This plan is required by the <br />Federal Department of Housing and Urban Development (HUD). It guides the use of HUD grant <br />programs over the next five years, including the Community Development Block Grant (CDBG) <br />Program, HOME Investment Partnerships Program (HOME), and the American Dream Downpayment <br />Initiative (ADDI) program. <br /> <br />BACKGROUND <br />The HUD Consolidated Plan 2005 describes needs and sets goals for housing and community <br />development activities and is prepared jointly by the cities of Eugene and Springfield in collaboration <br />with Lane County. HUD regulations establish the content of a Consolidated Plan. There are three major <br />parts of the plan: 1) a housing and homeless needs assessment, 2) a housing market analysis, and 3) a <br />set of long-term objectives and outcomes to address priority needs in the plan. Every spring, the City <br />Council approves funding allocations for the three Federal grant programs for the upcoming fiscal year <br />starting on July 1. These annual funding allocations, called One-Year Action Plans, are prepared in the <br />context of the five-year Consolidated Plan. The CDBG Advisory Committee advises the Planning and <br />Development Department on the use of CDBG funds and the Housing Policy Board (HPB) advises the <br />City Council on the use of HOME/ADDI funds. <br /> <br />HUD requires communities to consult with other agencies providing housing and encourage citizen <br />participation in the development of the plan. <br /> <br /> · The Cities of Eugene and Springfield had the unique opportunity to collaborate with the United <br /> Way of Lane County in its most recent Community Needs and Assets Study. The data generated <br /> served as an important planning tool for policy makers, government leaders, and those who invest <br /> in and provide local services. The survey methodology and findings were presented with a <br /> special concentration on some areas of highest needs in our community such as medical care, <br /> housing, and the needs of the working poor. <br /> <br /> L:\CMO\2005 Council Agendas\M050509\S0505092D.doc <br /> <br /> <br />
