ONE-WAY. STREETS IN CONGESTED <br />BUSINESS AREAS HAVE PROVEN TO BE MORE EFFICIENT, LESS HAZARDOUS, AND LESS COSTLY <br />THAN STREET WIDENING TO MAINTAIN TWO-WAY TRAfFIC. To W1DEN EAST 11TH TO FOUR <br />LANES OF TWO WAY TRAffiC WOULD DESTROY ALL THE STREET TREES, AND WITHOUT ACQUISI- <br />TION Of COSTLY RIGHT-Of-WAY, LIMIT IMPROVEMENTS TO 2 PARKING LANES OF e-FEET EACH, <br />FOUR (SUB~STANDARD) 10-FT DRIVING LANES, AND TWO (SUB-STANDARD) 5-FOOT COMMERCIAL <br />SIDEWALKS. To ALLOW LEFT TURNS WOULD BE TO NULLIFY TWO OF THE MOVING TRAFFIC <br />LANES. FOUR LANES OF TWO-WAY TRAFFIC IN A BUSINESS AREA ADDS TO CONFLICTS AND, <br />HAZARDS FOR PEDESTRIAN. MOVEMENT. <br /> <br />THE ADOPTION OF I.ITH-13TH AS A I..WAY COUPLET WOULD ,NOT ONLY SOLVE THE TRAfFIC, <br />PROBLEM EAST OF WILLAMETTE, BUT WOULD ALSO EXPEDITE TRAfFIC FLOW ON THE WEST <br />SIDE OF TOWN. DURING THE PAST NINE YEARS, THE WEST SIDE GROWTH HAS CREATED <br />PROBLEMS WEST OF WILLAMETTE STREET EQUAL TO THOSE ON THE EAST SIDE OF THE CITY. <br />THIS SITUATION WILL BECOME MORE DIFFICULT WITH THE COMPLETION OF ROUTE "F" TO <br />FLORENCE. IT IS ALSO BELIEVED THAT THE CREATION OF IIT~ AND 13TH AS I-WAY <br />STREETS WILL ATTRACT TRAFfIC THAT IS NOW USING 6TH AND 7,TH, THEREBY AIDING IN <br />SOLVING ANOTHER DIFFICULT TRAFFIC PROBLEM. <br /> <br />e <br /> <br />THE COST OF CONVERT I NG II TH AND 13TH: IS ,RELAT I VEL Y SMALL AND SHOULD SERVE FOR. <br />MANY YEARS, ~N A TRIAL BASIS, BEFORE COSTLY TRANSITION ROUTES ARE CONSTRUCTED-, <br />AT THE EAST AND WEST ENDS TO SIMPLIFY TURNING MOVEMENTS ON 11TH TO AND FROM <br />13TH AVENUE. <br /> <br />I <br /> <br />DEFI C I ENC I ES <br />11TH AVE-13TH AVE,AS A'ONE-WAY COUPLET IS NOT AN IDEAL ANSWER, BUT IS, BELIEVED <br />TO BE THE BEST OF SEVERAL POSSIBLE SOLUTIONS UNDER PRESENT CONDITIONS. IT IS <br />RECOGNIZED THAT 11TH AVE FOR WESTBOUND TRAFFIC AND 13TH fOR EASTBOUND TRAFFIC, <br />BREAKS THE PROPER SEQUENCE FOR EAST-WEST STREETS. IT IS THEREFORE RECOMMENDED <br />THAT 10TH AVENUE BE RETURNED TO 2-WAY TRAFF I C TO EXPED.I TE I NTERNAL: FLOW I N THE <br />CENTRAL BUS:,NESS DISTRICT. IDEALLY 12TH AND 13TH SHOULD BECOME THE I-WAY <br />COUPLET, BUT THE COST OF OPENING 12TH AVE FROM OAK TO OLIVE WOULD BE PROHIBITIVE <br />C~NSIDERING OTHER IMPORTANT PROJECTS TO BE ACCOMPL1SHED. <br /> <br />2. THIS ITEM WAS NOT' SPECIFICALLY I:ISTEDIN THE 1950 ROAD PROGRAM, BUT <br />APPEARS AS AN ITEM IN CONNECTION WITH PAVING POLK AND CHAMBERS STREETS. THE <br />WELFARE OF THE AREA DEPENDS UPON AN EARLY ACCOMPLISHMENT OF THIS PROJECT. <br /> <br />DEFICIENCIES <br />THIS PROJECT IN ITSELF WILL NOT SOLVE THE DRAINAGE PROBLEM. ALTHOUGH IT WILL <br />AID MATERIALLY, SEVERE STORM PERIODS WILL STILL EXCEED THE SEWER CAPACITY.
