<br />9TH PLACE fROM CHAMBERS TO GRANT STREET WAS PRESENTED TO THE COMMITTEE. SINCE THE
<br />PETITION CONTAINED SIGNATURES Of A MAJORITY OF THE PROPERTY HOLDERS TO BE ASSESSED,
<br />IT WAS RECOMMENDED THAT 9TH PLACE FROM CHAMBERS TO GRANT STREET BE PAVED AND THE
<br />NECESSARY ORDINANCES INITIATING THE PROJECT BE PASSED.

<br />TO BE ASSESSED FOR PAVING, SANITARY SEWERS AND STORM SEWERS ON 38TH AVENUE FOR A
<br />DISTANCE Of 765' TO THE WEST OF WILLAMETTE STREET WAS PRESENTED TO THE COMMITTEE.
<br />A MRS. :JONES APPEARED BEFORE THE COMMITTEE, STATED SHE REPRESENTED HER MOTHER
<br />WHO IS A PROPERTY HOLDER AT APPROXIMATELY THE PROPOSED END Of THE STREET AND wHO
<br />IS OPPOSED TO SUCH STREET PAVING BECAUSE IT WOULD CREATE A DEAD END STREET WHICH
<br />IS UNDESIRABLE IN HER OPINION fOR A NUMBER Of REASONS. IT WAS STATED THAT If 38TH

<br />3. REQUEST BY THE COMMON COUNCIL TO HAVE MR. PRICE OF THE EUGENE WATER & ELECTRIC
<br />BOARD AND DR. OSTERUD, HEALTH OFFICER, APPEAR BEFORE THE COMMITTEE TO DISCUSS
<br />WATER - DR. O~TERUD, HEALTH OfFICER, BEGAN THE PRESENTATION CONCERNING THE
<br />C,TY'S WATER SUPPLY AND, ON QUESTIONS BY COUNCILMAN WILSON, AGREED THAT HEPA-
<br />TITIS IS CAUSED BY A VIRUS, THAT ,IT CAN BE CONTRACTED BY CONTACT WITH OTHER
<br />PERSONS OR BY CONTACT IN A VARIETY OF OTHER WAYS. IT WAS LIKEWISE STATED THAT
<br />HEPATITIS IS EASILY SPREAD. IN THE PRESENTATION, DR. OSTERUD MADE AVAILABLE
<br />TO EACH MEMBER Of THE COMMITTEE AND TO OTHERS INTERESTED A SHEET SHOWING THE
<br />NUMBER Of CASES OF INFECTIOUS HEPATITIS BY AREA AND BY YEAR STARTING WITH 1953
<br />AND EXTENDING TO 1959, THE CURRENT DATE. HE STATED THAT INFECTIOUS HEPATITIS
<br />IS OREGON'S MOST COMMON INTESTINAL DISEASE, AND THAT OREGON HAS APPROXIMATELY
<br />FIVE TIMES THE NUMBER OF CASES OF SURROUNDING STATES.

<br />DR. OSTERUD SHOWED A MAP WHICH GRAPHICALLY SET FORTH THE INCIDENCE Of INFECTIOUS
<br />HEPATITIS IN EUGENE AND THE SURROUNDING AREA. IN RESPONSE TO A QUESTION CON-
<br />CERNING CASES Of INFECTIOUS HEPATITIS FIRST CONTRACTED AT IDA PATtERSON SCHOOL
<br />HE STATED THAT THIS WAS NOT A WATER BORNE OUTBREAK BUT THAT IT WAS A PERSON-
<br />TO-PERSON TYPE OUTBREAK. HE DEFINED A WATER BORNE OUTBREAK AS EXPLOSIVE IN
<br />NATURE WITH A NUMBER OF CASES OCCURRING AT THE SAME TIME, WHILE A PERSON-TO-
<br />PERSON OUTBREAK REQU1RES AN INCUBATION PERIOD AND IS ONE CASE ON TOP Of
<br />ANOTHER. WITH RESPECT TO EUGENE'S WATER SUPPLY, DR: OSTERUD STATED THAT THERE
<br />IS ABSOLUTELY NO REASON TO BELIEVE THAT THE WATER SUPPLY IS NOT SAFE IN ALL
<br />RESPECTS. HE fURTHER STATED THAT WITH THE KNOWLEDGE Of VIRUS THAT WE NOW POSSESS,
<br />AND UPON CONSULTATION WITH THE STATE HgALTH DEPARTMENT, THE CHLORINATION Of THE
<br />EUGENE WATER SUPPLY HAD BEEN HEAVILY INCREASED. HE FURTHER INDICATED THAT WITH
<br />THE ADVANCE KNOWLEDGE OF VIRUS, THE SUPER-CHLORINATION Of THE WATER SUPPLY WOULD
<br />PROBABLY BE:MAINTAINED. RECOGNITION WAS ALSO GIVEN'TO T~E FACT THAT EUGENE HAS
<br />SOME SEWAGE PROBLEMS, ESPECIALLY IN WEST EUGENE, BUT THAT THE HEPATITIS CASES OF
<br />RECORD WERE NOT CONTRACTED BY THE SPREAD Of SEWAGE BUT WERE CONTRACTED ON A
<br />PERSON-TO-PERSON BASIS. HE FURTHER EXPLAINED THAT THE ONLY ADEQUATE METHOD OF
<br />CONTROL Of INFECTIOUS HEPATITIS IS AN ADEQUATE WATER SUPPLY AND ADEQUATE SEWERS.
