COUNCIL OPTIONS <br />The adoption of a Consolidated Plan is necessary to receive Federal HUD funds in 2005-06. The five- <br />year Consolidated Plan can be amended at any time after completing a citizen participation process. The <br />amendment process involves advertising the proposed change for a 30-day written comment period, <br />conducting a public hearing, and receiving City Council approval. Although, the plan contents are <br />intended to be as inclusive as possible, new priorities may arise over the next five years. The Bush <br />administration is proposing to eliminate the CDBG program and fold the funding into a new <br />Strengthening America's Communities Initiative block grant. The outcome and impact of this proposal, <br />if any, would affect the 2006-07 City budget. Goals set in the Consolidated Plan would need to be <br />amended at that time. However, at this time, funding for the HOME Program is proposed to continue. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends adoption of the HUD five-year Consolidated Plan 2005. <br /> <br />SUGGESTED MOTION <br />Move to adopt Resolution 4834 approving the Eugene-Springfield Five Year Consolidated Plan for <br />Housing and Community Development for submission to the Federal Department of Housing and Urban <br />Development (HUD). <br /> <br />ATTACHMENTS <br />A.
