THE MEETING WAS CAl.LED TO ORDER <br />HIS HONOR MAYOR E. E. CONE WITH THE 'fOLLOWING COUNCILMEN PRESENT: MR. SHEARER, MRS. LAU~IS, <br />MR. LINDEEN, MR. MOLHOLM, MR. MCGAffEY, 'MR. MILTON PETERSON. <br /> <br />THE MINUTES Of THE REGULAR MEETING OF APRIL 13, 1959, AS MAILED TO MEMBERS OF THE COUNCIL, WERE <br />APPROVED~' <br /> <br />INTRODUCTION OF NEW BUSINESS <br /> <br />! <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOYER, CONCERNING THE CLEANUP PROGRA~, THAT THE <br />SUPERINTENDENT OF PARKS &RECREATIO~ BE CHARGED WITH THE RESPONSIBILITY OF 'INSTITUTING A C~EAN UP AND <br />PLANTING Of TWO AREAS ALONG FRANKLIN BOULEVARD - ONE AT APPROXIMATELY THE JUNCTION OF KINCAID STREET, <br />THE MILLRACE AND FRANKLIN BOULEVARD, WHI~H AREA IS OVERGROWN WITH WEEDS, AND THE SECOND APPROXIMATELY <br />THREE BLOCKS EAST Of ~HAT AREA JUST DESCRIBED WHICH IS OVERGROWN WITH BLACKBERRY VINES~ 'MOTION <br />CARRIED. <br /> <br />2 ,; <br /> <br />COUNCILMAN WILSON ALSO SUGGESTED THAT CITIZENS BE URGED TO PLANT TREES INSIDE THE SIDEWALK AREA <br />SO TAHT WHEN THE EXISTI'NG TREES IN THE PARKING STRIP HAVE TO BE REMOVED BY REASON Of AGE"STREET <br />WIDENING, OR OTHER CIRCUMSTJ\NCES, THERE WILL BE NEW TREES IN PLACE. <br /> <br />'. <br />I <br /> <br />COUNCILMAN SHEARER SUGGESTED THAT MEDfORD HAS A STREET TREE PROGRAM IN EXISTENCE,- AND THE MAYOR <br />REQUESTED THE CITY RECORDER TO OBTAIN A REPORT ON MEDFORD'S STREET TREE PROGRAM fOR CONSIDERATION BY <br />THE COUNCIL. <br /> <br />3 <br /> <br />IT WAS MOVED BY MR. LINDEEN SECONDED BY MRS. LAURIS THAT THE COUNCIL LOOK 'INTO THE POSSIBILITY <br />OF GETTING MORE REVENUE FROM THE EUGENE WATER & ELECTRIC BOARD AND THAT THE MATTER BE REfERRED TO <br />COMMITTEE fOR fURTHER STUDY. MR. LINDEEN ADVANCED THE IDEA THAT THE PEOPLE IN THE CITY'ARE STOCK- <br />HOLDERS IN THE COMPANY, BEING EUGENE WATER' & ELECTRIC BOARD, AND SINCE EUGENE WATER & ELECTRIC BOARD <br />SERVES A WIDE AREA, THIS WOULD BE A "MORE fAIR" WAY TO GET ADDITIONAL REVENUES. COUNCILMAN SHEARER <br />SUGGESTED THAT THE EXISTING fEES PAID BY THE EUGENE WATER & ELECTRIC BOARD WERE RECENTLY RENEGOTIATED, <br />AND HE BELIEVES THEY ARE PAYING ABOUT AL~ THAT COULD BE EXPECTED AT THIS TIME; HE fURT~ER POINTED <br />OUT THAT THE EUGENE WATER & El.ECTRIC BOARD PAYS MORE TAXES NOW THAN THEY WOULD If THEY WERE A PRIVATE <br />UTILITY. MOTION CARRIED. <br /> <br />, <br />" <br /> <br />4 IT WAS MOVED BY MR."WILSON' SECONDED BY MR. SHEARER THAT COMMITTEE STUDY THE POSSIBILITY OF <br />CHARGING A "TRANSPORTATION FEE" TO THE EUGENE FRUIT GROWERS ASSOCIATION fOR SEWAGE DISPOSAL SINCE <br />THEY ARE A HEAVY USER OF THE SEWER SYSTEM. IT WAS THE INTENT THAT A REVIEW Of THE CHARGES CURRENTLY <br />BEING MADE BE GIVEN TOWARD POSSIBLE INCREASE IN SUCH CHARGES. 'MOTION CARRIED. <br /> <br />REPORTS OF OFFICERS <br /> <br />5 <br /> <br />A REPORT fROM THE CITY MANAGER - RE: 'IMPROVEMENTS, ETC., WAS SUBMITTED AND READ AS fOLLOWS: <br />I <br /> <br />"THE PUBL I C WORKS DEPARTMENT REPORTS THAT THE MI LLRACE PROJECT IS <br />PRACTICALLY COMPLETE. THE PUMPS HAVE BEEN INSTALLED AND, IN ACCORDANCE <br />WITH A LETTER fROM CORNELL, HOWLAND, HAYES & MERRYFIELD, HAVE BEEN TENTA- <br />TIVELY ACCEPTEDiHOWEVER, fINAL ACCEPTANCE WILL NOT BE POSSIBLE UNTIL THE <br />MILLRACE IS fiLLED TO THE PRESCRIBED LEVEL AND THE PUMPS HAVE BEEN OPERATED <br />UNDER NORMAL OPERATING CONDITIONS. <br /> <br />:1 <br />I <br /> <br />THE CITY ATTORNEY REPORTS THAT THE ABATEMENT OF NUISANCE OF THE REMOVAL' <br />Of THE o~ti AND DELAPIDATED BUILDING AT 1608 EAST 19TH AVENUE HAS BEEN HELD <br />IN ABEYANCE AS IT ISHIS BELIEf THAT HE WIl.L BE ABLE TO HAVE THE OLD BUILDING <br />REMOVED~ITHOUT INVOKING THE CITY CODE. <br /> <br />I <br />.1 <br />" <br /> <br />THE CITY ATTORNEY fURTHER REPORTS THAT IN THE CASE Of THE CITY OF EUGENE <br />VS PAUL W. CAMPBELL REGARDING THE CONDEMNATION Of PROPERTY FOR THE AMAZON <br />PROJECT, A JUDGMENT WAS 'RENDERED I N FAVOR Of PAUL W. CAMPBELL I N THE AMOUNT" <br />OF $24,000.00 PLUS COSTS. THE ORIGINAL TENDER BY THE CITY WAS $2000;00' WHI'CH <br />LEAVES "A BALANCE Of $22,000.00 PLUS COSTS. IT IS MY UNDERSTANDING THAT THIS' <br />CASE CAN BE APPEALED TO A HI~HER COURT IF THE COUNCIL SO DESIRES. <br /> <br />THE CITY HAS RECEIVED $8i421.00 FROM THE FEDERAL GOVERNMENT TO CONDUcT <br />OUR FIRST 'STUDY Of THE CITY'S URBAN RENEWAL PROJECT. THE URBAN RENEWAL <br />DIRECTOR REPORTED ON THE 16TH OF APRIL, AND WE HAVE SET UP AN OffiCE FOR HIM <br />ON THE TH I RD FLOOR I N THE CITY HALL." <br /> <br />IT WAS MOVED BY MR. WILSON SECONDED BY MR. SHEARER THAT THE MATTER OF THE CONDEMNATION SUIT <br />AGAINST PAUL W. CAMPBELL BE REFERRED TO COMMITTEE fOR fURTHER STUDY AND REPORT OF THE CITY ATTORNEY. <br />MOTION CARRIED. <br /> <br />IT WAS MOVED BY MR. SHEARER SECONDED BY MR.
