<br />WHEREAS, THE CHARTER OF THE CITY OF EUGENE PROVIDES THAT THE COMMON COUNCIL
<br />SHALL HAVE THE POWER TO ENACT ORDINANCES NEEDFUL TO THE GOOD ORDER, HEALTH,
<br />CLEANL I NESS, ORNAMENT, PROSPER IlY AND GENERAL WELFARE .OF THE C I T.Y; AND

<br />WHEREAS" THE WRECK I NG ANDD I SMANTLI NG OF MOTOR VEH I.CLES AND THE CONDUCT OF
<br />JUNK YARD~ SECOND HAND GOODS BUSINESS, AND STORING OF USED LUMBER, BUILDING
<br />MATERIALS, SCRAP FURNITURE, ETC., IN SUCH A MANNER AS TO BE EXPOSED TO VIEW
<br />FROM WITHOUT THE PROPERTY WHEN DONE IN AREAS .OTHER T.HAN THE HEAVY INDUSTRIAL
<br />ZONE DESTROYS THE CLEANLINESS, ORNAMEN~, PROSPERITY AND IS GENERALLY OFFENSIVE
<br />AND DETRIMENTAL TO THE GENERAL WELFARE OF THE CITY;

<br />NOW, THEREFORE, THE CITY OF EUGENE DOES ORDAIN'AS FoLLOWS:

<br />No. 1069. OF THE CITY OF EUGENE, OREGON, ENTITLED 'COMPREHENSIVE ZONING PLAN
<br />OF THE CITY OF EUGENE' THE F.OLLOW I NG:
