West University Task Force Final Report June 2003 <br /> <br /> and others in discussions about neighborhood conditions and.potential SolutiOns. This input <br /> presented <br /> new <br /> ideas <br /> for <br /> force <br /> members and reinforced concerns identified earlier in the <br /> process. The neighborhood clean-up day was another opPortunity for stakeholders to Participate <br /> in community care-taking, an important element for empowering residents and changing negative <br /> perceptions about the neighborhood. <br /> <br /> Lone Term $1rategies <br /> <br /> At the April l0 meeting, the task force prioritized its long-term strategies. The top ten strategies <br /> are listed below and are p~esented in the order of their preference by the task force. The task. <br /> force recommends that decision makers dedicate resources to pursuing these strategies for the <br /> West University Neighborhood's long-term viability.-' Where available, ideas fOr strategy <br /> implementation are noted, but are not meant to be considered exclusively. <br /> <br /> 1. Housing Standards <br /> The task force strongly believes ihat changes to the physical environm~t of the <br /> neighborhood are necessary to improve.livabiiity and raise community ~aretaking standards <br /> for residents and visitors. With very low rental prOPerty vacancy rates in the area, there'has <br /> · not been a 'strong economic incentive for property owners to make COstly imprOvements..In <br /> other parts'of the COmmunity, but particularly inthe WUN, derelict prOperties are a~ eyesore <br /> to neighbors and pose safety risks to. tenants. 'The Task Force'reviewed a mOdel hoUsing:. <br /> prOgram in place in Corvallis, which primarily addresses interior habfl~bility standards..
