THE CITY ENGI,NEER <br />FEELS THAT PROPERTY NUMBER 3 ,IS IMPORTANT TO THE OPENING OF GARFIELD STREET BETWEEN <br />9TH AND 10TH AND THAT PROPERTY NUMBER 4 MIGHT BE OF USE IN DEVELOPING A STREET BETWEEN <br />22ND AND 23RD AVENUES AND BETWEEN MADISON AND MONROE STREETS. <br /> <br />PROPERTIES NUMBER'S 5 AND 6 ARE MARGINAL CITY LOTS. THEY C~ULD BE PURCHASED 'OUT <br />OF THE OLD IMPROVEMENT BOND SINKING FUND, AND HELD FOR DISPOSAL AT A LATER DATE. <br /> <br />THE DISTRICT IMPROVEMENT FUND NEEDS THE MONEY THAT IS REPRESENTED IN THE ASSESS- <br />MENTS AGAINST THESE LOTS, AND THEREFORE IT IS HOPED THAT SOME ACTION BE TAKEN AT THIS <br />MEETING." <br /> <br />IT WAS MOVED BY CRUMBAKER, SECONDED BY GODLOVE THAT THE REPORT OF THE CITY MANAGER BE <br />ADOPTED. <br /> <br />AFTER SOME DISCUSSION CONCERNING THE PENALTY AND INTEREST TERMS TO BE ESTABLISHED IN <br />THE REDEMPTION OF PROPERTY FORECLOSED BY THE CITY AND HELD BY THE CITY, IT WAS MOVED BY <br />CRUMBAKER, SECONDED BY GODLOVE THAT THE MOTION BE AMENDED TO REFER THE MATTER TO THE CITY <br />MANAG~R'S O~FICE TO D~TERMINE WHAT TERMS WOULD BE REASONABLE AND REPORT BACK AT THE NEXT <br />COUNCIL MEETING. MOTION CARRIED. <br /> <br />THE MOTION AS AMENDED WAS PASSED BY A ROLLCALL VOTE. <br /> <br />2 <br /> <br />IT WAS REPORTED THAT N~GOTIATIONS FOR THE SALE OF A CITY-OWNED LOT ON 27TH AND WILLAMETTE <br />STREKT TO MR. ROBERT FAIRCHILD WERE COMPLETE IN THAT AN ACCEPTANCE HAD BEEN RECEIVED AS <br />FOLLOWS: <br /> <br />"MR. ROBERT FAIRCHILD ACCEPTS THE CITY'S OFFER TO SELL THE PROPERTY DESCRIBED <br />IN YOUR LETTER OF JANUARY 21, 1954 FOR $400. WITHIN A FEW DAYS WE WILL SEND A CHECK <br />TO YOU FOR THE SAME. PETITION FOR SIDEWALK ON WEST SIDE OF LINCOLN STREET BETWEEN 25TH AND 26TH AVENUE - <br />THIS PETITION BEARING THE SIGNA[,URES OF THE OWNERS OF 79.59% OF THE AFFECTED PROPERTY <br />WAS CONSIDERED BY THE COMMITTEE AFTER INSPECTING THE PARKING STRIP ALONG THIS STREET. <br />THE COMMITTEE NOTED THAT THERE WERE SOME CONCRETE STEPS AND LANDSCAPING DEVELOPMENTS <br />ALONG THE STREET THAT WOULD HAVE TO BE REVISED AND POSSIBLY RETAINING WALLS BUILT IN <br />ONE OR TWO CASES, AND QUESTIONED WHETHER THE 'PETITIONERS WERE AWARE OF THIS. <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THE PETITION BE REFERRED BACK TO THE <br />CITY MANAGER'S OFFICE FOR FURTHER INV~STIGATION. <br /> <br />2. REPORT OF THE PLANNING COMMISSION - RE: REZONING OF RIVERVIEW AVENUE AREA - THE <br />REPORT WAS DISCUSSED AT SOME LENGTH BY THE COMMITTEE AND IT IS THE RECOMMENDATION OF <br />THE COMMITTEE THAT THE PORTION OF THE NEWLY ANNEXED AREA LYING BETWEEN THE RAILROAD <br />AND THE WILLAMETTE RIVER EAST OF UNIVERSITY STREET BE CLASSIFIED AS M3 IN THE ADVERTISE- <br />MENT FOR THE HEARING FOR JANUARY 25TH. <br /> <br />3. COMMUNICATION FROM HUSBAND, FORT AND JOHNSON - RE: EASEMENT FOR SPRINGFIELD <br />SEWAGE PLANT OUTFALL LINE - THE COMMITTEE, IN VIEW OF THE COUNCIL ACTION OF JANUARY 12, <br />1954, TOOK NO ACTION ON THIS COMMUNICATION.
