RECONSIDERATION OF ,PETITION TO VACATE WALKWAY BETWEEN HARRIS AND KINCAID STREETS IN BLOCK 5, <br />MILTON REID ADDITION - COMMITTEE REPRESENTATIVES DROVE TO AND OBSERVED THE SITE OF A WALKWAY <br />WHICH HAD BEEN PLATTED IN BLOCK 5, MILTON REID ADDITION, AND WHICH EXTENDS BETWEEN HARRIS AND <br />KINCAID STREETS. THE PETITION REQUESTING THE VACATION OF THE WALKWAY WAS ALSO PRESE,NTED TO <br />THE COMMITTEE. IT WAS NOTED THAT A SEWER IS LOCATED IN THE EASEMENT AND SOME QUESTIONS <br />WERE RAISED AS TO THE DESIRABILITY OR NECESSITY OF MAINTAINING PEDESTRIAN WALKWAY IN THIS <br />AREA. IT WAS MOVED AND SECONDED THAT THE CITY RIETA I N AN EASEMENT ACROSS THE AREA AND THE <br />WALKWAY BE VACATED SINCE IT APPEARS PEOPLE IN THE AREA ,DO NOT WISH THE SIDEWALK TO BE CON- <br />STRUCTED. MOTION MADE TO COVER THE BLOCK BETWEEN HARRIS AND KINCAID STREETS AND ALSO THE <br />BLOCK TO THE EAST AS WELL AS TO THE WEST. ON VOTE THE MOTION WAS DEFEATED, MESSRS. WILSON <br />AND MOLHOLM VOTING AYE. SOME FURTHER DISCUSSION WAS HELD ON THIS SUBJECT, AND IT WAS <br />POINTED OUT BY THE DIRECTOR OF PUBLIC WORKS THAT ON OCCASION IT MAY BE. NECESSARY FOR PUBLIC <br />WORKS EMPLOYEES TO USE THE PEDESTR I AN WAY AS A MEANS OF GETT I NG TO SEWER LINES., AND I F THE <br />AREA WERE VACATED THE CITY WOULD BE LIABLE FOR ANY DAMAGE TO FENCES AND/OR OTHER ITEMS <br />WHICH MIGHT HAVE TO BE MOVED IN THE PROCESS OF GETTING TO SUCH SEWER LINES. <br /> <br />FOLLOWING THIS IT WAS RECOMMENDED THAT THE WALKWAY BE MAINTAINED AS PLATTED AND THE PETI- <br />TION FORVACATION BE DENIED. ,MOTION CARRIED, MESSRS. REQUEST BY'WINN, SHINN & COMPANY F"ORVACATION OF NORTH/SOUTH ALLEY BETWEEN 16TH AVENUE AND <br />THE AMAZON, BETWEEN WILLAMETTE AND OAK STREETS -A LETTER F"ROMWINN, SHINN & COMPANY WAS <br />PRESENTED TO THE COMMITTEE IN WHICH IT WAS INDICATED THEY PROPOSE TO BUILD A NEW OFFICE <br />BUILDING AT THE CORNER OF OAK STREET AND 16TH AVENUE AND ARE REQUESTING THE VACATION OF <br />THE ALLEY ABOVE DESCRIBED SINCE THEY OWN PROPERTY ON BOTH SIDES OF THE ALLEY. SOME DIS- <br />CUSSION WAS HELD ON THIS SUBJECT AS TO WHETHER SOME FUTURE NEED MIGHT BE FOUND FOR THE <br />ALLEY. FOLLOWING THIS IT WAS RECOMMENDED THAT THE MATTER BE REFERRED TO THE PlANNING <br />COMMISSION F"OR STUDY. REQUEST BY CITY ATTORNEY AND BUILDING INSPECTOR FOR ABATEMENT OF NUISANCE PROCEEDINGS <br />AGAINST PROPERTY AT 190 "0" STREET - IT WAS EXPLAINED THAT FOR SOME TIME THE BUILDING <br />DEPARTMENT AND THE CITY ATTORNEY HAD BEEN ATTEMPTING TO GET PROPERTY LOCATEO AT 190 "0" <br />STREET IN THE OWNERSHIP OF MR. RALPH VAN KIRK TO BE BROUGHT INTO COMPLIANCE WITH' THE <br />CITY CODE. COMMITTEE MEMBERS DROVE TO AND NOTED THE SITE OF THE DWELLI,NG AND THERE FOUND <br />A HOUSE IN VIOLATION OF THE CITY CODE. IT HAD BEEN MOVED TO THE PROPERTY BUT HAD NOT BEEN <br />BROUGHT UP COMMENSURATE WITH THE AREA INTO WHICH IT HAD BEEN~~OVED. iT WAS ALSO ~OTED <br />THAT A GOOD PORTION OF THE ROOF IS MISStNG'AND A CONSIDER~BLE AMOUNT OF WORK WILL BE NECEa~ <br />SARY ON THE INSIDE OF THE HOUSE TO BRING IT TO AN ACCEPTABLE STANDARD. <br /> <br />FOLLOWING 'THIS IT WAS RECOMMENDED THAT THE 'REQUEST FOR ABATEMENT BE APPROVED.' SHERMAN TO PAVE JEPFERSON STREET FROM CALRK STREET TO THE NORTH - IT WAS <br />INDICATED A REQUEST HAD BEEN RECEIVED FROM A SINGLE PROPERTY OWNER TO PAVE JEFFERSON <br />STREET fROM CLARK STREET TO THE WILLAMETTE RIVER. COMMITTEE MEMBERS DROVE OVER THE ' <br />STREET AND NOTED IT IS IN NEED OF REPAIR BUT FURTHER NOTED THAT NO PETITION HAD BEEN RE- <br />CEIVED ON THE STREET, AND IT WAS RECOMMENDED THAT THIS MATTER BE REFERRED TO MRS.SHERMAN <br />TO SEE IF A PETITION COULD BE OBTAINED.
