REQUEST FOR LOADING ZONE IN fRONT OF IOOf BUILDING - IT WAS EXPLAINED THAT <br />MR. JAMES'A. REYNOLDS, NOBLE GRAND OF THE IOOf, HAD REQUESTED THAT A LOADING <br />ZONE BE ESTABLISHED IN FRONT OF THEIR BUILDING AT BROADWAY AND OAK STREET. IT <br />WAS EXPLAINED THAT THERE ARE FOURTEEN OFFICES IN THE BUILDING OF WHICH APPROXI- <br />MATELY NINE ARE CURRENTLY RENTED, AND THE TENANTS OF THESE OFFICES HAVE REASON <br />TO NEED SPACE FOR LOADING AN~ UNLOADING OF SUPPLIES AND OTHER MATERIALS.COMING <br />TO AND FROM THEIR OFFICES. IT WAS FURTHER EXPLAINED THAT IN APRIL OF 1956 THE <br />LOADING ZONE HAD BEEN REMOVED BECAUSE IT WAS NOT FE~T THAT THERE WAS SUFFICIENT <br />USAGE OF THE ZONE TO~JUSTIFY ITS CONTINUED EXISTENCE. THE TRAFF~C ENGINEER DID <br />NOT RECOMMEND THAT A LOADING ZONE BE RE-ESTABLISHED, BUT DID RECOMMEND T~T <br />METER No. 505 ON OAK STREET AND METER No. 540 ON BROADWAY BE CHANGED FROM 60- <br />MINUTE NICKEL/DIME TO 24-MINUTE;PENNY/NII:CKEL/DIME TO ALLOW FORA LIMITED TIME <br />PARKING AREA AND A GREATER TURNOVER OF VEHICLES SO THAT THE BUSINESS OffiCES <br />IN THE IOOf BUILDING MIGHT BE BETTER SERVED. IT WAS RECOMMENDED THAT THE RE- <br />COMMENDATION OF THE TRAfFIC ENGINEER BE APPROVED. <br /> <br />e <br /> <br />, <br />Ii <br /> <br />3. DISCUSSION REGARDING TURN LANES AT 18TH AVENUE AND WILLAMETTE STREET - THE <br />TRAFFIC ENGINEER EXPLAINED TH~T TH~ INT~RSECTrO~ OF 18TH AVENUE AND W,LLAMETTE <br />STREET HAD BECOME. ONE OF THE. Mosi C6NGESTED:TR~Frl~ (OCATIONS 'IN THE CITY ~T <br />PEAK HOUR TRAFFIC FLOW. TIMES. HE ALSO, 'NDICATED THAT A CONSIDERABLE PORTION <br />OF THIS CONGESTION WAS CAUSED BY; THE HEAVY LEFT TURN MOVEMENT FROM W,LLAMETTE <br />STREET ONTO 18TH AVENUE.: IT WA,S.INDICATED, THAT. A STUDY OF THE INTERSECTION <br />HAD BEEN MADE AND THAT IT HAD BEEN FOUND THAT BY INSTALLING ANOTHER LANE OF <br />TRAFFIC FOR LEFT TURN MOVEMENT, THE CAPACITY OF THE INTERSECTION COULD B~ IN~ <br />CREASED AND THE MOVEMENT OF TRAFFIC MADE MORE SMOOTHLY THROUGH THE INTERSEC- <br />TION. THIS IS ESPECIALLY TRUE WITH RESPECT TO LEfT TURN MOVEMENTS. THE PRO- <br />POSAL AS RECOMMENDED BY THE TRAFFIC ENGINEER ",OULD ALLOW FOUR. LANES OF TRAFFIC <br />ON WILLAMETTE STREET AT THIS INTER~ECTION -,A RIGHT TURN LANE, A. THROUGH LANE, <br />A LEFT TURN LANE AND A THROUGH LANE FOR OPPOSING TRAFFIC. IT WAS ALSO EXPLAINED <br />THAT THESE LANES ~A~ICALLY WILL BE 9~1/2 FE~T WID~ PROV~DING SUFFICIENT CLEAR~ <br />ANCE FOR PASSENGER CARS BUT WILL ALLOW SOMEWHAT LIMITED SPACE FOR. THE.,OPE~AT~ON <br />OF TRUCKS AND BUSSES. IN ORDER TO ACCOMPLISH THE INSTALLATION OF THE TURNING <br />LANES, SOME PARKING WILL OF. NECESSITY HAVE T9 BE REMOVED FROM BOTH SIDES OF <br />WILL~METTE STRE~r AND BOTH SIDES OF 18TH AVE~UE. THE. TRAFFIC ENGINEER INDI- <br />CATED THAT THE FOLLOWJNG PARKING REMOVAL IS.
