Neighborhood Association <br /> The task force feels that it is important to actively encourage renewed participation in a <br /> neighborhood association to continue neighborhood buildi_ng and resident involvement in <br /> area impwvements. The West University Neighborhood Association has been inactive since <br /> the mid-1990s. Clearly, the dynamics of this neighborhood pose unique challenges to <br /> maintaining an active association. One option to assist in having a viable neighborhood <br /> · association would be for the group to modify the existing WUN charter to expand <br /> participation to include property and business owners as well as residents. The task force <br /> members and interested parties list generated could serve as a foundation for rebuilding the <br /> neighborhood association. <br /> <br /> 8. Modify Student Conduct Code <br /> The task force .requests that the UniverSity consider modifying the student conduct code to <br /> include punitive measures against students involved with serious criminal conduct, such as <br /> rioting, off-campus.. Currently, the UO is undertaking a comprehensive review of the student <br /> conduct code. Off-campus jurisdiction 'for serious criminal conduct is one of many issues <br /> being examined in the review. The task force believes that sUch a stance is consistent with the <br /> University as a learning institution whose mission includes developing .civic responsibilities <br /> in its students. Student c~nduct codes from other Universities could be reviewed to see how <br /> criminal behavior off-campus is treated by other schools. <br /> <br /> 9. Patrols by non-police <br /> The task force clearly supports the keg list checks that are conducted by OLCC and police <br /> officers. As an expansion of this effort, it was also suggested that another entity conduct <br /> outreach, education and monitoring efforts to supplement the keg list checks. As an example, <br /> student groups could hand out literature to residents atthe be~nning of each term on how to <br /> have a safe party. It should be noted that there are potential risks to having residents <br /> intervene with party hosts, so this solution would need careful consideration. As another <br /> option, the West University area could adopt a neighborhood watch program to assist in <br /> monitoring activity in the neighborhood and contact police before parties get out of control. <br /> <br /> 10. city Nuisance Complaint System <br /> The task force beiieves that impwvements to the physical environment of the neighborhOod <br />( <br /> are necessary to provide for long-term Change in the area. There is a perception that the <br /> current nuisance complaint system is not responsive enough to'complaints, which could be in <br /> part due to lack of resources Or restrictions in the type of nuisances that the City is authorized <br /> to respond to. The task 'force recommends that the 'nuisance. complaint, system be reviewed to. <br /> see if it can be streamlined 'for ease of access, and enforcement options expanded and/or <br /> strengthened to improve its effectiveness. <br /> <br /> <br />
