THIS SYSTEM ADDS TO THE PROBLEMS fOR THE CITY AS A WHO~E SINCE EVERY <br />MAJOR TRUNK IN THE CITY GOES THROUGH THE COMBINATION AREA. SINCE 1946-1948 <br />NO COMBINATION SEWERS HAVE BEEN BUILT BUT WITH THE INCREASE IN ANNEXATION, <br />ESPECIALLY TO THE SOUTH, IT NOW BECOMES APPARENT THAT MORE ADEQUATE TRUNKS <br />MUST BE BUILT TO ADEQUATELY SERVE THE SOUTHERN AND WESTERN SECTIONS Of THE <br />CITY. IT ALSO BECOMES APPARENT THAT THERE MUST BE A SEPARATION Of THE COMBI- <br />NATION SYSTEM IN THE DOWNTOWN AREA TO ADEUATELY MEET THE PROBLEM. WITH RE- <br />SPECT TO THE CITY AS A WHOLE, IT IS IMPORTANT THAT THE 6TH AVENUE LINE HAVE <br />RELIEf SO IT CAN PROPERLY DO ITS JOB. <br /> <br />THE DIRECTOR Of PUBLIC WORKS INDICATED THAT fiELD STUDIES IN THE SOUTHWEST <br />SECTION Of THE CITY HAVE BROUGHT DESIGN INfORMATION AND REQUIRED CAPACITIES <br />- .. . <br />Of SEWERS AS WELL AS INfORMATION ON ACTUAL, fLOW OF SEWERS IN THIS AREA, AND <br />IT APPEARS THAT THE ACTUAL fLOW IS IN EXCESS Of THE MINIMUM REQUIRED CAPACITY. <br />IT ALSO APPEARS IN THE WEST SIDE SYSTEM THAT INfILTRATION, ANTIQUATED LINES, <br />JOINT TROUBLE,LEAKY HOUSEHOLD LINES, AND A WIDE RANGE Of OTHER fACTO~S ADD <br />TO THE PROBLEM Of THE WEST SIDE SEWER SYSTEM. IN ADDITION TO THESE PROBLEMS <br />JUST ENUMERATED, IT APPEARS THAT THE DEPTH Of EXISTING LINES IS NOT SUffI- <br />CIENT TO ALLOW fOR BASEMENT CONSTRUCTION AND ALL KINDS Of HOOKUPS TO THE <br />SEWER LINE IN WHICH IT IS BELIEVED THE PROPERTY HOLDER HAS THE RESPONSIBILITY <br />AS WELL AS THE CITY. IT WAS POINTED OUT THAT THE COMPREHENSIVE STUDY MAKES <br />CERTAIN SUGGESTIONS AS TO ORDINANCES TO CORRECT THESE SITUATIONS. IT WAS <br />fURTHER POINTED OUT THAT THERE IS AN ECONOMIC fACTOR WHICH ,ALSO CONTROLS TO <br />A LARGE DEGREE WHAT CAN BE DONE IN ANY AREA. IT WAS INDICATED THAT IT IS NOT <br />BELIEVED THAT INfiLTRATION IN THE WEST SIDE SYSTEM IS THE ONLY PROBLEM BUT <br />THAT IT IS A VARIETY Of CIRCUMSTANCES WHICH BROUGHT THIS PROBLEM INTO BEING. <br /> <br />I <br /> <br />I <br />I <br />I <br />II <br />II <br />j <br />I <br />i <br /> <br />IT WAS RECOMMENDED THAT PLAN 5 AS CONTAINED IN THE COMPREHENSIVE STUDY BE <br />ADOPTED WHICH WOULD SERVE TO RELIEVE THE PRESENT OVERLOADED AREA IN THE <br />SOUTHWEST SECTION, Of THE CITY AND WOULD ALSO SERVE AREAS TO THE SOUTH AND <br />WEST Of THE AREA AT PRESENT SERVED WITH SEWERS. THE fiRST SECTION Of THIS <br />PROPOSAL WOULD BE TO BUILD A LINE fROM THE OUTfALL LINE TO 6TH AVENUE AND <br />FILLMORE STREET AND THEN TO POLK STREET AT A COST Of $377,000.00, OR THE <br />SAME LINE TO 8TH AVENUE BETWEEN GRANT AND CHAMBERS STREETS AT A COST Of <br />$399,600.00. EITHER Of THESE WOULD BE THE fiRST LEG Of A PROPOSED LINE <br />WHICH EVENTUALLY WOULD SERVE THE SOUTHWEST SECTION Of THE C'TY. RODERICK PRESENTED A PROPOSED ORDINANCE TO COMMITTEE MEMBERS PRESENT <br />WHICH, WITH REfERENCE TO RATES, RECOMMENDED A $2.00 RATE fOR THE fiRST 1000 <br />CUBIC fEET Of WATER USED, PLUS 10~ PER 100 CUBIC fEET OR FRACTION THEREOf <br />UP TO 5000 CUBIC fEET, AND 6; PER 100 CUBIC fEET fOR ALL ABOVE 5000 CUBIC <br />fEET, WITH A MINIMUM CHARGE Of $2.00. HE fURTHER STATES THAT THEY WERE <br />RECOMMENDING THE RATES BE ESTABLISHED ON THE SIX WINTER MONTHS PERIOD WHICH <br />ARE THE NORMAL WATER USAGE MONTHS SO THERE WOULD BE NO DETRACTION OR UN- <br />fAI~NESS CREATED BY THE USE Of THE WATER IN THE SUMMER fOR OTHER THAN NORMAL <br />DOMESTIC PURPOSES.
