HE EXPLAINED THAT A THREE BEDROOM MODEL HOME <br />WAS TO BE BUILT ON THE PROPERTY WHICH WOULD BE USED AS A TEMPORARY SALES <br />OFfiCE fOR THEIR DEVELOPMENT IN THE AREA. THE 'PLANNING COMMISSION HAD RECOM- <br />MENDED DENIAL OF THE REQUEST. THE COMMITTEE RECOMMENDED THAT A TEMPORARY <br />VARIANCE FOR ONE YEAR BE GRANTED TO MR. BREEDEN SUBJECT TO RESTRICTIONS IN,THE <br />USE OF SIGNS IN THE AREA~ MOTION CARRIED, MR. SWANSON ABSTAINING. <br /> <br />IT WAS MOVED BY MR. SHEARER ,SECONDED BY MR. KEN DART OF THE EUGENE HOME BUILDERS ASSOCIATION APPEARED AND EXPRESSED CONCERN OVER <br />THE POTENTIAL REFUSAL TO ALLOW A BUILDER TO MERCHANDISE HIS PROJECT. <br /> <br />MR. BERT MCCOY APPEARED ON BEHALF OF MR. BREEDEN, INDICATED THEY HAD NO ILL WILL TOWARD <br />THEIR NEIGHBORS, THEY DESIRE A ONE YEAR VARIANCE TO USE THE PROPERTY AS A BUSINESS AND <br />SALES OFfiCE, AND IT WAS FURTHER BROUGHT, OUT ,BY MR. MCCOY ~ND MR. BREEDEN THE PROPOSED <br />HOUSE WOULD BE COMPLETE IN ALL RESPECTS SUBJECT TO MINOR MODIFICATIONS SO IT COULD BE <br />USED AS A SALES OFFI CE: AND- OFFI CEo IT WAS-FURTHER STATED THAT THERE WOULD BE NO STORAGE <br />OR WAREHOUSING ON THE 'PREMISES. <br /> <br />ADDITIONAL CONVERSATION WAS HAD ON THIS SUBJECT, PRINCIPALLY OPPOSITION FROM THE RESIDENTS <br />OF THE AREA AND A REQUEST BY THOSE DESIRING SUCH VARIANCE THAT THE VARIANCE BE ALLOWED. <br /> <br />A VOTE WAS TAKEN ON THE MOTION TO APPROVE THE COMMITTEE REPORT, AND MOTION WAS DEFEATED, <br />3 AYE, 4 NAY. <br /> <br />E. REQUEST BY LESTER E. CALDER FOR REZONING PROPERTY AT 1828 HILYARD STREET fROM <br />R-3 TO CR - THE COMMITTEE VIEWED THIS PROPERTY AND NOTED THAT THE PLANNING <br />COMMISSION HAD RECOMMENDED DENIAL OF, THE REQUEST SINCE THEY WERE NOT IN FAVOR <br />OF EXTENDING THE CR ZONING IN THIS AREA.
