' <br /> <br />THE MINUTES,OF THE ADJOURNED MEETINGOF~JANUARY 23, 1961, AS MAILED TO THE MEMBERS OF THE COUNCIL <br />AND AMENDED, WERE APPROVED. <br /> <br />INTRODUCTION OF NEW BUSINESS <br /> <br />I <br /> <br />PUBLIC HEARING - LOCATION OF EUGENE MISSION AT 1492 WEST 2ND AVENUE. <br /> <br />MAYOR CONE ANNOUNCED THAT SINCE THE PLANNING COMMISSION HAD ALREADY HELD HEARINGS ON THIS MATTER, <br />THE PRESENTATION OF MATERIAL BY THE PROPONENTS AND OPPONENTS WOULD BE CONFINED TO 15 MINUTES EACH, <br />WITH FIVE MINUTES EACH ALLOWED FOR REBUTTAL. <br /> <br />MR. JACK GOSSARD, REPRESENTING THE EUGENE MISSION, SPOKE ON BEHALF OF THE'MISSION. HE REFERRED TO <br />PREVIOUS TESTIMONY WHICH HAP,BEEN GIVEN BEFORE THE COUNCIL, TH~ !ACT THAT A M~SSION WAS NEEDED .IN THE <br />COMMUNITY TO CARE FOR UNFORTUNATES, THAT WELFARE AGENCIES IN THE COMMUNITY BELIEVE A MISSION TO BE <br />DESIRABLE AND THAT THERE IS NO OBJECTION TO THE NEED 9F ~ M1SSION, AS SUCK. HE fURTHER STATED LOCAL <br />PEOPLE OPERATE AND CONTROL THE MISSION. WITH REGARD TO THE LOCATION OF THE MISSION AT 1492 WEST 2ND <br />AVENUE, THE EMMAUS LUTHERAN CHURCH BUILDING CAN BE WELL ADAPTED TO USE BY THE MISSION AND THEY WOULD <br />BE ABLE TO DO A SATISFACTORY JOB ON THIS SITE. HE FUR!HER STATED !HAT SOME A~DITIONAL FEN~ING,LIGHT~ <br />ING AND OTHER IMPROVEMENTS WOULD BE REQUIRED ON THE SITE AND BUILDING. <br /> <br />I <br />:1 <br /> <br />MR. RAY GABLE, THE MISSION DIRECTOR, STATED HE BELIEVES THERE IS A NEED FOR THE WORK BEING DONE <br />BY THE MISSION, THAT THERE. IS A PROBLEM IN WHERE THE MISSION COULD LOCATE. HE INDI~ATED THE COUNCIL <br />HAD DENIED A PREVIOUS REQUEST TO LOCATE AT 5TH AND WILLAMETTE STREETS AND HAD ASKED THE PLANNING COM- <br />MISSION TO AID IN FINDING A SUITABLE LOCATION. HE ALSO STAT~D THAT THE PLANNI~G COMMISSION H~D AP- <br />PROVED THE 1492 WEST 2ND,AvENUE SITE, AND THAT THE QUE.STION NOW RESOLVED ITSELF TOWHERE,THE MISSION <br />MIGHT BE LOCATED IF IT COULD NOT BE LOCATED ON WEST 2ND AVENUE. <br /> <br />I <br /> <br />MR. WOLF VON OTTERSTEDT APPEARED AS AN ATTORNEY ON BEHALF OF 18 BUSINESS FIRMS IN THE AREA, PLUS <br />A NUMBER OF RESIDENTS OF THE AREA, IN OPPOSITION TO THE LOCATION OF THE MISSION ON WEST 2ND AVENUE. <br />MR. VONOTTERSTEDT QUESTIONE~ THE ~EED FOR THE FACIL+TY, STAT~D THAT CONTACTS WITH THE SOUTHERN PACifIC <br />COMPANY RAILROAD POLICE INDICATE THERE HAS BEEN NO DECREASE IN THE TOTAL NUMBER OF TRANSIENTS PASSING <br />THROUGH EUGENE, BUT THAT THERE HAS BEEN A DECREASE I N THE TOTAL NUMBER Of TRANS,I ENTS STOPP I NG HERE. <br />HE ALSO STATED THAT HIS CONTACTS WITH THE WELFARE AGENCIES SUCH AS RED CROSS, SALVATION ARMY AND <br />OTHERS INDICATE THE CASE LOADS HAVE NOT INCREASED SINCE THE MISSION HAS BEEN CLOSED. MR. VONOTTER- <br />STEDT ALSO POINTED OUT THE ADDITIONAL DEMANDS WHICH WOULD BE MADE ON THE POLICE DEPARTMENT IF THE <br />MISSION WERE TO BE LOCATED IN EUGENE, AND SPECIfICALLY IF IT WERE TO BE LOCATED IN THE WEST 2ND AVE- <br />NUE AREA. WITH REFERENCE TO BUSINESSES IN THE WEST 2ND AVENUE AREA, HE INDICATED THERE IS AN INVEST- <br />MENT OF TWO AND A HALF TO THREE MILLION DOLLARS IN BUILDINGS, INVENTORY, AND THAT THESE BUSINESSES <br />SUPPLIED A NUMBER Of WORKERS WITH JOBS. HE STATED IF THERE WAS A DEPRECIATION OF PROPERTY VALUES AT <br />THE 5TH AND WILLAMETTE AREA, THIS WOULD ALSO BE TRUE ON WEST 2ND AVENUE, AND WEST 2ND AVENUE HAS LESS <br />FIRE AND POLICE PROTEC~ION THAN THE CENTRAL BUSINESS SECTION. HE fURTHER INDICATED THERE ARE 137 <br />HOMES, BY ACTUAL COUNT, IN THE AREA PROPOSED FOR MISSION LOCATION, AND APPROXIMATELY 112 CHILDREN PASS <br />OR COME CLOSE TO THIS LOCATION ON THEIR WAY TO AND FROM SCHOOL. <br /> <br />:1 <br /> <br />e <br /> <br />MR. VON OTTERSTEDT INDICATED WE HAVE NO PROBLEM AT PRESENT BECAUSE WE HAVE NO MISSION, BUT IF THE <br />MISSION WERE LOCATED IN THE WEST 2ND AVENUE AREA, BUSINESSES WOULD BE PUT TO ~HE EXPENSE OF ADDITIONAL <br />FENCING, LIGHTING AND OTHER PROTECTIVE MEASURES. HE ALSO SUBMITTED ,A PETITION CONTAINING 192 SIGNA- <br />TURES IN OPPOSITION TO THE MISSION ON WEST 2ND AVENUE. HE STATED GENERALLY THAT THE MISSION SHOULD <br />NOT BE LOCATED ADJACENT TO A BUSINESS OR RESIDENTIAL AREA. <br /> <br />MRS. VANKIRK PROPOSED THAT THE NUSBAUM PROPERTY LOCATED AT APPROXIMATELY THE 300 BLOCK ON WILLA- <br />METTE STREET, IF EXTENDED, WOULD BE A GOOD LOCATION FOR THE MISSION. <br /> <br />I <br /> <br />MR. WILSON ARRIVED AT THE MEETING AT THIS PO.NT. <br /> <br />OTHER OBJECTORS ALSO APPEARED, INCLUDING A MR. WALKER. A LETTER FROM CARL LITTLEJOHN WAS READ <br />WHICH REITERATED A NUMBER OF FACTORS ALREADY MENTIONED. <br /> <br />IN THE REBUTTAL MR.
