESPECIALLY THE FIRE MARSH~LL, MR. LESTER BARKER ON THEIR ACHIEVEMENT CONCERNED <br />WITH FIRE PREVENTION. THE CITY AGAIN PLACED FIRST IN THE STATE AND FIFTH IN THE NATION <br />IN CITIES OF THE SAME CLASS, AND 27TH IN THE NATION OF ALL CITIES. <br /> <br />A PRELIMINARY R€PORT HAS BEEN COMPLETED BY THE ENGINEERING DEPARTMENT ON THE <br />RESTORATION, OF THE FLOW I N THE EUGENE MI LL RACE. ANY COUNCI LMEN INTERESTED CA.N BORROW <br />A COpy OF THIS REPORT ~ITHER FROM THE ENGINEERING DEPARTMENT OR MYSELF. THE REPORT <br />POINTS OUT THAT THE RESTORATION OF THIS FLOW, WHILE POSSIBLE, IS A VERY DIFFICULT AND <br />COSTLY PROJECT. <br /> <br />UPON EACH OF YOUR DESKS I HAVE PLACED A TABULATION OF STATISTICS PREPARED BY THE <br />FINANCE OFFICER CONCERNED WITH THE OFF-STREET PARKING ELECTION HELD ON JANUARY 19TH. <br />ALSO A REPORT ON THE DETAILS OF PROPERTIES SUBJECT TO FORECLOSURE AND ,A LIST OF COUNCIL <br />COMMITTEES. <br /> <br />THE CI TY HELD A FORECLOSURE SALE AT I :00 P.M. ON JANUARY 20, 1954 OFFERI NG TO SELL <br />FORECLOSURE CERTIFICATES ON CERTAIN PROPERTIES IN THE CITY. THE OWNERS OF THESE <br />PROPERTIES WERE DELINQUENT IN EITHER PAYMENT OF UNBONDED LIENS, OR IN PAYMENT OF <br />INSTALLMENTS ON BONDED LIENS FOR SPECIAL ASSESSMENTS FOR STREET, ALLEY,' SEWER OR SIDE- <br />WALK IMPROVEMENTS. THERE WERE APPROXIMATELY 80 PROPERTIES INCLUDED IN THE ORIGINAL <br />TABULATION PRIOR TO PROCEEDINGS ON ~E SALE. By PERSONAL CONTACT AND BY TELEPHONE AND <br />LETTER THESE WERE REDUCED TO 20 BY THE TIME OF THE ADVERTISING AND BY THE TIME OF THE <br />SALE THERE WERE ONLY SIX PROPERTIES ON THE LIST. <br /> <br />THERE WERE ONLY THREE PERSONS AT THE SALE, AND THEY DID NOT EXPRESS ANY INTEREST <br />I N THE SIX PROPERTIES. <br /> <br />THE OREGON REVISED STATUTES, SECTION 223.545 PROVIDES THAT THE CITY MAY PURCHASE <br />SUCH PROPERTIES IN THE ABSENCE OF BIDS. THE FINANCE OfFICER AND I THEREFORE RECOMMEND <br />THAT THE CITY PURCHASE THE CERTIFICATES ON THESE PROPERTIES.' THEY WOULD BE SUBJECT TO <br />REDEMPTION DURING THE YEAR JANUARY 20,1954 THROUGH JANUARY 19,1955; BUT IF NOT <br />REDEEMED WITHIN THAT PERIOD THEY WOULD BECOME THE PROPERTY OF THE CITY. THE LAW, I <br />'BELIEVE, WOULD PERMIT THE CITY TO REQUIRE PAYMENT OF UP TO TEN PER CENT PENALTY, AND <br />TEN PER CENT INTEREST ON THE REDEMPTION, IF THE COUNCI L SO INDICATED. <br /> <br />THE DETAIL ON THESE SIX PROPERTIES IS SET FORTH IN THE REPORT ON YOUR DESK. WITH <br />RESPECT TO PROPERTIES NUMBER'S I AND 2, IT IS PRbPOSED THAT THESE BE PURCHASED OUT OF <br />THE AMAZON CHANNEL SEWER IMPROVEMENT FUND, AND IF NOT REDEEMED, HELD UNTIL COMPLETION <br />OF THE AMAZON IMPROVEMENT WITHIN THE CITY. PROPERTY NUMBER I STRADDLES THE AMAZON AT <br />17TH AND PEARL STREETS, AND PROPERTY NUMBER 2 IS ON THE EAST SIDE OF THE AMAZON ON 18TH <br />AVENUE. <br /> <br />,~ <br />
