A TRACT OF LAND EITHER UNSUBDIVIDED OR CONSISTING OF TWO OR MORE CON- <br />TIGUOUS LOTS OF RECORD, LOCATED WITHIN A SINGLE BLOCK, WHICH, ON THE <br />EFFECTIVE DATE OF THIS ORDINANCE OR ANY APPLICABLE SUBSEQUENT AMENDMENT <br />THERETO, WAS IN' SINGLE OWNERSHIP,' OR <br /> <br />3. A TRACT OF LAND, LOCATED WITHIN A SINGLE BLOCK, WHICH AT THE TIME OF <br />FILING FOR A BUILDING PERMIT (OR, IF NO BUILDING PERMIT IS REQUIRED, <br />AT THE TIME OF FILING FOR A CERTIFICATE OF OCCUPANCY), IS DESIGNATED <br />BY ITS OWNER OR DEVELOPER AS A TRACT ALL OF WHICH IS TO BE USED, <br />DEVELOPED, OR BUILT UPON AS A UNIT UNDER SINGLE OWNERSHIP. <br /> <br />e <br /> <br />A 'DEVELOPMENT SITE' THEREFORE MAY OR MAY NOT COINCIDE WITH A LOT AS SHOWN ON THE <br />OFFICIAL TAX MAPS OF THE CITY OF EIGENE, OR ON ANY RECORDED SUBDIVISION PLAT OR DEED. <br /> <br />FOR THE PURPOSES OF THIS DEFINITION, OWNERSHIP OF A 'DEVELOPMENT SITE' IS DEEMED <br />TO INCLUDE A LEASE OF NOT LESS THAN FIFTY (50) YEARS" DURATION, WITH AN OPTION <br />TO RENEW SUCH LEASE SO AS TO PROVIDE A TOTAL LEASE OF NOT LESS THAN SEVENTY-FIVE <br />(75) YEARS' DURATION. <br /> <br />I <br /> <br />A 'DEVELOPMENT SITE' MAY BE SUBDIVIDED INTO TWO OR MORE 'DEVELOPMENT SITES' PRO- <br />VIDED THAT ALL RESULTING 'DEVELOPMENT SITES' AND ALL BUILDINGS THEREON SHALL COMPLY <br />WITH ALL OF THE APPLICABLE PROVISIONS OF THLS ORDINANCE. OLSEN ~ <br />REQUEST,S VACATION OF 10 FEET OF R/W ON NORTH SIDE OF 18TH AVENUE BETWEEN LINCOLN <br />STREET AND THE ALLEY TO THE WEST" <br /> <br />AND ANOTHER PERMANENT REPORT OF THE PLANNING' COMMISSION MEETING HELD MARCH 7, 1961 WAS ALSO SUBMITTED <br />AS FOLLOWS: <br /> <br />"AT THE SPECIAL MEETING OF THE EUGENE CITY PLANNING COMMISSION ON MARCH 7, 1961 <br />THE PLANNING COMMISSION MADE THE fOLLOWING RECOMMENDATIONS TO THE COUNCIL: <br /> <br />THE PLANNING COMMISSION RECOMMENDS THAT THE FOLLOWING REQUEST FOR-VACATION 'OF SUB-DIVISION <br />BE GRANTED WITH THE UNDERSTANDING THAT THE SCHOOL DISTRICT WOULD COOPERATE WITH THE PLAN- <br />NING COMMISSION TO ASSURE PROPER TRAFFIC CIRCULATION IN THE AREA: <br /> <br />I <br /> <br />SECOND ADDITION TO ASHWOOD PARK - SECTION 21, TI7S, R3W, W.M. <br />COUGILL & HANSEN, REALTORS, REQUESTED VACATION OF SUBDIVISION OF- SECOND <br />ADDITION TO ASHWOOD PARK FOR PURPOSE OF ESTABLISHING A JUNIOR HIGH SCHOOL <br />ON THIS AND ADJOINING 13 ACRES. <br /> <br />e <br /> <br />IT WAS POINTED OUT THAT ACCESS TO THE AREA IS NOW liMITED TO ASCOT DRIVE, BUT <br />THAT OTHER SUBDIVISIONS TO THE EAST HAVE PROVIDED FOR WESTERN /DRIVE WHICH, EVEN <br />WITH A SCHOOL IN THIS SITE, BECOMES NECESSARY AS A MEANS OF ACCESS. IT WOULD BE <br />THE HOPE OF THE PLANNING DEPARTMENT THAT WESTERN DRIVE COULD BE CONNECTED TO <br />ASCOT DRIVE, AND THAT ADDITIONAL ACCESS COULD BE PROVIDED BY ACQUIRING MORE PRO- <br />PERTY EXTENDING TO BAILEY LANE ON THE NORTH. <br /> <br />AND THE PLANNING COMMISSION RECOMMENDS THAT THE FOLLOWING REQUEST FOR ANNEXATION BE APPROVED, <br />BUT THAT SUCH CONSENT BY THE PLANNING COMMISSION WOULD IN NO WAY IMPLY THAT THE CITY CUR- <br />RENTLY,OR INTHE FUTURE, BE COMMITTED TO THE EXPENDITURE OF PUBLIC FUNDS FOR STORM SEWERS OR <br />ROAD CONSTRUCTION: <br /> <br />ANNEXATION <br />4TH ADDITION TO EDGEWOOD ESTATES - SECTION 18, TI8S, R3W, W.M. <br />CONSENT PETITIONS SIGNED BY: <br />C. "AT THE SPECIAL MEETING OF THE EUGENE CITY PLANNING COMMISSION ON FEBRUARY 27,1961 <br />THE PLANNING COMMISSION RECOMMENDED THAT THE SECTION OF EAST TANDY TURNBETWEEN VINCENT AND <br />RANDALL STREETS BE RENAMED TO FIRWOOD WAY SINCE IT IS IN ALIGNMENT WITH FIRWOOD WAY TO THE WEST." <br /> <br />IT WAS MOVED BY MR.
