REQUESTING A LOCATION AT MAHLON-SWEET AIRPORT TO BUILD AND
ESTABLISH A COMPLETE AIRCRAFT BUSINESS WAS READ TO THE COMMITTEE. IT WAS:
ALSO EXPLAINED THAT AT THE PRESENT TIME THE CITY OF EUGENE HAS A LEASE WITH
GREEN fLYING SERVICE IN WHICH GREEN fLYING SERVICE IS GRANTED AN EXCLUSIVE
LEASE ON MAHLON-SWEET AIRPORT FOR. THE OPERATION. OF .ITEMS EQUIVALENT TO THAT
REQUESTED BY EMERALD A I RCRAF'T 'SAlES. FURTHERMORE, THE. CITY OF EUGENE HAS A
NUMBER OF AGREEMENTS WITH THE CIVILAERONAUTlCS'AOMINISTRATION WHICH AGREE-'
MENTS INDICATE THAT THE CITY WILL NOT GR~NT ANY EXCLUSIVE LEASE AT MAHLON-
SWEET AIRPORT SINCE FEDERAL FUNDS HAVE BEEN PROVIDED FOR THE AIRPORT.

j
11

MR. LEO QUALLS OF" EMERALD AIRCRAFT SALES SPOKE, INDICATED THAT AVIATION IS
A RAPIDLY GROWING BUSINESS IN THIS AREA SINCE A NUMBER OF PEOPLE IN LANE
COUNTY ARE AIR MINDED AND THAT THE ADDITION OF AN OPERATION SUCH AS THEY
REQUEST WOULD BRING AN INCREASING NUMBER OF PEOPLE TO THIS AREA WHO ARE
CURRENTLY fLYING OVER DUE TO THEIR BELIEF' THERE ARE INADEQUATE F"ACILITIES.
HE FURTHER STATED THAT A NUMBER OF CITIES HAVE THREE OR F"OUR OPERATORS
lOCATE~ ON THE fiELD. IN THE DISCUSSION IT WAS INDICATED THAT THE PRIVATE
AIRPORT AT SPRINGFIELD IS OPERATED IN AN AGRESSIVE.BUSINESSLIKE MANNER BY
AN OPERATOR WHO ATTEMPTS TO PROVIDE SERVICE IN ALL WAYS AND THAT A LARGE
MAJORITy OF THE AIRCRAFT BUSINESS IN LANE. COUNTY IS HANDLED fROM THIS AIRPORT.

AFTER SOME DISCUSSI~N 'THE COMMITTEE RECOMMENDED THAT AN EXAMINATION OF
EXISTtNG CONTRACTS WITH GREEN fLYING SERVICE AND THE PROVISIONS OF THE
GRANTS MADE BY THE CAA BE INVESTIGATED AND THAT THE CITY MANAGER REPORT
BACK HIS RECOMMENDATION fOR THE SOLVING OF" THIS PROBLEM.

IT WAS MOVED BY MR.
