The motion died for <br /> lack of a second. <br /> <br />SB 847 <br /> <br />Mr. Cushman said the bill would reactivate a tax exemption now used in Portland. It was not currently <br />employed in Eugene. Mr. Weinman indicated the bill neither helped nor harmed Eugene. <br /> <br />Ms. Bettman suggested the bill might be of assistance to Eugene in offering more low-income opportunities, <br />particularly for condominiums. <br /> <br /> Ms. Bettman, seconded by Mr. Papd, moved to change the status of the bill to Priority 3, <br /> Support. The motion passed unanimously. <br /> <br />Responding to a question from Mr. Papd, Mr. Heuser indicated his belief that Eugene could take advantage <br />of the tax exemption in question. <br /> <br />SB 890 <br /> <br />Responding to a question from Mr. Papd, Mr. Hill indicated the bill established a clean energy facility tax <br />credit for businesses engaged in research and development. He had recommended opposition because he did <br />not think the bill would be effective in incurring significant investment in alternative energies, although it <br />would reward the investment. <br /> <br />Mr. Heuser said the bill had a hearing but nothing had happened for some times. He believed it was <br />possible the bill would die by April 8. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the status of the bill to Neutral. <br /> The motion passed unanimously. <br /> <br />SB 837 <br /> <br />The committee considered SB 837, held over from the previous week for more information. Ms. Daut <br />reviewed the bill, saying it created a new category of self-insurance for pools of three or more public bodies. <br />She said some school districts in eastern Oregon had become involved in a pool set up by an agent in <br />Washington, and it had no financial backing. The bill was introduced at the request of the special districts <br />association to address what the association perceived as abuses. The bill had no impact on Eugene. <br /> <br />6. Reconsideration of liB 2390 <br /> <br />The committee reconsidered HB 2390. Mr. Cushman reviewed the elements of liB 2390, asking that the <br />CCIGR take a neutral position on the bill and allow the staff to seek amendments as outlined in a memoran- <br />dum to the committee from Chief Bob Lehner.
