THE PUBLic SAFETY COMMITTEE OF THE COUNCIL MET ON THURS- <br />DAY, APRIL 15TH TO INVESTIGATE AND DISCUSS A NUMBER OF MATTERS PERTAINING TO PUBLIC <br />SAFETY. THE-MEETING WAS CONFIN~D LARGELY TO DISCUSSION OF A' CURRENT APPLICATION FOR <br />A CLASS "A" LIQUOR DISPENSER'S LICENSE, VARIOUa TRAFFIC ~ND PARKING PR?BLEMS. THE <br />ITEMS DI~CUSSED AND THE RtcdMMENDATIONS'OF THE COMMITTEE ARE AS FO'LLOWS: <br /> <br />e <br /> <br />I. CLASS "A" DISPENSER'S LICENSE - CLUB CIGAR STORE - IT WAS EXPLAINED BY ~HE CITY <br />MANAGER THAT THE APPLICATION HAD BEEN REVISED AND R~-SUBM1TTED'FOR CONSIDERATI6N. THE <br />REVISION INVOLVED A PROPO'SED CHANGE IN THE PHYSICAL ARRANGEMENT Of THE ESTABLISHMENT. <br />THIS RE-ARRANGEMENT WOULD PROVIDE FOR THE SALE OF CANDY AND TOBACCO AT THE EXTREME <br />-FRONT COUNTER FOLLOWED BY A LUNCH Cb~NTER AND FOOD SERVING AREA, AND THEN BY THE BAR. <br />THE AREA WHERE FO'OD IS PREPARED AND SERVED WOULD BE SEPARATED FROM THE BAR BY A <br />PARTITION. THE PLANS ALSO INCLUDE SOME ~EVISION'TO THE fRONT Of THE STORE SO THAT <br />THE FRONT WILL BECOME A PERMANENT INSTALLATION. <br /> <br />I <br /> <br />THE REVISED PLAN WAS REVIEWED BY THE COMMITTEE AND" IT WAS AGREED THAT THE REVISIO'N <br />WOULD COMPLY WITH THE GENERAL PLAN PREVIOUSLY SUGGESTED BY THE CO'MMITTEE. IT IS THERE- <br />FORE THE RECOMMENDATION OF THE COMMITTEE THAT THE REVISED APPLICATION BE ENDORSED BY <br />THE COUNCIL. <br /> <br />. <br /> <br />IT IS ALSO A RECOMMENDATION Of THE :COMMITTEE THAT A LETTER BE WRITTEN TO THE <br />OREGON LIQUO'R CO'NTRO'L COMMISSIO'N INDICATING THAT IT IS THE DESIRE OF THE CO'UNCIL THAT <br />IF ANY LICENSES ARE GRANTED THAT NOT MORE THAN THREE BE GRANTED DUTOF THE FIVE APPLI- <br />CATIONS THAT ARE BEING CURRENTLy CON~IDEREb. IT IS THE EXPRESSED INTENT'OF THE COM- <br />MITTEE IN MAKING THIS RECOMMENDATION THAT NO INDICATION BE GIVEN AS TO THE PRIORITY <br />DESIRED FOR THESE APPLICATIONS. ON THIS LATTER RECOMMENDATION, COUNCILMAN CONE <br />INDICATED THAT HE PREFERRED THE ISSUANCE'OF TWO LICENSES RATHER THAN THREE. <br /> <br />2. PARKING AND TRAFfiC PROBLEMS - A. 13TH AVENUE BETWEEN tERRY AND PATTERSON STREETS - <br />IT WAS EXPLAINED BY THE CITY MANAGER-AND THE TRAfFIC ENGINEER THAT'THERE ARE NUMEROUS <br />PARKING RESTRICTIONS ON EAST 13TH AVENUE BETWEEN tERRY AND PATTERSON STREETS. ON THE <br />NORTH SIDE O'F 13TH THE fiRST HALF BLOCK EAST OF tERRY STREET IS DESIGNATED TWO-HOUR <br />PARKING, THE LAST HALF IS GIVEN OVER TO A TRUCK LOADING ZONE AND 30-MINUTE PARKING <br />FROM 3:00 P.M. TO 6:00 P.M. THE SOUTH SIDE OF 13TH AVENUE EAST Of tERRY IS ONE~HOUR <br />PARKING FOR THE fiRST HALF BLOCK, AND THE REMAINDER IS 30-MINUTE PARKING FROM 3:00 P.M. <br />TO 6:00 P.M. THIS SAME 30-MINUTE PARKING RESTRICTION EXTENDS 100 fEET NORTH ON THE <br />WEST-SIDE Of PATTERSON STREET. <br /> <br />I <br /> <br />IT WAS FURTHER EXPLAINED THAT THESE CURRENT ARRANGEMENTS ARE VERY DiffiCULT fROM <br />THE STANDPOINT Of ENfORCEMENT AND IT IS RECOMMENDED THAT THE ONE-HOUR SECTION BE <br />CHANGED TO TWO-HOUR, AND THE THIRTY-MINUTE ZONE BE CHANGED TO THE MORE UNifORM HOURS <br />OF 9:00 A.M. TO 6:00P.M. IT WAS INDICATED THAT IF THIS RE~OMMENDAJION WAS APP~OVED <br />THAT THE CHANGE COULD BE INCLUDED IN THE REVISED TRAFFIC ORDINANCE UNDER DESCRIPTIONS <br />OF TWO-HOUR ZONES AND 3D-MINUTE ZONES. <br /> <br />tit <br /> <br />IT IS THE RECOMMENDATION OF THE PUBLIC SAFETY COMMITTEE THAT APPROVAL BE GIVEN <br />TO THE CHANGES AS OUTLINED ABOVE. <br /> <br />B. PARKING RESTRICTION ON ALMADEN STREET - THE ATTENTION OF THE COMMITTEE WAS <br />CALLED TO THE RESTRICTION OF TRkFF-~DU'E'TO -C~RS PARKING ON BOTH SIDES OF ALMADEN <br />STREET BETWEEN 9TH AND 11TH AVENUES. THIS SECTIO~-~F ALMADEN STREET BETWEEN THESE TWO <br />STREETS IS 24 FEET WIDE. IF AN ~LLOWANCE OF SIX fEET IS ~ADE FOR PARKING ON EACH SIDE <br />OF THE STREET, ITS USABLE WIDTH IS REDUCED TO 12 FEET, O'R ONE TRAFFIC LANE. iT IS <br />THE RECOMMENDATION OF THE CITY MANAGER THAT PARKING BE RESTRICTED ON THE EAST SIDE Of <br />ALMADEN STREET FROM 8TH TO PITH AVENUE AT ALL TIMES.
