17~

e

r
I

I

10

Two APPLICATIONS FOR SEGREGATION OF ASSESSMENT LIENS, ONE ON 17TH AVENUE BETWEEN CHAMBERS
AND GRANT STREET AND ONE ON 27TH AND WILLAMETTE STREET WERE SUBMITTED.

IT WAS MOVED BYCRUMBAKER, SECONDED BY BOOTH THAT THE APPLICATIONS BE REFERRED TO THE
PUBLIC WORKS COMMITTEE. MOTION CARRIED.

I I

COMMUNICATION FROM JULIO W. SILVA - RE: ZON1NG OF PROPERTY BETWEEN MILL RACE AND RIVER
ALONG SOUTHERN PACIFIC TRACKS WAS SUBMITTED AND READ AS FOLLOWS:

"BEFORE WE PURCHASED THIS PROPERTY ALONG THE MILL RACE (BETWEEN 8 AND 9 ACRES),
WE CHECKED WITH DR. HARRY NEWBURN TO SEE IF THE UNIVERSI TY WAS INTERESTED IN THE
PROPERTY OR OBJECTED IN ANY WAY TO OUR PROPOSED USE OF IT. HE ASSURED THE WRITER
THAT THEY WERE NOT INTERESTED. AFTER SUCH AN ASSURANCE, I AM MUCH SURPRISED TO LEARN
THAT THE UNIVERSITY AUTHORITIES OPPOSED OUR PROPOSED USE OF THE PROPERTY AS LIGHT
INDUSTRIAL. PARTICULARLY SINCE THEY WERE THE fiRST TO USE IT AS M3.

e

I WOULD LIKE TO ASK IF THE UNIVERSITY SECURED A PERMIT FOR THIS TYPE OF A BUILDING
BEFORE CONSTRUCTION. THE ,UNIVERSITY IS A VERY IMPORTANT PART OF EUGENE, BUT IF WE ARE
TO CONTINUE TO GROW WE MUST DIVERSIFY AND ENCOURAGE OTHER INDUSTRY TO COME HERE.

ONE COMPLAINT OF THE OPPOSITION WAS THAT THE BUILDINGS WOULD BE UNSIGHTLY. THE
SAWDUST FUEL PILE THAT THE UNIVERSITY SOMETIMES STACK UP HIGHER THAN THEIR HEATING
PLANT COULDN'T EXACTLY BE CALLED A THING OF BEAUTY.

I

I WOULD LIKE TO CALL TO YOUR ATTENTION THE SCARCITY OF RAILWAY WAREHOUSE SITES.
IN SEARCHING FOR A DESIRABLE LOCATION, WE COULD FIND NOTHING BUT THIS PROPERTY EXCEPT
IN THE SPRINGFIELD AREA. WOULD YOU DRIVE INDUSTRY TO SPRINGFIELD? LET US MAKE IT AS
EASY AS POSSIBLE FOR THE CHAMBER OF COMMERCE TO INDUCE INDUSTRY TO ESTABLISH THEMSELVES
HERE.

HAVING THE fiNE fACILITIES Of THE SOUTHERN PACifiC AT HAND, AND THEN LEGISLATING
AGAINST THE USE Of IT, IS LIKE HAVING A fiNE SEA HARBOR AND THEN NOT ALLOWING ANYONE
TO BUILD A DOCK SO SHIPS COULD LAND.

.

WE fEEL THAT THE PROPERTY FROM THE MILL RACE TO THE RIVER IS TOO VALUABLE TO THE
CITY NOT TO BE ZONED fOR INDUSTRIAL USE AND ASK THAT YOU SO ZONE IT M2."

IT WAS MOVED BY CRUMBAKER, SECONDED BY BOOTH THAT THE COMMUNICATION BE RECEIVED AND
PLACED ON fiLE AND BROUGHT OUT FOR MARCH 8TH HEARING ON ZONING OF RIVERVIEW AREA.

12

COMMUNICATION FROM THE RICHfiELD OIL CORPORATION - RE: REQUEST FOR VARIANCE TO SUPER-
CEDE AND CANCEL PREVIOUS REQUESTS W~S SUBMITTED AND READ AS fOLLOWS:

"ON OCTOBER I, 1953 A REQUEST WAS MADE F'OR A VARIANCE TO THE ZONING ORDINANCE TO
PERMIT RICHFIELD OIL CORPORATION TO ERECT OUR STANDARD CANOPY SIGN ON THE SOUTHWEST
CORNER OF 19TH AND JEffERSON STREETS WHERE WE PROPOSE TO ERECT A SERVICE STATION.

I

WE WERE ADVISED BY ROBERT A. FINLAYSON, CITY MANAGER, THAT THE EUGENE CITY COUNCIL
AT THEIR REGULAR MEETING ON NOVEMBE~ 9, 1953 APPROVED SUCH REQUEST.

IT IS THE DESIRE Of RICHfiELD OIL CORPORATION THAT YOU CONSIDER THE FOLLOWING
VARIANCE WHICH WILL SUPERCEDE AND CANCEL PREVIOUS REQUESTS.

e

THAT, RICHFIELD OIL CORPORATION, 3'6" X 20' PORCELAIN ENAMEL, DOUBLE FACED,
NEON SIGN BE ERECTED ON TWO (2) B INCH IRON PIPES - IN SAME RELATIVE POSITION Of CANOPY,
HOWEVER, ELIMINATING CANOPY.

THE ATTACHED BLUEPRINTS WILL MORE CLEARLY DESIGNATE EXACTLY WHAT WE ARE DESIRING.
FAVORABLE ACTION ON THI S ,REQUEST SHALL j ,APPRECI ATED."

IT WAS MOVED BY KOPPE, SECONDED BY CRUMBAKER THAT THE VARIANCE AS REQUESTED BE APPROVED,
THAT PREVIOUS VARIANCES BE CANCELLED, AND ALSO THAT THE VARIANCE FROM SETBACK REQUIREMENls
BE PROVIDED THROUGH A CONTRACTUAL AGREEMENT.

IT WAS MOVED BY SIEGENTHALER, THAT THE REQUEST.OF THE RICHFIELD OIL COMPANY BE REfERRED
TO THE PUB~IC WORKS COMMITTEE. THE MOTION WAS NOT SECONDED.

THE VOTE ON THE ORIGINAL MOTION BY KOPPE, SECONDED BY CRUMBAKER, CARRIED.

13

COMMUNICATION FROM CORNELL, HOWLAND, HAYES & MERRYF'IELD - RE: AGREEMENT fOR PURCHASE Of
A LICENSE TO OPERATE CERTAIN EQUIPMENT AT SEWAGE TREATMENT PLANT WAS SUBMITTED AND READ AS
FOLLOWS:

I

"WE ARE ENCLOSING THREE COPIES OF A PROPOSED AGREEMENT fOR THE PURCHASE, fROM
MR. ALBERT L. GENTER, Of A LICENSE TO OPERATE CERTAIN EQUIPMENT AT YOUR SEWAGE TREAT-
MENT PLANT UNDER A SPECIFIED PROCESS WHICH HE DEVELOPED AND HOLDS THE PATENT RIGHTS.

e

~~~.
~
