The motion passed unanimously. <br /> <br />The committee discussed some bills held over. <br /> <br />HB 2840 <br /> <br />Mr. Cushman noted the staff recommendation to support the bill with amendments. There was no objection. <br /> <br />HB 2389 <br /> <br />Mr. Heuser said he discussed the bill with Representative Paul Holvey, who indicated the bill would be <br />redrafted to allow rural residents to form their own library districts. The bill would not benefit those who <br />lived inside an urban growth boundary. Ms. Bettman asked that staff continue to monitor the bill, as it also <br />appeared to allow for overlapping service districts. The committee agreed to hold the bill over to the next <br />meeting. <br /> <br />7. City Hall Day <br /> <br />Mr. Heuser indicated that he had secured appointments with members of the Lane County legislative <br />delegation for the committee. He said the City needed to demonstrate its opposition to the telecommunica- <br />tions bill, which was a gross violation of local authority. He suggested a general discussion of district <br />formation might be useful as well, and if time allowed, discussion of the toxics program could also occur. <br />He indicated he would prepare a list of topics as well as bullet points for committee members. <br /> <br />8. Salem Report <br /> <br />Mr. Heuser said the freight ronte bill may be dead.
