· The cities sent written surveys to over 59 local social service and housing agencies to identify <br /> current and future housing and community development needs and set priorities. <br /> <br /> · The cities conducted a public hearing in January 2005 at the Housing and Community Services <br /> Agency (HACSA) Fairview Center community room to solicit input from low-income housing <br /> residents and the general community. <br /> <br /> · Citizen advisory groups in both cities were involved in reviewing input and formulating <br /> objectives set in the Consolidated Plan. <br /> <br /> · The cities sponsored an information and goal-setting session. In advance of the event, they <br /> invited children living in the affordable housing complexes to submit art to be used for the covers <br /> of the upcoming Consolidated Plan and subsequent One-Year Action Plans. The entries were <br /> featured at the information and goal-setting session which was held in a storefront in downtown <br /> Eugene during the monthly First Friday Art Walk in March. The event provided a relaxed <br /> atmosphere for residents to express their views on the needs of the community. <br /> <br /> · A 30-day public comment period was held and several public hearings were conducted by citizen <br /> groups (including the HPB, CDBG Advisory Committee, Springfield Community Development <br /> Advisory Committee [CDAC], and the Springfield City Council) during April and May 2005 on <br /> the draft Consolidated Plan. The Springfield City Council adopted the plan on May 2, 2005. <br /> <br />The plan identifies what Eugene and Springfield propose to accomplish by 2010 to address housing and <br />community development needs. Data from the 2000 Census was used in preparing and updating the <br />community profile and housing market analysis sections. The data suggested that the City maintain the <br />major affordable housing goals and program areas in the current Consolidated Plan 2000: affordable <br />housing for families with children and low-income homeownership with an increased emphasis on <br />minority homeownership and the consideration of a security deposit program. Community development <br />goals and program areas are also maintained; although as a change in funding strategy for the CDBG <br />program, allocations between the priority program area will be fluid over the five-year period. This will <br />allow flexibility for larger projects in a given year and options for an emerging priority or focused effort <br />to be funded, if necessary. The importance of expending funds in a timely manner remains a key factor <br />in determining CDBG allocations.
