<br />Of THE UNIVERSITY. HE SAID HE DID NOT BELIEVE THIS CEMETERY SITUATION IS STRICTLY
<br />A UNIVERSITY PROBLEM BUT IS A COMMUNITY PROBLEM AND A ENIGHBORHOOD PROBLEM, BUT
<br />THAT If THE DIRECTORS WERE DOING THE BIDDING OF THE UNIVERSITY, HE WOULD BE PROUD
<br />BECAUSE OF THE POSITION THE UNIVERSITY HA~ IN THE COMMUNITY BOTH CULTURALLY AND
<br />ECONOMICALLY. MR. EDMUNDS ALSO STATED THAT THEY HAVE NOT BEEN ABLE TO GET
<br />APPROVAL OF THE VARIOUS VETERANS' ORGANIZATIONS AND OTHER GROUPS BECAUSE OF THE
<br />NATURE Of THE MATTER BEING DISCUSSED, BUT THAT HE fELT THE PROGRAM OF REINTER-
<br />MENT EITHER AT THE PRESENT SITE IN A REDUCED AREA OR AT ANOTHER SITE IS WORTH
<br />WHILE, AND THE PROGRAM BEING CONSIDERED IS THE ONLY ONE WHICH HAS MADE PROGRESS

<br />DR. EARL PALLETT APPEARED BEFORE THE COMMITTEE AND STATED THAT THE UNIVERSITY
<br />AND THE OREGON STATE BOARD Of HIGHER EDUCATION WAS SURPRISED AT THE COUNCIL'S
<br />ACTION. HE ALSO INDICATED THE PIONEER MEMORIAL ASSOCIATION HAS A PROGRAM
<br />BENEFICIAL TO THE UNIVERSITY, TO THE CITY, TO THE PIONEER MEMORIAL ASSOCIATION
<br />AND TO THE STATE BOARD OF HIGHER EDUCATION WHO IS INTERESTED IN THE SITUATION.
<br />HE EXPOUNDED THE, THESIS THAT EUGENE IS A RAPIDLY GROWING COMMUNITY AND THAT
<br />THE UNIVERSITY WILL GROW ALONG WITH THE COMMUNITY, AND IN TEN TO FifTEEN YEARS
<br />THE UNIVERSITY EXPECTS AN ENROLLMENT OF 10,000 TO 12,000 STUDENTS. BECAUSE Of
<br />THIS POTENTIAL ENROLLMENT, THE UNIVERSITY IS CONCERNED WITH LAND ACQUISITION
<br />AND TH I S AREA I S ONE Of THE MOST HAS I BLE fOR UN I VERS I TY EXPANS I ON /!"ROM/:ASCOST
<br />SWANOPOINT. UNDER THE ARRANGEMENT WHICH IS CONTEMPLATED IF THIS PROPERTY IS

<br />MR. JOHN LUVAAS THEN SPOKE TO THE COMMITTEE. HE INDICATED HE WAS DISAPPOINTED
<br />IN THE COUNCIL'S ACTION AND FURTHER STATED THAT IN 1943 AT THE REQUEST OF THE
<br />COUNCIL HE SPENT A MONTH BRIEfiNG THE STATUS OF THE CEMETERY ASSOCIATION AS
<br />THEN EXISTED. MR. LUVAASSTA'iTED THAT AFTER EXTENSIVE RESEARCH THE PIONEER
<br />MEMORIAL ASSOCIATION BELIEVES THERE ARE 4000 BODIES BURIED IN THE CEMETERY;
<br />OF THESE 4000 THEY HAVE THE NAMES OF 1,986 BUT DO NOT KNOW WHERE THE REMAINDER
<br />ARE BURIED AND IT IS POSSIBLE THERE IS A TOTAL OF 6000 BURIED IN THE CEMETERY.
<br />HE fURTHER STATED THAT THE CEMETERY HAS BEEN IN A STATE Of DISREPAIR FOR SOME
<br />TIME AND IS DANGEROUS TO THE ~ORALS AND MORALE Of STUDENTS AT THE UNIVERSITY.

<br />WITH REGARD TO THE PROGRAM OUTLINED BY SB 304, IT WOULD TAKE A LONG PERIOD TO
<br />COMPLETE AND THE MAJOR,OPPOSITION IS fROM WIDOWS AND SPOUSES OF THOSE BURIED
<br />IN THE CEMETERY WHO THEMSELVES WISH TO BE BURIED ALONGSIDE THEIR LOVED ONES.

<br />fOLLOWING THESE STATEMENTS THERE WAS A CONSIDERABLE AMOUNT OF DISCUSSION fROM
<br />MEMBERS Of THE COMMITTEE WITH REGARD TO THE ACTION TAKEN AT THE COUNCIL MEET-
<br />ING ON APRIL 13, 1959 TO OPPOSE THE PASSAGE OF SB 304. ALSO DISCUSSION WAS
<br />HAD AS TO THE PLANS Of BOTH THE GROUPS COMPETING FOR CONTROL OF THE CEMETERY
<br />AND WHAT THE PROPOSAL WOULD BE IF THE PLANS TO BE INTUATEO BY SB 304 WERE
<br />STARTED. IN THIS DISCUSSION, IT WAS REITERATED THAT SB 304 WOULD ALLOW THE
<br />COUNCIL TO STOP BURIALS ONLY. IT WAS ALSO POINTED OUT THAT THIS COULD BE
<br />ACCOMPLISHED UNDER EXISTING LAW PROVIDING NO BURIALS HAD BEEN MADE fOR A
<br />PERIOD or riVE YEARS, BUT THAT A LIMITED NUMBER OF BURIALS WERE MADE EACH
<br />YEAR WHICH MAKES IT IMPOSSIBLE TO USE THIS PARTICULAR SECTION OF THE LAW.
<br />THE PROPOSAL NOW IS FOR A PERPETUAL CARE ARRANGEMENT WHERE THESE BODIES ARE
<br />REINTERRED.
