REPORT ON REVISED SPECIFICATIONS FOR STREETS - IT WAS REPORTED BY THE CITY MANAGER <br />THAT IN ANSWER TO A SPECIAL COMMITTEE REQUEST OF JUNE 3, 1954 REQUESTING A REVIEW AND <br />ST~DY OF STREET SPECIFICATIONS AND.A RECOMMENDATION FOR BETTER STREET STANDARDS THAT <br />SUCH A STUDY HAS BEEN MADE. IT WAS INDICATED BV THE CITV MANAGER THAT AS'A RESULT OF <br />SUCH STUDY IT IS RECOMMENDED THAT THE FOLLOWING GENERAL SPECIFICATIONS BE SET UP FOR <br />ALL CITY STREETS REGARDLESS, OF TYPE OF USE ANTICIPATED~ <br /> <br />ASPHALT <br />BASE - 9 INCHES OF BAR RUN <br />LEVELING COURSE -'2 INCHES OF CRUSHED ROCK <br />Top - 3-1/2'INCHES Of ASPHALTIC CONCRETE <br /> <br />CONCRETE <br />7 INCHES OF INTEGRAL CURB CONCRETE <br /> <br />e <br /> <br />THE COMMITTEE HAS FELT FOR SOME' TIME ~ND ESPECIALLV SINCE THE INVESTIGATION BY <br />THE SPECIAL COUNCIL COMMITTEE IN MAV OF 1954 THAT THE CITY'S STREET SPEtlFICATIONS <br />SHOULD BE REVISED FOR IMPROVEMENT TO ASSURE A STANDARD OF STREET CONSTRUCTION IN THE <br />WHOLE STREET SYSTEM THAT WOULD WITHSTAND THE WEIGHTS AND DENSITIES THAT THE SYSTEM <br />WOULD BE SUBJECTED TO BOTH NOW AND IN THE FORESEEABLE FUTURE. <br /> <br />AFTER SOME FURTHER DISCUSSION IT WAS THE RECOMMENDATION OF THE COMMITTEE THAT THE <br />PROPOSED STREET SPECIFICATION BE ADOPTED FOR ALL CITY STREET CONSTRUCTION. <br /> <br />I <br /> <br />2. PETITION FOR PAVING ALLEY BETWEEN 5TH AND 6TH AVENUE FROM LAWRENCE TO WASHINGTON <br />STREET - IT WAS REPORTED BY THE CITV MANAGER THAT THE ENGINEER'S REPORT ON THE PETITION <br />INDICATES THAT 80% OF THE PROPERTY FAVORS THE PROJECT AND FURTHER THAT THERE ARE NO <br />VACANT LOTS ABUTTING THE PROPOSED PROJECT. <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THE PROJECT BE APPROVED AND THAT <br />THE IMPROVEMENT ORDINANCES BE PASSED. <br /> <br />3. PETITION TO CLOSE EMERALD STREET BETWEEN 14TH AND 15TH AVENUE ,- IT WAS EXPLAINED <br />BY MR. LINDSTROM THAT THE UNIVERSITY OF OREGON DESIRED THE CLOSING OF EMERALD STREET <br />BETWEEN 14TH AND 15TH AVENUE IN ORDER THAT THE UNIVERSITY COULD UTILIZE THE AREA FOR <br />PLACEMENT OF A NEW MENS DORMITORY BUILDING. <br /> <br />.. <br /> <br />THE COMMITTEE DESIRES FURTHER INFORMATION ON THE REQUEST AND THEREFORE RECOMMENDS <br />THAT THE MATTER BE RETAINED IN COMMITTEE FOR FURTHER STUDY. <br /> <br />4. PETITION OF PROPERTY OWNERS FOR CHANGES IN COUNCIL POLICY IN ASSESSING COST OF <br />ARTERIAL STREETS. <br /> <br />THIS SUBJECT PREVIOUSLY CONSIDERED BY THE COMMITTEE WAS BROUGHT BEFORE THE <br />COMMITTEE AGAIN IN THE LIGHT OF THE CITY MANAGER'S AND CITY ENGINEER'S RECOMMENDATION <br />ON A NEW SPECIFICATION FOR CITY STREETS. <br /> <br />I <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE WITH RESPECT TO THE CHANGE IN THE POLICY <br />OF ASSESSMENT FOR ARTERIAL STREETS THAT NO CHANGE BE MADE AND' THAT THE COUNCIL PROCEED <br />WITH THE ASSESSMENT OF 18TH AVENUE'WEST." <br /> <br />"ON THE ATTACHED SHEET YOU WILL FIND THE GENERAL SPECIFICATIONS FOR THE CONSTRUCTION <br />OF'ASPHALTIC CONCRETE STREETS USED TODAV IN THE CITY OF EUGENE; ALSO YOU WILL FIND <br />A PROPOSED GENERAL SPECifiCATION WHICH MY DFFICE IS RECOMMENDING BE USE~ fOR THE <br />CONSTRUCTION OF' ALL ASPHALT TYPE STREETS WITHIN THECITV.' <br /> <br />e <br /> <br />THE PROPOSED SPECIFICATION IS THE RESULT OF A STUDY MADE BV THE CITY ENGINEER <br />AS REQUESTED ON JUNE 3, 1954 BY THE SPECIAL COUNCIL COMMITTEE COMPOSED OF COUNCIL- <br />MEN BOOTH,KoPPEAND CONE, AND APPROVED BY THE COUNCIL'ON JUNE 14, 1954. A STUDY <br />OF THE PROPOSED SPECIFICATIONS REVEALS THAT THE FOUNDATION FOR ALL CITY STREETS <br />HAS BEEN MADE STANDARD IN THICKNESS AND MATERIAL USED AS IT IS FELT THAT ALL <br />STREETS AT SOME TIME ARE SUBJECT TO EXTREME LOADS AND THE FOUNDATION SHOULD BE <br />ABLE AT ALL TIMES TO GIVE THE PROPER SUPPORT. THE THICKNESS OF THE BAR RUN GRAVEL <br />WHICH WE RECOMMEND AT NINE INCHES IS NOT STATIC AS IT WILL DEPEND ON THE SUB-SOIL <br />CONDITIONS ENCOUNTERED DURING CONSTRUCTION. AT TIMES IT WILL BE NECESSARY TO IN- <br />CREASE THE THICKNESS BECAUSE OF SOFT SPOTS; ALSO THE THICKNESS WILL DECREASE <br />BECAUSE OF SHALE OR ROCK BEING LESS THAN THE STANDARD DEPTH BELOW THE GRADE. You <br />WILL FIND THAT THE ASPHALTIC CONCRETE COATING HAS BEEN STANDARDIZED AT 3-1/2 INCHES. <br />IT HAS LONG BEEN FELT THAT THE DEPTH OF THE COATING COULD BE DECREASED IF A PROPER <br />BASE OR FOUNDATION WAS PLACED. <br /> <br />I <br /> <br />IN A STUDY or THIS TYPE YOU WILL FIND AMONG THE LEADING AUTHORITIES, MANY <br />DISAGREEMENTS AS TO JUST WHAT IS THE BEST SPECIFICATION, AND THE PROBLEM RESOLVES <br />ITSELF INTO ONE THAT IS DETERMINED FROM EXPERIENCE BY LOCAL CONDITIONS.'t <br /> <br />I T WAS MOVED BY MR.
