great deal as well. Ms. Phelps had contacted Tom Schwetz of the Lane Council of <br />Governments concerning comparative traffic use. Given the number of users at the <br />Garden Club, she concluded that it had approximately the same use level as two and one <br />half residences. The Garden Club has only five parking spaces off the alley. They would <br />like to have the parking lot paved as well, but they do not feel that they could afford the <br />proposed assessment. Ms. Phelps discussed the amount of the estimated assessment with <br />Principal Civil Engineer Paul Klope and Project Engineer Steve Gallup. They <br />determined that the Garden Club was using figures that were different than the current <br />estimate of an assessment of $14,700 for the Garden Club. The possibility of installment <br />payment of this amount was discussed. <br /> <br /> In response to a question from the Hearings Officer, Ms. Phelps and other <br />members of the Garden Club indicated that there were a number of other persons - <br />strangers - who frequently parked in the Garden Club's parking lot. Ms. Phelps indicated <br />that the Garden Club felt like they were being penalized for not having a single family <br />dwelling. Ms. Phelps re-emphasized the contributions that the Garden Club makes to the <br />city, concluding with a plea that the Garden Club not be treated like other commercial <br />uses, because it was not at all similar to such uses. <br /> <br /> Mr. George Mayer asked several questions concerning the proposed design of the <br />alley pavement, such as the thickness; why concrete was the chosen material and so forth. <br />Mr. Klope indicated that the standards called for concrete seven inches thick, and that <br />concrete was chosen because it was the most durable material available. After the end of <br />the meeting Mr. Klope and Mr. Mayer had an extensive discussion concerning the design <br />and scope of the project. <br /> <br /> After the Garden Club members were assured that the Garden Club would be <br />eligible for the installment payment process, and a discussion about interest rates for the <br />program, the meeting concluded at approximately 7:10. <br /> <br /> <br />
