HE STATED THE MISSION fED THESE PEOPLE, THAT OTHER <br />AGENCIES HAVE NOT AND CANNOT COPE WITH THIS PROBLEM, AND THE QUESTION IS, DOES THE LOCATION Of THE <br />MISSION DAMAGE PROPERTY VALUES IN THE AREA. <br /> <br />MR. RAY GABLE AGAIN SPOKE, INDICATING THE MISSION HAS THE fULL SUPPORT OF THE EUGENE MINISTERIAL <br />ASSOCIATION, THE MISSI()N'S WORK WAS BASICALLY ON A SEASONAL BASIS, AND THAT NOW IS THE Off-SEASON, <br />AND THAT THE AIDING OF fAMILIES WAS ONE OF THE PRINCIPAL" AREAS WHERE THE MISSION BELIEVES ITS WORK <br />TO BE NECESSARY. <br /> <br />MR. VONOTTERSTEDT ALSO' SPOKE AGAIN AND STATED THE COUNCIL MUST WEIGH THE ECONOMIC INVESTMENT Of <br />BENEFICIAL BUSINESSES IN THE ~OMMUNITY VERSUS THE NEED fbR A HAVEN fOR MISfiTS AND UNfORTUNATES. <br /> <br />I <br /> <br />OTHERS ALSO SPOKE IN OPPOSITION AND INDICATED THE AREA IS, TO SOME DeGREE, COMPRISED OF THE HOMES <br />OF,SMALL WAGE EARNERS WHO WERE ATTEMPTING TO RAISE THEIR FAMILIES AND WHO DID NOT WANT UNDESIRABLES <br />IN THEIR AREA. OTHERS STATED THERE WERE A NUMBER Of RAILROAD WORKERS WHO WORKED NIGHTS AND THEIR <br />WIVES AND CHILDREN WERE ALONE. DURING THE NIGHT TIME HOURS, WHICH WAS ANOTHER eEASON fOR NOT WANTING <br />THE MISSION LOCATED IN THE AREA. <br /> <br />. COUNCILMAN CHRISTENSEN STATED HE RESPECTED THE WOR~ OF THE MISSIONS BUT QUESTIONS THAT ONE IS <br />NEEDED IN EUGENE AND SUGGESTED THER~ WERE PEOPLE IN OUR bWN AREA WHO MIGHT BE HELPED UNDER A ~OMPARABLE <br />BUT DIffERENT PROGRAM. <br /> <br />~ <br />OJ <br />C\l <br />r:.r... <br />CQ <br />CO <br /> <br />THE CITY MANAGER REPORTED THAT THE CONSENSUS Of THE COMMAND OffICERS IN THE POLICE DEPARTMENT IS <br />THAT THE MISSION ATTRACTS UNDESIRABLES, INCLUDING THE PROfES$IONAL HOBO AND OTHER VAGRANTS. IT WAS <br />ALSO AGREED THAT THE MISSION AIDS THE NON-PROf'ESSIONAL U'NFORTUNATE. RECORDS OF THE POLICE DEPARTMENT <br />INDICATE NO INCREASE IN VAGRANCY SINCE THE MISSION CLOSED, THAT THERE HAS BEEN SOME DECREASE. IT WAS <br />ALSO BROUGHT OUT THAT THERE WOULD BE POLICING DIFFICULTIES IN THE WEST 2ND AVENUE AREA BECAUSE Of THE <br />DISTANCE fROM THE JAIL, THE LIMITED NUMBER bF OfFICERS ~VAILABLE FOR PATROL, ~HE POOR STREET SYSTEM <br />IN THE AREA, AND THE PROBLEM OF POLICING AN INDUSTRIALltED AND WAREHOUSE AREA. THERE WOULD ALSO BE <br />AN ADDITIONAL PROBLEM IN POLICING VAGRANTS DURING THE DAYLIGHT HOURS. THE CITY MANAGER ALSO POINTED <br />OUT THAT SCHOOL DISTRI~T##4 HAD NOT GONE ON RECORD fOR OR AGAINST THE MISSION, BUT DID EXPECT ADDI- <br />TIONAL POLICE PROTECTION IN THE AREA IF NECESSARY, AND THAT IN THIS REGARD A CHECK AT 2:30 PM FEBRU- <br />ARY 14TH INDICATED fOURTEEN CHILDREN PASSED IN fRONT OF THE LOCATION AND APPROXIMATELY TWENTY-FIVE <br />WITHIN ONE BLOCK. <br /> <br />I <br /> <br />VARIOUS OTHER COMMENTS WERE MADE, AND IT WAS MOVED BY MRS.
