ATTACHMENT C <br /> <br /> FINDINGS AND RECOMMENDATIONS <br /> <br />SUBJECT: PROPOSED LOCAL IMPROVEMENT DISTRICT FORMATION FOR 23 <br /> VARIOUS ALLEY LOCATIONS IN THE WEST UNIVERSITY NEIGHBORHOOD <br /> GENERALLY BOUNDED BY W]I.LAMETTE STREET, 19TH AVENUE, KINCAID <br /> STREET, AND FR,,ANKLIN BOULEVARD. (JOB #4172, 4309 AND 4310) <br /> <br />BACKGROUND <br /> <br />The alleys of the West University Area are an important element in the character of the area. The <br />West University area has some of the highest population and usage densities in the City. The <br />West University alleys play an important role supporting these densities. Some businesses in <br />effect front on the alleys, and numerous residences of both single and multi-family character use <br />the alleys as the primary means of access. <br /> <br />Unfortunately, the role that the West University alleys play in the life off the area is not always <br />positive. The West University Neighborhood Task Force was formed because of perceived <br />problems related to increases in criminal activity and nuisance behavior in the West University <br />Area (including the 2002 riot) and concerns about the decline in appearance of the area. One <br />outcome of the West University Neighborhood Task Force was an evaluation of needed <br />improvements to reverse negative trends in the area. The Task Force identified the unimproved <br />or deteriorated condition of some of the area' s alleys as a part of the problem. One of the high <br />priority recommendations of the Task Force Report was improvements to those alleys in the <br />neighborhood that were deteriorated below standards. <br /> <br />The Eugene City Council received the Task Force Report and held several work sessions on the <br />recommendations. One of the outcomes was a series of actions regarding alley improvements. <br />Starting with a work session on the City Engineer's report on the feasibility of alley <br />improvements, the Council directed the development of an implementation plan, and then issued <br />directions to proceed with design and bidding of a project to improve the alleys in the West <br />Eugene area. The Council also reviewed and revised the Eugene Code provisions relating to <br />assessments of alley improvements. <br /> <br />Following the Council's direction, the City Engineer developed a design and plans and sought <br />bids for thee contracts to make improvements to the West Eugene alleys. <br /> <br />PROJECT <br /> <br />There are 23 alleys intended to be included in the project. The total length of the alley frontage is <br />approximately 7,000 linear feet. There are 160 tax lots that front the alleys.
