<br />3. DISCUSSION CONCERNING POSSIBLE CITY PARTIā¬IPATION IN THE FEDERAL HIGHWAY PROGRAM -
<br />IT WAS EXPLAINED THAT THE CITY OF EUGENE MAY HAVE POTENTIAL PROJECTS FOR WHICH
<br />FEDERAL HIGHWAY PROGRAM FUNDS MIGHT BE MADE AVAILABLE. IN ORDER TO PARTICIPATE
<br />I N THE PROGRAM, THOSE STREETS WH I CH APPEAR TO. ,B,E ,EL I G I BLE FOR SUCH FUNDS MUST BE
<br />DECLARED AS A PART OF THE 'FEDERAL AID URBAN SYSTEM BY THE OREGON STATE HIGHWAY
<br />COMMISSION SUBJECT TO REVIEW BY THE BUREAU OF PUBLIC ROADS. NEW LEGISLATION
<br />HAS AUTHORIZED NEW FUNDS AND THE FEDERAL GOVERNMENT WILL APPORTION ADDITIONAL

<br />FUNDS PREVIOUSLY AUTHORIZED BUT AT AN EARLIER TIME THAN THEY WOULD HAVE PREVIOUSLY

<br />AVENUE TO THE FERRY STREET BRIDGE VIA AMAZON PARK AND THE PEARL-HIGH ONE-WAY
<br />COUPLET FROM THE EAST CITY LIMITS TO THE NORTH CITY LIMITSj (B) THE'JEFFERSON-
<br />WASHINGTON ONE-WAY COUPLET FROM 7TH AVENUE TO THE WILLAMETTE RIVER INCLUDING
<br />OVERPASSES OVER THE.SOUTHERNPACIf'lC RAILROADj (C) POSSIBLE 11TH-13TH AVENUE
<br />ONE-WAY COUPLET_ WItH, 11TH AVENUE RUNNING FROM POLK STREET TO FRANKLIN BOULEVARD
<br />AND 13TH AVENUE RUNNING FROM ITS JUNCTION,WITH WEST 11TH AVENUE APPROXIMATELY

<br />IF SUCH, FEDERAL AID URBAN CLASSIFICATIONS CAN BE OBTAINED FOR THESE PROJECTS,
<br />THE FEDERAL GOVERNMENT WOULD FINANCE 70% OF THE COST AND WOULD LOAN AN ADDI-
<br />TIONAL20% OF THE COST,W1TH SUCH LOAN TO BE REPAID BY 1962. THIS MEANS THAT
<br />THE CITY AT THIS TIME COULD CONSTRUCT SUCH PROJECTS AT 10% OF THEIR COST AND
<br />BY 1962 PAY AN ADDITIONAL 20% OF THEIR COST.

<br />SINCE FUNDS HAVE ONLY RECENTLY BECOME ,AVAILABLE AND SINC~ APPLICATIONS MUST
<br />BE MADE THROUGH THE OREGON STATE HIGHWAY COMMISSION AND APPROVED BY THE BUREAU
<br />OF PUBLIC ROADS BEFORE ANY FUNDS ICAN BE COMMITTED, THE AUTHORIZATION OF THE
<br />PROJECTS BY THE COUNCIL IS NECESSARY. THE CURRENT APPROPRIATION OF FUNDS BY
<br />THE FEDERAL GOVERNMENT HAS BEEN DONE AS AN EMERGENCY MEASURE ,TO AID THE ECONOMIC
<br />CLIMATE OF THE COUNTRY, AND TO MEET THE RE~UIRtMENTS PROJECTS MUST BE UNciER CON-
<br />TRACT NOT LATER THAN DECEMBER 15, 1958.' WITH THESE THOUGHT.S IN MIND IT WAS
<br />FELT THAT THE MATTER IS URGENT AND REQUIRES IMMEDIATE CONSIDERATION. ITWAS
<br />ALSO EXPLAINED THAT THE AUTHORIZATION DOES NOT COMMIT THE CITY IN ANY SPECIFIC
<br />PROGRAM OR ANY SPECIFIC COMMITMENT Of FUNDS. WITH THE ABOVE IN MIN THE ~OM-
<br />MITTEE RECOMMENDED THAT THE CITY ADMINISTRATION MOVE AHEAD TO QUALIFY AND TO
