DISCUSSION Of COORDINATING REQUESTS fOR fUNDS ABOVE 6% LIMITATIONCBY SCHOOL <br />BOARD AND CITY - IT WAS STATED THAT IT APPEARS AT THE PRESENT TIME THAT SCHOOL <br />DISTRICT #4 WILL BE GOING TO THE PEOPLE ON MARCH I, 1960 REQUESTING APPROVAL <br />fOR ADOITIONAL fUNDS AND THAT THE CITY WILL LIKEWISE BE GOING TO THE PEOPLE <br />AT THE PRIMARY ELECTION REQUESTING ADDITIONAL fUNDS fOR A WIDE RANGE Of PUR- <br />POSES. WITH RESPECT TO THE CiTY IT WAS INDICATED THERE IS A NEED fOR fUNDS <br />TO fiNANCE THE PARKS PROGRAM, THE STREET PROGRAM, A PROPOSED NEW CITY HALL, <br />POSSIBLY fOR THE AIRPORT PROGRAM, AND THE LEVIES CURRENTLY PROPOSED fOR THOSE <br />PROGRAMS CURRENTLY BEING'flNANCEO WOULO UNDOUBTEDLY BE HIGHER IN THE NEXT TEN <br />YEARS THAN IN THE PAST TEN YEARS. WITH RESPECT TO T.HE SCHOOL DISTRICT IT WAS <br />INDICATED THEY LIKEWISE ARE fACING A fINANCIAL PROBLEM WITH THE RAPID POPULA- <br />TION GROWTH Of THE AREA AND AS A CONSEQUENCE ARE HAVING TO PROVIDE PERSONNEL <br />AND fACILITIES AT A RAPID RATE TO PROVIDE fOR THE EDUCATION Of THE CHILDREN <br />Of THE COMMUNITY. <br /> <br />WITH RESPECT TO THE POSSIBLE COORDINATION Of LEVIES TO BE VOTED UPON BY THE <br />PEOPLE IT WAS INDICATED THAT THIS PROBABLY COULD NOT BE DONE ON A SHORT TERM <br />BASIS BUT WOULD Of NECESSITY HAVE TO BE ON A LONG RANGE BASIS. IT WAS fUR- <br />THER STATED THAT ALL GOVERNMENTAL AGENCIES MUST BE CONCERNED WITH WHAT THE <br />TAXPAYERS WILL SUPPORT, AND If THE TAXPAYERS DO NOT SUPPORT REQUESTS fOR <br />ADDITIONAL fUNDS, THEN ALL THAT CAN BE DONE IS ELIMINATE SOME Of THE SER- <br />VICES AND EXPENDITURES WHICH ARE PROPOSED. <br /> <br />WITH RESPECT TO THE SCHOOL DISTRICT IT WAS INDICATED If THE SERIAL LEVY AND <br />BOND ISSOE SHOULD BE TURNED DOWN BY THE PEOPLE, THE SCHOOL DISTRICT WOULD <br />HAVE NO ALTERNATIVE BUT TO DOUBLE SHifT SCHOOLS AND If THE VOTERS SHOULD <br />NOT APPROVE fUNDS BEYOND THE AMOUNT LEGALLY WITHIN THE 6% LIMITATION, THEY <br />WOULD HAVE NO ALTERNATIVE BUT TO GO BACK TO THE PEOPLE AND REQUEST fUNDS A <br />SECOND OR THIRD TIME. <br /> <br />IN THE GENERAL DISCUSSION IT WAS INDICATED THAT THE CIT'Y AND SCHOOL DISTRICT <br />SHOULD TRY TO BRING THEIR ISSUES TO THE PEOPLE AT DiffERENT, TIMES. IT WAS <br />fURTHER SUGGESTED THAT AN INVESTIGATION Of THE POSSIBILITY Of fIXED MILLAGE <br />BE GIVEN AND SOME DISCUSSION WAS GIVEN AS TO THE TOTAL POSSIBLE MILLAGE RATE <br />WHICH MIGHT COME ABOUT If ALL Of THE EXISTING ITEMS TO BE PLACED BEfORE THE <br />PEOPLE WERE APPROVED. MAYOR CONE INDICATED THAT AT THIS PARTICULAR TIME HE <br />BELIEVES HAVING BOTH POLITICAL SUBDIVISIONS GOING TO THE PEOPLE IN THE SAME <br />YEAR WOULD' BE GOOD, HE BEL IEVES 'THAT BUS I NESS I S GOOD, T'HAT THE- ,AREA I S PRO- <br />GRESSING, AND THAT BY AND LARGE, 'IT WILL- BE k GOOD YEAR fOR THE PEOP,LE IN <br />THE AREA. No fORMAL ACTION WAS TAKEN ON THIS ITEM. <br /> <br />DISCUSSION Of JOINT DEVELOPMENT AND USE Of fACiLITIES fOR RECREATION AND <br />PARKS PROGRAM - THE PARKS & RECREATION SUPERINTENDENT EXPLAINED THE NEED <br />fOR NEW PARK AREAS IN THE CITY Of EUGENE AND IN THE IMMEDIATE PERIPHERAL <br />AREA Of THE CITY. HE fURTHER INDICATED THAT AT THIS TIME THE CITY AND THE <br />SCHOOL DISTRICT ARE COOPERATING IN THE DEVELOPMENT AND OPERATION Of AMAZON <br />PARK, THE PARK NEAR THOMAS JEffERSON JUNIOR HIGH SCHOOL, NEAR THE IDA PATTE~ <br />SON SCHOOL, AND AT ELLIS PARKER SCHOOL. HE FURTHER STATED THAT THE CITY AND <br />THE SCHOOL DISTRICT HAVE ADOPTED IN PRINCIPLE THE COOPERATIVE DEVELOPMENT <br />AND OPERATION Of THE AREAS, BUT THERE STILL REMAINS THE PROBLEM Of THE CO- <br />ORD I NATED ACQUI STT I ON AND DEVELOPMENT Of EX I ST I NG AND NEW AREAS TO BENEff'T <br />THE COMMUNITY AS A WHOLE. IT WAS STATED THAT THE INTEGRATED FACILITIES <br />ENHANCE EACH OTHER AND CAN BE DONE AT CONSIDERABLY LESS COST THAN If <br />SEPARATE AND DISTINCT fACILITIES ARE DEVELOPED ON AN INDIVIDUAL BASIS. <br /> <br />THE PARKS & RECREATION SUPERINTENDENT OUTLINED THE NEEDS Of THE VAR)OUS <br />AREAS Of THE CITY AND 'INDICATED HE ANTICIPATES PROBLEMS RELATING TO DEVELOP- <br />HiST VS.
