)I. [-.::~
11 \Y ~, .?

e

I

:1
:1

i

VERY POSSIBLY APPROXIMAT!N~$IO,OOO; THAT THERE WAS DEVELOPING A fURTHER POSSIBILITY THAT
THE TYPE Of CONSTRUCTION.WE PROPOSED NOT BE SATISFACTORY, WITH THE NEED FOR HIGHER
INITIAL COSTS --- ~E BEGAN~TO HAVE DOUBTS: AFTER ALL, THESE WERE ONLY A FEW OF THE
FORESEEABLE DIFFICULTIES.

. ~ WE COULD NOT'~SCAPE THE FEELING THAT THE CITY WAS ASKING QUITE A LOT AND OFFERINA
VERY LITTLE; THAT RATHER THAN BEING ENCOURAGED IN THE UNDERTAKING; WE WERE FEELING
DI ~COURAGED; THAT SOMEHOW, SOME PART OF THE I NVESTMENT BE I NG ABANDONED BY PRI VATE F.L;YE.RS
AT THE AIRPARK MIGHT HAVE BEEN SALVAGEO rOR THEIR USE AT MAHLON SWEET FIELO; THAT fOR A
YEAR AND A HALf SINCE THE DECISION TO ABANDON THE AIRPARK WAS MADE, AND WITH BARELY A
MONTH UNTIL ITS ACTUAL CLOSING, THE CITY Of EUGENE HAD MADE NO CONSTRUCTIVE EffORT TO
INSTALL ANY NEW FACILITIES WHATEVER FOR THE USE Of NON-COMMERCIAL AIRCRAFT OTHER THAN TO
ASK FOR THE INVESTMENT OF PRIVATE CAPITAL FOR THIS PURPOSE.

e

CONSEQUENTLY, WE HAVE BECOME CONVINCED THAT WE HAVE HAD THE WRONG APPROACH TO THE
PROBLEM, THAT OUR RESOURCES ARE FAR TOO liMITED FOR WHAT THE CI~Y HAS'IN MIND; THAT IN
TRUTH WE HAVE NO PLAN THAT WOULD BE ADEQUATE FOR THIS CIVIC DEVELOPMENT.

WE ARE CONCERNED, NATURALLY, OVER THE PROB~BLE LIQUIDATION OF OUR BUSINESS AND THE
LOSS OF THE HIGHEY SKILLED SERVICE OPERATION WHICH WE HAVE DEVELOPED OVER A PERIOD OF
YEARS. I f THERE WERE ,ANY WAY OF CONTI NUl NG I T UNDER TERMS LESS CONF'I SCATORY, AND WI TH AN
INVESTMENT THAT IS WITHIN OUR MEANS, WE WOULD BE MOST ANXIOUS TO DO SO."

I

4

PROPOSAL SUBMITTED BY ~HARLES E. BERG

.
nTHIS LETTER IS WRITTEN IN THE fORM OF AN URGENT REQUEST THAT THE CITY OF EUGENE
RECONSIDER IT'S PRESENT PLAN OF ACTION AS STATED LAST MONDAY NIGHT, MAY 14TH, CONCERNING
THE LEASE OR FRANCHUE .r0.F!. A F:I XED BASE OPERATOR.

IT IS MY FEELING THAT~THE CITY OF EUGENE SHOULD BUILD AND OWN THE SHOP FACILITIES,
READY ROOM, OFFICES AND CLASSROOMS NECESSARY AT MAHLON SWEET F'IELD~ THESE FACILITIES
THEN COULD BE LEASED TO INTERESTED PARTIES WHO ARE APPROVED BY THE C.A.A. AS A CERTIFIED
FLIGHT SCHOOL AND THE AIRCRAFT REPAIR AND FUELING FACiliTIES COULD BE LEASED BY ONE OF
THE SCHOOLS OR A PRIVATE INDIVIDUAL. THESE SHORTER TERM LEASES NOT TO BE EXCLUSIVE
INASMUCH AS FLIGHT SCHOOLS AND CHARTER FLYING TOGETHER WITH AIRCRAFT SALES SHGULp BE
COMPETI.TIVE, WHICH AFTER ALLIS THE AMERICAN WAY OF LIFE.

IN REFERENCE TO THE CITY OF EUGENE BUILDING THE FACILITIES, I SINCERELY BELIEVE T~~T
THE C.I TV: COULD. RE5=OVER I TS COST I N 10 OR 12 Y~ARS WI TH THE RENTAL I N,COME' AND AT THE SAME
- TlME,WOULD B.E DOI-NG SOMETHING FOR THE PRIVATE FLIERS WITH A VERY SMALL PORTION OF THE GROSS
MONEY REC~I'ED FROM THE SALE OF T~E EUGENE AIRPARK~

GENTLEMEN THIS LETTER IS WRITTEN WITH THE FULL UNDERSTANDIRG THAT THE TIME ELEMENT
IS GROWING SHORT AND THAT SPEEDY ACTION HAS BEEN URGED UeDN YOU AND THE APPLICANTS BY THE
AIRPORT COMMITTEE HEAD. t.

I

YOUR SUGGESTED PLAN TO GIVE ONE OPERATOR THE EXCLUSIVE RIGHTS TO AN .APPROVED AIRPORT
SERVING AN AREA OF THIS. SIZE AND POPULATION FOR A PERIOD OF 10 YEARS RENT FREE IS NOT
SOMETHING TO BE RUSHED INTO REGARDLESS OF ANY SO CALLED DEADLINE. WOULDN'T IT BE GOOD
BUSINESS. PROCEDURE TO AT. LEAST ~HECK WITH LEIGH FISHER AND ASSOCIATES AS TO THEIR OPINION
- ON THIS MATT_ER7

e

AT THE PRESENT. TIME, THE CORPO~AT~ BUSINESS FLEET-LOGS A MILLION HOURS MORE PER YEAR
THAN DO OUR DOMESTIC' AI RLI NES AND NO ONE KNOWS WHERE THE. UL T,I MATE OF THIiS. AVI ATI ON BUSINESS
WilL LEAD. CONCEPT OF THE AIR AGE IN THE NEXT TEN YEARS IS SOMETHING WHICH MUST BE
CONSIDERED VERY CAREFULLY."

IT W~S MOVED BY MR.' BOOYH, ~ECONDED BY MR. OwEN, THAT THIS MATTER BE RETURNED. TO. THE CITY
MANAGER, CITY ATTORNEY, AND JHE'~IRPORT COMMITTEE; THAT THE CITY MANAGER AND THE CITY ATTORNEY BE
DIRECTED TO MEET WITH POTENTJAL lEASEES (FIXED BASE OPERATORS) TO NEGOTIATE A LEASE'FOR SUCH
OPERATORS AND THAT THE CITY MANAGER SHOULD REPORT BACK TO THE COUNCIL WITH A CONCRETE RECOMMENDA-
TION FOR THEIR"A~PROVA~'OR DISAPPROVAL. MOTION CA~RIED.

UPON, MOTION DULY MADE, SECONDED AND CARRIED, THE MEETING WAS . ADJOURNED SUBJECT TO CA,LL.
~ESPECTF'ULLY SUBM,TTED,
~~~.
ROBERT A. fl NLAYSO '
CI TV MANAGER.
I RAF:EB
-;:
"
e
~
