THE MEETING WAS <br />CALLED TO ORDER .BY HIS HONOR, MAYOR J. J. MCGINTY, WITH THE FOLLOWING COUNCILMEN PRESENT: <br />MR. WATSON, MR. SHEARER, MR. HARTMAN, MR. SHISLER, MR. EDMUNDS, MRS. lAURIS, MR. BRIGGS AND <br />MR. II NDHN. <br /> <br />r THE MINUTES OF THE LAST' REGULAR MEETI.NG HELD ON JANUARY 14, 1957 WERE READ AND APPROVED. <br /> <br />REPORTS OF OFFICERS <br /> <br />A REPORT FROM THE CITY MANAGER - RE: IMPROVEMENT PROJECTS, ETC., WAS SUBMITTED AND READ <br />AS FOLLOWS: <br /> <br />e <br /> <br />"THE YEAR OF 1956 WAS PROBABLY ONE OF THE BUSIEST YEARS'THE CITY HAS EVER EX- <br />PERIENCED. BELOW I AM ENUMERATING SOME OF THE HIGHLIGHTS WHICH, IN REALITY, ARE <br />CAPITAL IMPROVEMENTS THAT WERE ACCOMPLISHED AND NO CONSIDERATION HAS BEEN GIVEN <br />TO THE VAST AMOUNT OF MAINTENANCE WORK NECESSARY DAY TO DAY TO KEEP THE CITY <br />RUNNI NG. <br /> <br />I <br /> <br />ON EACH OF YOUR DESKS YOU WILL FIND 'A COpy OF THE L956 ANNUAL REPORTS FOR <br />THE POLICE AND fiRE DEPARTMENTS. THESE REPORTS ARE GIVEN TO YOU FOR READING AT <br />YOUR LEISURE.' EACH REPORT TELLS THE POLICE AND FIRE STORY FOR THE YEAR, AND A <br />CAREFUL STUDY WILL SHOW THAT THE YEAR WAS A BUSY ONE. THE CITY'S LAST TRAFFIC <br />FATALITY WAS ON JANUARY 23, 1956, AND AS OF TODAY WE HAVE GONE SLIGHTLY OVER A <br />YEAR WITHOUT ANOTHER. AGAIN I AM PROUD TO ANNOUNCE THAT THE FIRE DEPARTMENT HAS <br />FOR EIGHT CONSECUTIVE YEARS WON FIRST PLACE STATEWISE IN THE CONTEST FOR THE <br />PREVENTION OF FIRES. <br /> <br />A COMPARISON OF THE BUILDING PERMITS SHOW THAT 1956 WAS THE SECOND LARGEST <br />BUILDING YEAR ON :RECORD. THE TOTAL VALUE OF BUILDING PERMITS FOR THE YEAR <br />AMOUNTED TO $8,390,067.40 AS COMPARED WITH $4,571,654.00 FOR 1955. THE YEAR <br />1950 WAS THE LARGEST IN THE CITY AND.AMOUNTED TO $351,000.00 MORE THAN lAST YEAR. <br /> <br />THE PUBLIC WORKS DEPARTMENT IS ALSO IN LINE FOR.CONGRATUL.;ATl.ONS AS THEIR <br />PROGRAM WAS THE LARGEST 'IN THE HrSTORY OF THE DEPARTMENT. A FULL REPORT IS ALSO. <br />ON YOUR DESK TO BE READ AT YOUR LEISURE. SOME OF THE HIGHLIGHTS OF THEIR PROGRAM <br />ARE PLACING ONDER CONTRACT AND SUPERVISION OF THE CONSTRUCT~ON OF 8.25 MILES OF <br />PAVED STREETS WITH CURB AND GUTTER, 8.13 MILES OF SANITARY SEWER, 3.4 M~LES OF <br />STORM SEWER AND 2.23 MILES OF SIDEWALKS. OTHER PROJECTS WHICH TOOK MUCH OF THEIR <br />TIME 'WERE THE MILLRACE~ AMAZON CREEK' AND $360iOOOIM~ROVEMENT PROJECT AT THE <br />MANLON-SWEET AIRPORT. <br /> <br />I <br /> <br />THE PARK DEPARTMENT WAS ALSO BUSY. BEStDES MAINTAINING THE PARKS AND KEEP- <br />ING THEM READY FOR PUBLICC USE, THEY PREPARED'DETAILED' PLANS AND SPtCIFICATIONS <br />FOR THREE 'IRRIGATION SYSTEMS, FIVE BACKSTOPS, FIVE BALL FIELDS, TWO ANrMAL <br />SHELTERS AND SUPERVISED THE CONSTRUCTION OF THESE PROJECTS. ALSO THEY PLANTED <br />320 TREES, 300 SHRUBS, .LANDSCAPED AND PLANTED TEN ACRES IN FIRST CLASS LAWN AND <br />INSTALLED 2000 FEET OF FENCE. <br /> <br />THE OTHER -DEPARTMENTS WHICH EXPERIENCED AN-INCREASE IN WORK WERE THE HEALTH <br />DEPARTMENT (MEAT AND MILK INSPECTION), CITY PLANNERS, MUNICIPAL COURT AND TRAFFIC: <br />DEPARTMENT. <br /> <br />e <br /> <br />To ACCOMPLISH: THE ABOVE WORK IT WAS NECESSARY TO PREPARE AND PASS 235 ORDI- <br />NANCES AND MANY RESOLUTIONS WHICH KEPT THE lEGAL-DEPARTMENT' BUSY; ALSO:THE FINANCE <br />DEPARTMtNT TO SEE .THAT THERE WAS ALWAYS MONEY IN THE CITY TREASURY TO MEET ESTI- <br />MATES AND THE PAYROLL. THIS WORK COULD NOT HAVE BEEN ACCOMPLISHED IF IT WERE NOT <br />FOR THE WORK AND THE LARGE AMOUNT OF TIME GIVEN BY THE MAYOR AND THE COUNCIL, AND <br />IT REQUIRED 27 COUNCIL MEETINGS AND 77 COMMITTEE MEETINGS WHICH WOULD AVERAGE TWO <br />MEETINGS A WEEK FOR EVERY WEEK OF THE YEAR. I AM SURE THE MAYOR AND THE COUNCIL <br />WILL JOIN WITH ME IN CONGRATULATING THE DEPARTMENT HEADS AND THE EMPLOYEES IN <br />EACH DEPARTMENT"FOR THE ACCOMPLtSHMENT OF THE WORK PERFORMED." <br /> <br />ALSO ON EACH.OFYOUR DESKS,YOU WILL F'I NO A COpy OF THE 4TH ANNUAL REPORT .OF <br />THE lANE COUNTY MOSQUITO CONTROL PROGRAM, A WALLET SIZE GARD SHOWING THE COUNCIL <br />COMMITTEES AND A DIRECTORY OF CITY COUNCILMEN AND COMMITTEES FOR YOUR DESK." <br /> <br />I <br /> <br />IT WAS MOVED BY MR.
