W~st University TaSk Force Final Report June 2003

the task force. The forum gave participants the opportunity to talk to experts in each of four

Crime, enforcement and sanctions;
Neighborhood building;
Housing~ and ~
Alcohol prevention/education

The transcripts of the fliP charts generated in the small group discussions are attached as an
appendix to this report,

The task force had a series of additional presentations focused on long-term solutions, Lane
County Prevention Coalition was invited to discuss its work on commtmity engagement and
measuring differences related to alcohol use by youth; a presentation on the zoning and land use
patterns in the area was given; a conversation on the pros and cons. of a housing code was
conducted;'property management and landlord/tenant issues were discussed~ and options to.
improve/maintain alleyways in the area, a topic of particular concern for many residents, were
presented.

At the April l0a~ meeting, the group reviewed its updated list of potential strategies and went
through another prioritization process, this time focused on just the long-t.ei-m solutions. It
should be noted, that there was no exact science applied to categorizing a particular strategy as
long-term as opposed to short-term. Some strategies haVe elements that could be considered
both short and long-term. In general though, short-term strategies were those that were thought
to be relatively easy to implement, without si~.rmificant cost or POlicy considerations..

Appendix C'contains the complete list of POtential short and long-term strategies and solutions
compiled during the process. Thes~ proposals were brainstormed during comm~tteo meetings as
POtential strategies, but many have not yet been evaluated in detail. This list has evolved over
the course of the task force's Work, with new ideas generated.during the process and ~'.
~bse4~enflY added to the list. .., -

· ~"~ ofth'~' W~ U~versity T~ VO~ was~the'varietyof'opportunities for pubiie'.~
i~ip~fi~)K ~t"~ach'tr~k for~e meeting' them'was tlme:fo~pUblicTc0mment,' .~d the.pubiic,.was
welcome to att~d anyp~t~o.~, The ageadas were known aheadoftime m the Reg~ter
GUa~d~ ~athe web rote at: www.cu.eugene.or,us/WUTF, as well as via POstal-mail for .those :on

:....~.'~ ~0~; w. eb site'a~_~So '~ve' v~mors an Ol~X)..rutmty to wew'ag~s, ,~mutes, power?omt
~t~i~.'md~a'.E~~'~ti~ed bY th~'~ force.:'N'the resource Was. aVail~]e i~aa

.Two other successful public involvement-events deserve mention.
