West University Task Force Final Report June 2003 <br /> <br /> ShOrt-Term Strategi~ <br /> <br /> The short-term strategies are listed below as prioritized for the interim report distributed to <br /> decision-makers in lanuary. Since then, the task force identified several other potential short- <br /> term strategies. These.strategies were not considered as part of a prioritization process for the <br /> final report, but are included in the complete list of strategies in Appendix C'and are identified as <br /> "new". The task force continues to support the items listed below as short-term <br /> reconu~endations. <br /> <br /> 1. Locate and Notify Property Owners and Landlords <br /> Notification to landlords/property owners that police have responded to one of their rental <br /> propertie~ due to loud noise or other party-related activities can be a useful property <br /> management tool, alerting them to potential problem residents. Property owners can request <br /> such information through.the West University Public Safety Station staff. <br /> <br />2. Police Saturation and/or Party Patrols <br /> Increased police presence'in the area, particularly on nights and weekends, is a proven <br /> deterrent to disorderlY behavior and improves response time to complaints regarding large <br /> parties. However, this solution is costly and can deflect police resources from other areas of <br /> the'city. The task force is interested in a solution whereby a team of officers can be dedicated <br /> to patrolling the WUN, particularly during the school year. It may not be necessary for this .. <br /> teamto have a regular or weekly presence, but could be effective on a periodic basis when <br /> warranted or as an ad hoc basis to re'mforCe expectations about conduct in the neighborhood. <br /> The task force suggested that the team have consistent membership to allow officers to <br /> become better acquainted with problem.areas and build relationships with residents. <br /> <br />3. Keg Lists Checks and Knock-and-Tslks <br /> The task force supports the continued partnership between the OLCC and police department <br /> in obtaining the list of residences where kegs of beer will be cOnsumed and then visiting <br /> those residences to convey the party host's responsibilities. This strategy both alerts police to <br /> where larger parties will be occurring and provides an oppommity for outreach and education <br /> to party hosts. <br /> <br />4. Street Light Maintenance <br /> As a short-term solutio~i, better maintenance of existing light fixtures would improve ambient <br /> lighting. 'It was noted that lighting was dim in some areas because the fixtures were dirty, <br /> while others were not functioning at all, evidently needing bulb replacements. <br /> <br />5. Fire Code Enforcement <br /> At least one task force member noted that during ride-alongs with police, several of the WUN <br /> residences visited appeared to have egregious fire code. violations..The task force suggested <br /> that the Eugene fire marshal periodically participate in ride-alongs to enable fire code <br /> enforcement of area properties. <br /> <br /> <br />
