TO GIVE STUDY AND TO <br />fORMULATE A RECOMMENDATION ON THE ZONING OF THE R1VERVIEW AVENUE AREA. THE PORTION <br />OF THE ARE~ WHICH WAS GIVEN STUDY WAS'THE AREA LOCATED GENERALLY NORTH OF THE MILL~ACE <br />AND NORTH OF THE NORTH LANE OF HIGHWAY 99 AT THE NORTHEAST CORNER OF THE ANNEXATION <br />AREA. THE MAIN PURPOSE OF THE MEETING WAS TO DETERMINE WHAT ZONING CLASSIFICATION <br />SHOULD BE ADVERTISED FOR THE FEBRUARY 8TH MEETING. <br /> <br />THE COMMITTEE GAVE FULL DISCUSSION TO THE' PROBLEM AND AS A RESULT MAKES THE <br />fOLLOWING RECOMMENDATIONS: <br /> <br />e <br /> <br />I. THAT THE AREA BETWEEN THE SOUTHERN PACIFIC TRACKS AND THE MILLRACE EAST OF <br />UNIVERSITY STREET AND THE AREA BETWEEN HIGHWAY 99 AND THE SOUTHERN PACifiC TRACKS <br />EASTERLY FROM AUGUSTA STREET EXTENDED NORTH BE ADVERTISED fOR THE HEARING TO BE ZONED <br />AS M-2, LIGHT INDUSTRIAL DISTRICT. <br /> <br />2. THAT THE AREA NORTH OF THE RAILROAD AND THE HIGHWAY TO GLENWOOD BE ZONED AS M-3, <br />HEAVY INDUSTRIAL. IT WAS THE EXPRESSION OF THE COMMITTEE.IN MAKING THIS RECOMMENDATION <br />THAT INASMUCH AS SAFE-GUARDS AGAINST OBNOXIOUS LAND USES ALREADY EXIST IN CITY AND STATE <br />LAWS, THAT THE PROHIBITION OR CORRECTION OF OBJECTIONABLE USES COULD BE ACCOMPLISHED <br />UNDER THE ENFORCEMENT OF THESE LAWS. <br /> <br />I <br /> <br />3. THAT THE AREA BETWEEN THE SOUTHERN PACifIC TRACKS AND THE MILLRACE EAST OF <br />UNIVERSITY STREET BE ZONED AS M-2, LIGHT INDUSTRIAL. THE COMMITTEE NOTED IN MAKING <br />THE RECOMMENDATION THAT THIS STRIP OF LAND IS BOUNDED ON ONE SIDE BY. THE RAILROAD AND <br />ON THE OTHER SIDE BY FRANKLIN BOULEVARD AND FELT THAT IT WAS NOT REASONABLE THEREFORE, <br />TO CONSIDER IT FOR ANY USE HIGHER THAN THOSE USES PERMITTED IN M-2, LIGHT INDUSTRIAL <br />DISTRICT. <br /> <br />. <br /> <br />4. THAT THE AREA BETWEEN HIGHWAY 99 AND THE SOUTHERN PACIFIC TRACKS EASTERLY FROM <br />AUGUSTA STREET EXTENDED NORTH BE ZONED AS M-2, LIGHT INDUSTRIAL. THIS AREA, IT WAS <br />NOTED, IS BETWEEN THE NORTH-BOUND LANE Of HIGHWAY 99 AND THE RAILROAD AND IS ADJACENT <br />TO AREA OUTSIDE THE CITY NOW IN USES LISTED IN THE M-2 CATEGORY." <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY GODLOVE THAT THE REPORT OF THE COMMITTEE AS A WHOLE <br />BE ADOPTED. AND MABEL C. ROBERTS DBA ROBERTS DRINK AND LUNCH, 147 E. BROADWAY FOR A <br />CLASS "A" DISPENSERS LICENSE (LIQUOR BY THE DRINK LICENSE). THE ESTABLISHMENT NOW HAS <br />A PB-RMBA LI CENSe:: ('lI CENSE FOR SALE OF DRAFT BEER). <br /> <br />IT WAS NOTED THAT THE COUNCIL HAD PREVIOUSLY APPROVED AN APPLICATION fOR A CLASS A <br />DISPENSERS LICENSE BUT THAT THE OREGON LIQUOR CONTROL COMMISSION HAD TURNED DOWN THIS <br />APPLICATION BECAUSE OF INADEQUATE fACILITIES FOR SERVING OF fOOD. IT WAS STATED THAT <br />MR. ROBERTS HAD NOW MET OREGON LIQUOR CONTROL COMMISSION REQUIREMENTS 'AND HAD BEEN <br />INVITED BY THE COMMISSION TO RE-APPLY. THE PRESENT APPLICATION BEARS THE APPROVAL OF <br />THE CHIEF OF POLICE. <br /> <br />e <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THE APPLICATION BE APPROVED FOR <br />ENDORSEMENT OF THE COUNCIL." <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY KOPPE THAT THE REPORT OF THE PUBLIC SAFETY COMMITTEE <br />BE ADOPTED.
